Pembangunan Malaysia Vision Valley Mampu Tarik Pelaburan Lebih RM290 Bilion
Alhamdulillah petang tadi bermulanya satu lagi inisiatif pembangunan baru yang bersepadu dan mampu melonjak pembangunan negara iaitu Malaysia Vision Valley (MVV).
Pembangunan yang meliputi kawasan seluas 153,000 hektar di daerah Seremban dan Port Dickson akan dibahagikan kepada lima kluster strategik iaitu Central Business District, Nature City, Edu-Tech Valley, Tourism and Wellness serta New Liveable Township.
Seperti yang pernah saya utarakan semasa pembentangan Rancangan Malaysia Kesebelas (RMK-11) yang lalu, MVV merupakan satu kawasan baru bagi pembangunan bersepadu dan terancang, dibangunkan secara berfasa sehingga tahun 2045. MVV akan menjadi sebahagian daripada Greater Kuala Lumpur di bawah Zon Potensi Pembangunan dalam Rancangan Fizikal Negara.
Melalui usahasama pintar antara pihak awam dan pihak swasta, atau public-private partnership. MVV akan memberi fokus kepada empat pemacu pembangunan utama iaitu berteraskan high-technology manufacturing, tourism & wellness, skill based education and research dan specialised services. Ini sudah tentunya selari dengan National Key Economic Areas di bawah Program Transformasi Ekonomi Negara.
Pembangunan MVV dalam tempoh lebih kurang 30 tahun ini akan melaksanakan lapan projek utama yang dikenali sebagai heartbeat projects yang akan dibangunkan seperti High Tech Park & Industrial Campus, Integrated Transport District, Sports & Recreational City, World Knowledge City, Biopolis & Wellness City dan Tourism District.
Perancangan MVV dijangka mampu menarik pelaburan lebih daripada RM290 billion. Selain itu ianya dijangka akan mewujudkan 1.38 juta peluang pekerjaan baharu dan ini tentunya akan mengubah lanskap kehidupan penduduk sekitar. Kualiti hidup penduduk semestinya akan meningkat berlipat ganda!
Walaupun aspirasi pembangunan MVV bertaraf metropolis dan moden, rakyat tidak perlu bimbang kerana keperluan rakyat dari semua peringkat akan diambil kira. Pembangunan ini bukan sahaja terancang, lestari dan inklusif, ia juga akan memastikan semua lapisan masyarakat menikmati faedah pembangunan.
Antara yang menjadi tumpuan adalah penyediaan perumahan mampu milik bagi rakyat dengan kemudahan perbandaran terancang serta tersusun. Ianya jaminan untuk tinggal, bekerja dan rekreasi atau live, work and play. Insya-Allah, MVV akan menyediakan perumahan mampu milik dengan anggaran kawasan terlibat lebih dari 1,000 ekar dan juga kawasan bagi kemudahan awam dan rekreasi dengan kawasan hijau yang melebihi 1,000 ekar.
Selain itu, MVV juga akan mempunyai hub pengangkutan bersepadu yang berteraskan perkhidmatan High Speed Rail di Labu, Negeri Sembilan yang akan menghubungkan MVV dengan KLIA, Bandar Malaysia dan Singapura. Hub ini akan mempunyai rangkaian kemudahan pengangkutan awam yang komprehensif serta mesra pengguna.
Alhamdulillah, majlis petang tadi turut disertai upacara tandatangan perjanjian sebagai langkah pertama untuk membangunkan MVV dengan penglibatan pihak swasta yang berkaliber serta berdaya maju iaitu Sime Darby Property Berhad, Brunsfield Development Sdn Bhd dan Kumpulan Wang Persaraan. Syarikat pemaju utama MVV ini akan dikenali sebagai Malaysia Vision Valley Holdings Sdn Bhd.
Untuk peringkat pertama, dalam first rolling plan Rancangan Malaysia Kesebelas sejumlah RM560 juta telah diluluskan bagi pembangunan sistem perhubungan jalanraya di kawasan MVV. Beberapa projek lain sedang dalam pertimbangan seperti rangkaian lebuhraya serta jaringan bersepadu perkhidmatan rel bagi menghubungkan ke kawasan sekitar serta KLIA.
