First-stage water rationing starts in Hsinchu
Today first-stage water rationing began in Hsinchu County, where reservoir levels have dipped as low as 20 percent capacity. The Central Weather Bureau says that a cold air mass is on its way and could deliver rain island-wide, but drought conditions are expected to linger through to the end of spring. Alarms are sounding as water levels in Hsinchu''s Baoshan Second Reservoir drop to 25 percent. Levels at the Baoshan and Yongheshan reservoirs are also low, at 30 percent capacity.Inducing artificial rain has not been enough to combat the drought. Sparse rainfall threatens Hsinchu’s semiconductor industry
This winter has seen 30 percent less rainfall than last year, setting off alarms at water reservoirs around Taiwan. Water reserves at Baihe Reservoir in Tainan have dropped to a mere 5.5 percent capacity. And water levels at Nantou''s Wushe Reservoir and Taichung''s Shigang Dam are also below 15 percent.Fears are rising that the water shortage could affect the semiconductor industry. The Baoshan and Baoshan Second reservoirs, which supply water to Hsinchu Science Park, are both under 45 percent capacity. The Water Resources Agency is now feeding 140,000 metric tons of water a day from the Shimen and Yongheshan reservoirs to Hsinchu. To address the shortage in the weeks ahead, the agency has begun testing equipment to create artificial rain over Shimen Reservoir.

Starting today, the Water Resources Agency is reducing water pressure during nighttime hours and other time periods for consumers across Taoyuan, Hsinchu and New Taipei''s Banqiao, Xinzhuang and Linkou Districts. The measures are part of an effort to conserve the limited amount of water in Taoyuan''s Shimen Reservoir. But unless Taiwan gets more rain soon, the rationing may expand to other municipalities. The ongoing dry spell has exposed cracks in the sloped edges of Shimen Reservoir and has made parts of its once submerged basin look like a parking lot.Chiu Chung-chuanNorthern Water Resources OfficeStarting today, we will begin implementing initial water rationing in areas served by Shimen Reservoir, including Taoyuan, (Hsinchu) and New Taipei’s Linkou, Banqiao and Xinzhuang districts. Between 11:00 pm and 6:00 am the following morning, water supply pressure will be reduced by 5 percent. I suggest that those living around the end of water pipelines or at higher elevations store up water now for later use.A critical water alert has been declared for Shimen Reservoir, which is at only 51 percent of capacity. Conditions are just as dire at Baoshan Second Reservoir in central Taiwan and at Tsengwen and Nanhua Reservoirs in the south, where water levels have all dipped below 50 percent.Chiu Chung-chuanNorthern Water Resources OfficeCompared to the average at this point in past years, Shimen Reservoir is down 47 million tons of water. Ok, now onto the info about this Chinese street food tour in Yunnan:
Xizhou, China
On Day 1, we drove from Dali Old Town to Xizhou, another ancient town near Dali, that’s known for some famous Chinese street food snacks.
We started for breakfast with a thick pea porridge and a pea pudding salad. The grandmother serving had been making these same dishes since she was a child with her mother. The breakfast was warming and delicious, and it hit the spot in the morning.
Total price - 8 RMB ($1.20)
Xizhou Baba - Probably the most famous Chinese street food you have to try in Xizhou is baba, which is also sometimes known as a Chinese pizza. It’s a round of dough that’s mixed with lard and meat, or the sweet version, and baked in a unique street oven using charcoal. Part of the fun is watching it being made. Then of course, eating it is absolutely delicious.
Price - 10 RMB ($1.50) per piece
Yunnanese cheese - Next up in Xizhou we went to watch a local Yunnanese Cheese demonstration. Yunnan is one of the few places in China where there is a cheese culture - some say it was brought over with the Mongols. We made some local cheese, then put it out to dry, then they let us sample some different types of the prepared cheese. Price - 8 RMB ($1.20)
Yi He Zhuang (怡和庄) Restaurant - This Yunnanese ethnic Bai Chinese food meal was the highlight of my day. We had an absolute feast of a meal, including a few unique Chinese dishes like raw pig sashimi and pine needle salad. Everything was colorful, using natural ingredients and the flavors were spectacular. This meal is one I’ll never forget.
Total price - 215 RMB ($32.41)
Dali Old Town - It was a long day of delicious Chinese food, and in the evening we drove back to Dali Old Town and headed out for dinner.
Duan’s Kitchen - For dinner we were back in Old Town Dali, and my friend Frank from Zouba Tours mentioned that Duan’s Kitchen was a little touristy, but he said we needed to try it because the food was amazing and they are doing some unique things. The food was outstanding, and my favorite dish was the chicken braised in chili oil with pu’er tea.

