The recent flareups in Nagorno-Karabakh have shown that the conflict is far from a “frozen” one. As the dispute between Armenia and Azerbaijan escalates, Russia has increasingly pursued the role of the leading mediator between the two sides, working alongside the United States and France within the framework of the OSCE Minsk Group.
But what are Russia’s own goals in mediating — or perpetuating — the conflict? And what are the limits to its control of the situation?
About the Speakers:
Sergey Markedonov is an Associate Professor at the Russian State University for the Humanities in Moscow. He has previously held visiting fellowships at the Center for Strategic and International Studies (CSIS) from 2010-2013, the Center for Russia and Central Asia Studies at Fudan University (Shanghai, China) in 2015, and at the Center for Central Eurasian Studies at the University of Mumbai in January-February, 2016. His extensive writings on security issues in the Caucasus and Russian foreign policy have been published in the journals Central Asia and The Caucasus Journal of Social and Political Studies and Russia in Foreign Affairs, The National Interest, openDemocracy, and many others.
John M. Evans, a career Foreign Service Officer who served as the U.S. Ambassador to Armenia from 2004 to 2006, stirred controversy in February 2005 by publicly dissenting from the policy of the Bush Administration on the 90-year-old issue of the Armenian Genocide. A native of Williamsburg, Virginia, educated at Yale and Columbia, Evans served in Tehran, Prague, Moscow, Brussels (NATO), the Organization for Security and Cooperation in Europe, St. Petersburg and Washington, reaching the rank of Minister-Counselor. He is the author of Truth Held Hostage: America and the Armenian Genocide: What Then? What Now? which was published in April and is available at Amazon.com. Now retired from the State Department, he lives with his wife in Washington, D.C.

Russia - Funding Shortage For Eye Surgery Centre

Svyatoslav Fyodorov, Russia's most famous eye surgeon and a challenger to President Boris Yeltsin in the June elections, has accused the Russian government of dirty tricks in the pre-election campaign. On Saturday (18/5) Fyodorov said that some $3 million in outstanding debts by the government had forced his world known eye surgery centre to virtually shut down. On Monday (20/5) Fyodorov's clinic was working with a skeleton staff, and although the diagnostical department was still open, for the first time since the creation of the ten year old centre, the surgical department was silent.

Russia: Archaeologists discover lead seals dating back from 1812
Russian archaeologists believe they found 196 lead seals dating back to Napoleon’s 1812 invasion of Russia. The find was made on the Sofiyskaya Embankment across the Moskva river from the Kremlin on Tuesday. Weighing a total of two kilograms (4.4 lbs), the side of each seal depicts the coat of arms of the Russian Empire on one side, and different icons and abbreviated letterings on the other.

And maybe someone from the partisans or Muscovites collected that material for this purpose – we can’t exactly say but it’s the primary version.

South Korea and Russia nuclear envoys meet, but differences on North Korea remain

The top nuclear envoys of South Korea and Russia got together on Monday to talk North Korea-- and ways to rein in the regime's nuclear activities.
The two saw eye-to-eye on the importance of deeper discussions on the matter, but differed on how to tackle the problem.
Kwon Jang-ho has the details.
It was the first meeting between the current South Korean and Russian nuclear envoys, and the meeting began in a cordial manner, with Seoul's Lee Do-hoon calling Russia a key partner in handling the North Korea nuclear situation.

With the North Korea missile and nuclear issue becoming more serious, having this South Korea-Russia meeting, I believe, has been very timely.
Moscow's Igor Morgulov agreed on the importance of the issue, and said he looks forward to fruitful discussions.

We are ready to cooperate with South Korea to peacefully resolve the region's collective issues. We look forward to our ministries keeping in close communication in the future.
Seoul's foreign ministry also said afterwards that the two envoys pledged to make efforts to restrain North Korea's nuclear activities, and work together to bring Pyongyang to the negotiation table.
However the Russian envoy was perhaps more revealing, earlier on Monday.
At a regional conference in Seoul, the deputy foreign minister remarked that that using sanctions and pressure to get North Korea back to the negotiation table will not work,
and that it is the ordinary North Korean people who suffer the most.
This is in stark contrast to the stance taken by South Korea, the U.S. and Japan, who have pushed for strong sanctions and pressure to draw the regime to talks.
Even China has put more pressure on Pyongyang in recent months, and have expressed they will fully implement UN sanctions... although Beijing's foreign minister Wang Yi did* remark that tensions will not subside unless the key players make concessions.
Wang added that the prolonged 70-day lull in North Korea's missile and nuclear activities could be a basis for reopening the six-party talks.
In the meantime, Lee will travel to the U.S. on Tuesday to meet with his U.S. counterpart, Joseph Yun, for their third exchange in as many months.
South Korea's vice unification minister, Chun Hae-sung, is also currently in the U.S.
Chun is meeting with Yun and other Washington officials to brief them on the current administration's North Korea policy, as well as to exchange ideas.
