We've got to turn this city into a city that's focused on people not cars, he told Newshub Nation on Saturday.
The changes would see Quay Street turn into a waterfront boulevard with new bus stops and a downtown park by the Ferry Building.
Lower Queen Street outside Britomart will become a civic square - catering to the 50 per cent increase in foot traffic since 2012.
But not everyone is a fan of the focus on pedestrians over vehicles.
If you want a whole lot of people, who go shopping, to not come to the CBD then make it car-free, said National Infrastructure Spokesperson Judith Collins.
The biggest changes are being driven by upcoming America's Cup - which MBIE estimates could boost New Zealand’s economy by more than $600 million.
The changes would see the Viaduct becoming more pedestrian friendly and a new bridge replacing the crossing toward Wynyard Quarter.
In September, the Environment Court approved wharf extensions for America's Cup village and several bases, to be built in time for the 2021 event.
The industrial buildings that currently occupy Wynyard Quarter would make way for new apartments, while the tank farm on Wynyard Point would be replaced with more housing, office space and parkland.
That parkland would create a green link between the waterfront and Victoria Park, and then on to Albert Park in the City Centre thanks to the transformation of Victoria Street into a Linear Park.
But the green link won't stop at Albert Park if developer Bill Reid gets his way.
For the past 30 years he has championed the construction of Te Ara Tomo - The Subterranean City, which would open up the old air-raid tunnels under the park, dug to shelter Aucklanders during World War Two.
Two elevator portals at Princes Street and Symonds Street will connect students to AUT and the University of Auckland.
In the other tunnels, there are plans for cafes, wine and cheese boutiques, a museum, and even a glow-worm cave.
Reid says the construction will be privately funded, with users paying a toll to pass through.
The tunnels are not officially recognised by Council planners yet but are expected to be included in the updated City Centre Masterplan.
The tunnels will make it easier for cyclists and pedestrians coming from Parnell to access the City Rail Link, set to be opened by 2024.
The underground rail loop will see the addition of Aotea Station and Karangahape Station and a major upgrade of Mount Eden Station.
The City Rail Link will also transform Britomart from a dead-end to a through station, more than doubling the number of trains able to use the rail network.

Auckland fire: thousands evacuated as huge blaze takes hold
A fire burned in the heart of New Zealand’s largest city, Auckland, starting from the roof of the SkyCity centre, which is still under construction. Thousands of people were evacuated. Workers on the site were sent away immediately, but as the fire continued to rage, other areas – including New Zealand's tallest building, Sky Tower – were cleared. The New Zealand fire service asked residents to stay clear of the city centre and a spokesperson said it was 'a very, very difficult fire to extinguish'

Staff where extremely friendly, checking in and out was a breeze. pool facilities where clean and maintained well. Room was spacious and comfortable.

A Quick look at the New Plymouth i-SITE Visitor Information Centre
New Zealand International Convention Centre Fly Through
Stunning imagery of the New Zealand International Convention Centre (NZICC), including the first glimpses inside the building, has been released today by SKYCITY Entertainment Group.
The release of the imagery and a video ‘flythrough’ of the complex follows SKYCITY’s lodgement of a resource consent application to Auckland Council for the NZICC and an adjacent five star 300-room SKYCITY hotel and pedestrian laneway to be developed separately.
The flythrough visualisation released today reveals sweeping views of key spaces inside the NZICC, which will include a large gallery, a large exhibition space (configurable for a range of events), pre-function areas with panoramic views and a large theatre adaptable for banquet and entertainment events.
Additional imagery details the exteriors of the NZICC development, including the laneway, with bars, restaurants and boutique shopping, the hotel, and the sensitive treatment of preserved historic buildings on the site.
NZICC Group General Manager, Simon Jamieson, says the lodging of a resource consent application comes after many months of comprehensive work by all involved in the project.
“For well over a year the NZICC team has been consulting and engaging extensively to prepare our resource consent application. The process we have followed has been thorough and rigorous, and we have every confidence that the convention centre will be a real asset for Auckland that will significantly enhance the inner city,’’ Mr Jamieson says.
“The NZICC will be a flexible and versatile building that integrates with its surroundings while capitalising on its location and outlook. The public gallery entrance will provide a dramatic first impression at Hobson Street, and invite people into the building to further explore its interiors. On the Nelson Street side of the NZICC, pre-function spaces command breathtaking views towards the Harbour Bridge and the Waitakere Ranges.
“The outcome of such considered design is a magnificent building that will be integrated with the grain of the city while strongly positioning Auckland as a leading international destination for major conventions and events,” says Mr Jamieson.
Design of the NZICC is a collaboration between Warren and Mahoney (as lead designers), Moller Architects and Woods Bagot Architects. Warren and Mahoney’s Chairman and Design Director, Andrew Barclay, says the NZICC is a vital piece of urban infrastructure that will play a significant role in the life of Auckland.
“Contrary to typical large-scale convention centres, this design is open and inviting for the community, right in the heart of the central city,” Mr Barclay says. “The building completely engages with the city and will fulfil a valuable role as a public amenity. It is a multi-level public space which opens directly onto both Hobson and Nelson Streets, ensuring that the city can observe and contribute to the changing life of the venue,” says Mr Barclay.

Auckland Night Markets are now in seven different locations across Auckland, along with two markets in Hamilton. Starting in Pakuranga in 2010, the Night Markets have steadily expanded and become a regular event in the local entertainment calendar. The markets are growing in popularity due to their appeal to all age groups. The markets are free, but make sure you bring a lot of spending money, as there is plenty of food, fashion, toys and lots of interesting sights and smells to tempt the senses!
It’s a great night out for the family, and the undercover location means it’s an all-weather event. The kids can experience food from other cultures, hear live music and watch performances. Buskers, magicians and dance troupes provide additional entertainment at some events.
Food is the big component, where you can sample cuisine from dozens of different cultures. There are of course the ethnic favourites like Thai and Chinese, and for those looking for something different there are some rare delicacies on offer from most regions of the world. But we won’t spoil the surprise!
