Local expert wants ancient city removed from danger list

Libya's five heritage sites were all added to the List of World Heritage in Danger due to ongoing conflict in the country.
But a local expert thinks some should not have been included as they are not under threat from armed groups.
STORY-LINE
The ancient city of Cyrene - a World Heritage site in Shahat.
But the World Heritage Committee has placed all five Libyan sites in the danger list, noting Libya's high level of instability and the presence of armed groups in or near historic areas.
Libya plunged into lawlessness after a 2011 NATO-backed revolt led to the ousting and death of long-time dictator Muammar Gadhafi.
The Islamic State group, which has destroyed cultural heritage sites across Syria and Iraq, has found a foothold in Libya.
The World Heritage Committee has noted the damage already incurred and the serious threat of further damage to explain the decision to add them to the danger list.
But Ahmed Essa, Heritage and Antiquities professor at the University of Sousse and Technical Consultant of Cyrene site, doesn't think all sites should be classed as in danger as some are not within conflict areas.
We can accept these reasons in some of the five Libyan World Heritage sites, but it cannot be accepted at all locations. As for Cyrene, the only city registered on the World Heritage in eastern Libya and eastern Cyrenaica/ Barqa, this is not acceptable at all, but in fact there are variety of reasons which have led to it being in this list, and perhaps the most important of which is the continuing inability of the Libyan authorities to submit a report on the state of conservation in the archaeological site of Cyrene.
The Committee took this decision during its examination of the state of conservation of sites already inscribed on the World Heritage List.
The List of World Heritage in Danger is designed to inform the international community of conditions which threaten the very characteristics for which properties were inscribed on the World Heritage List and rally the support of the international community for their protection.
But Essa says Libyan authorities has a weak presence at previous World Heritage Committee meetings and was not represented in Istanbul this year.
Although some sources say that Libya was represented, it was not, and the World Heritage Committee did not receive any reports from the Libyan authorities, he complains.
The five listed sites in the world heritage list are the Archaeological Site of Cyrene listed in 1982, the Archaeological Site of Leptis Magna listed in 1982, the Archaeological Site of Sabratha listed in 1982, the Old Town of Ghadamès listed in 1986 and the Rock-Art Sites of Tadrart Acacus listed in 1985. Almost all of them are in real danger because of the raging conflict that has spanned five years.
Essa is working to get Cyrene off the danger list.
Within two or three days we will have the report ready in Arabic and then it will be translated and sent to the World Heritage Committee, he says.
The 40th session of the World Heritage Committee lasted from 10 July until 20 July. It was chaired by Ambassador, Director General of Cultural Affairs and Promotion Abroad of the Turkish Ministry of Foreign Affairs Lale Ulker.