Snowfall at Hehuanshan as cold air mass lingers
A lingering cold front brought more snowfall to the alpine regions today. One day after snow arrived at Yushan, hikers at Hehuanshan were delighted by the sight of snowfall early this morning. Forecasters say that the cold and wet weather will stick around for the weekend, before transitioning to cold and dry on Monday.At roughly 7 a.m. snow fell on Hehuanshan, delighting hikers who had not seen snow on the mountain for weeks. The snow was mixed with rain, but snowflakes were visible. Snow was also reported at Shei-Pa National Park. Forecasts said that effects from this cold air front will continue through the weekend.Luo Ya-yinForecasterOur forecasts show that we will continue to be affected by the front into the weekend. Weather conditions will remain unstable throughout the country with intermittent showers.Rainy conditions will continue into the weekend before easing.Luo Ya-yinForecasterThe next cold air front is expected to be drier, bringing low temperatures in the early morning and late evening, and warmer weather in the day. Be advised that there could be a large difference between daytime and night-time temperatures. Although the rain has replenished the reservoirs, it hasn’t been enough to break water restrictions imposed recently on Hsinchu.

Asia's longest and highest bridge to open to traffic
Asia's longest and highest bridge, Longjiang Grand Bridge, will open to traffic on May 1, 2016. The 100-feet-long suspension bridge hovers at a nail-biting 920 feet above the valley below and is the tallest and longest of its kind to be built between two mountains in Asia. It has finished closure in advance and passed load test on April 5. The bridge connects the cities of Baoshan and Tengchong.

Ammonia leak kills 15, injures more than 20 in Shanghai, China

Chemical leak: Fifteen people were killed and at least 26 others were injured when liquid ammonia leaked from a refrigeration unit at a cold storage facility in Shanghai, China on Saturday (August 31), according to local authorities.
According to Reuters, The leak occurred at 10:50 am local time at Shanghai Weng's Cold Storage Industrial Co. Ltd., located in the Baoshan district of eastern Shanghai, the Shanghai municipal government said on its official Sina Weibo account.
Six of those injured were in a critical condition, the government said.
A chief firefighter told Xinhua News Agency that as there were no open flames after the leak, rescue teams immediately carried out rescue work and closed down the valves where the chemical leak may have come from.
Xinhua reports, 'It smelled much worse than smoke from a fire. I sprawled on the ground and could not speak. Then my consciousness dwindled,' said Gu Qijue, who was injured in the incident and is receiving treatment at Dachang Hospital in Baoshan District.
Gu told Xinhua that she was in a dormitory area on the factory's fourth floor when she smelled a strong odor. She was rescued by firefighters and saved after medical treatment.
Another worker at the plant, Li Qiufen, said she was awakened by a harsh smell.
I could not breathe. I stumbled out of the room and found odor coming from the workshop. There was clamor and chaos, she told Xinhua.
Liquid ammonia is a colorless liquid frequently used in industrial sterilization and refrigeration processes, and may cause suffocation after heavy inhalation.
Reuters reports, China, the world's second-largest economy, has a poor record on workplace safety. In June, at 120 people died and 77 were injured when a fire engulfed a chicken processing plant in northeastern Jilin province.
