If you read Chinese, there are some hilarious comments on this popular bulletin board system. The 689 appears to be a coded reference to the number of people (in millions, 6.89) who voted for Ma Ying-jeou as well as the 689 votes by which Leung Chun-ying won the Hong Kong chief executive election.
Expect updates as new information comes in.
On the other hand, in the context of student movements, the term concern is often associated with threats and attempts by schools to bar students from taking part in demonstrations.

Taiwan Impression: Tamsui
Tamsui District (Chinese: 淡水區, formerly Tamshui Township) is a sea-side district in New Taipei City in northern Taiwan (ROC). It is named after the Tamsui River; the name means fresh water. The town is popular as a site for viewing the sun setting into the Taiwan Strait. Though modest in size (population 130,105), the district is home to three universities (Aletheia University, Tamkang University, and St. John's University) and has a large role in Taiwanese culture.
The Spanish arrived in the area of Tamsui in the 17th century. In the fall of 1629, the Spanish established the first major non-aboriginal settlement comprising the town and mission of Santo Domingo. The Spanish occupied northern Taiwan for the purpose of securing Spanish interests in the Philippines against the Dutch (who were already established in the South of Taiwan by then), the British, and the Portuguese, as well as for facilitating trade with China and Japan.
In 1641, the Spanish were expelled from Taiwan by the Dutch. The Spanish had already abandoned their settlement in Tamsui in 1638 and the Dutch built a new fort which they named Fort Anthonio (after the Governor-General of the Dutch East India Company Anthonio van Diemen). It is today known as Angmo Sing, POJ: âng mô sîng(ch: 紅毛城, literally, the Fortress of the Red-haired ones) and is the main building of the Fort San Domingo museum complex. In addition to pacifying the aboriginal tribes in the area, the Dutch also encouraged the immigration and settlement of the area by Han Chinese, as well as expanding the production and trade of sulfur, animal skins, and other indigenous resources.
The Dutch left Taiwan in 1661 following their defeat by Koxinga, who continued the policy of increasing Han Chinese immigration until the defeat of his descendants by the Qing Dynasty.

Tamsui, New Taipei City, Taiwan - Not Just About Food 淡水不只有美食
Tamsui, the historical sea port of Taipei, is in fact one of the best tourist area in Northern Taiwan, also very accessible. Do not waste your time on main streets for food only! I recommend people take buses (Line R26 or 836) from the MRT station to Hobe Fort, then slowly walk back to MRT station, passing by various spots on the way. On the weekend Line 836 would drive directly to the fort. On weekdays you'll have to walk 200 meters from the riverbank bus stop to the fort. You can buy one single ticket (80 NTD) for Hobo fort, Fort San Domingo and Custom Officer's Residence in any of these places.

Former warehouse of Lapraik Cass & Co:
Remember to get your map at the MRT station. They also have a tourist information center there. Noted that a few places (for example, Tamsui Itteki Memorial House, some buildings in Aletheia University, and the Lapraik Cass & Co warehouse) might be closed on Sunday and/or Monday.
(No, I didn't go to Tamsui Fisherman's Wharf and Lover's Bridge in this video, because they are too far from all other places. It's a nice place to see sunset, then again there's virtually nothing else around to see. However, you can still take buses or boats to there if you want.)

George Leslie MacKay Taiwan - Woodstock Ontario Canada
George Leslie MacKay a hero of Taiwan born near Woodstock Ontario Canada to Scottish Immigrant parents, raised on a farm in Embro, Zorro Township, attended school in Woodstock Ontario.
George MacKay was a Presbyterian Minister who became a missionary in Northern Taiwan (Formosa), living in the Tamsui District. He established a school with funds raised in Woodstock and Oxford County in Ontario Canada, which became the Oxford University College, now called Aletheia University.
George MacKay (Má-kai), brought dentistry to Tamsui and helped the poor farmers by providing dentistry help, extracting teeth that were causing problems and pain to people. In return he converted them to Christianity and created educational opportunities that hadn't existed before.
George Leslie MacKay through his missionary work established churches, schools and a hospital in Tamsui.
This is the monument to George Leslie MacKay in Woodstock Ontario, Canada unveiled in June 2004 with delegations from Taiwan and representatives of the Canadian Government and the Canadian Presbyterian Church. Taiwan tourists to Canada often make a detour to visit the home town and monument of George Leslie MacKay.
