When you find yourself in downtown Biarritz, you get the impression of a much larger city. Believe it or not, it has a permanent population of less than 30,000, but when you count the adjacent towns of Anglet and Bayonne it is closer to 120,000.
It was a traditional fishing and whaling settlement until Empress Eugenie (the wife of Napoleon III) arrived and built a Palace here in 1854. Through her connections the town became popular with Queen Victoria and Edward VII, so to keep the hangers-on occupied, a casino was built in 1901 which remains a big attraction to this day. The Palace is now the Hôtel du Palais, one of France's most famous and luxurious hotels. The Palais sits on a privileged position looking west along the beach, with large-scale portraits of the Emperor and Empress inside.
More recently, Biarritz has become a Mecca for surfers, owing to its magnificent waves, drawing many thousands of people from all around the world to sample its waters, and the nightlife that goes with it. The surfing company Quicksilver has its worldwide base in Biarritz and holds an annual surf event here.
Surfing is just one of the obsessions of the locals. The other is Biarritz Olympique, the notoriously hard-to-beat titans of French rugby, and last, but not least is the ancient Basque sport of Pelota. Pelota is now played in a number of countries across the world owing to the Diaspora of Basques who travelled for work over the years, mostly to the Spanish-speaking countries of South America.
Anyone who was not aware of Basque heritage on arriving in Biarritz will be by the time they get home. The Basques are a tremendously proud people. When you mix that Basque culture with rugby, surfing and Pelota, you then get an idea of what to expect from Biarritz.

Driving in Biarritz, France.
Biarritz is a city on the Bay of Biscay, on the Atlantic coast in the Pyrénées-Atlantiques department in the French Basque Country in Southwestern France. It is located 35 kilometres (22 mi) from the border with Spain. It is a luxurious seaside tourist destination known for the Hôtel du Palais (originally built for the Empress Eugénie circa 1855), its casinos in front of the sea and its surfing culture.
Most of the documents, records and official agreements gathered in the archives from Biarritz mention whaling. This was the principal local industry. Consequently, the town's coat of arms features the image of a whale below a rowing boat manned by five sailors wearing berets, one of whom is preparing to throw a harpoon. This inscription is written on it: Aura, sidus, mare, adjuvant me (The air, the stars and the seas are helping me).
Biarritz has long made its living from the sea: from the 12th century onwards, it was a whaling town. In the 18th century, doctors claimed that the ocean at Biarritz had therapeutic properties, inspiring patients to make pilgrimages to the beach for alleged cures for their ailments. After the 7th century, Biarritz had many confrontations with Bayonne, with the Kingdom of England – Lapurdi was under its control – and with the Bishop of Bayonne. Almost all of the disputes were about whale hunting. In 1284, the town's right to hunt whales was reinstated by the authorities of Lapurdi and the Duchy of Aquitaine.
From the Middle Ages and Early modern period a watchtower has looked down over the sea at Biarritz, from La Humade, waiting for the sight of a whale. Whenever those keeping watch saw a whale, they would burn wet straw, to create a large amount of smoke and thus communicate the news to their fellow countrymen. Eventually, however, the tower disappeared.
In the 16th century, as a consequence of the attacks suffered in this area, or for other reasons, the whales migrated to other places. Whale hunters from Lapurdi therefore crossed the Atlantic Ocean in pursuit of them, and they spent some time in the Labrador Peninsula and in Newfoundland. Later, instead of hunting whales, they started cod fishing in Newfoundland. A century later, due to the ban on fishing off the coasts of America and the steely competence of English and Dutch fishermen, the number of fishing boats from Biarritz diminished and nowadays, the Biarritz fishing industry in these areas has come to an end.
Even though the population from Biarritz was originally Basque, it is hard to assert whether the main language of the village was Basque or French.
The first lighthouse of the village was built in 1650.
At the end of World War II in Europe, the U.S. Army's Information and Educational Branch was ordered to establish an overseas university campus for demobilized American service men and women in the French resort town of Biarritz. Under General Samuel L. McCroskey, the hotels and casinos of Biarritz were converted into quarters, labs, and class spaces for U.S. service personnel. The University opened 10 August 1945 and about 10,000 students attended an eight-week term. This campus was set up to provide a transition between army life and subsequent attendance at a university in the USA, so students attended for just one term. After three successful terms, the G.I. University closed in March 1946 (see G. I. American Universities).[3]
The arrival of surfing in Europe
In 1957, the American film director Peter Viertel was in Biarritz with his wife Deborah Kerr working on the film The Sun Also Rises. One of his Californian friends came for a visit, and his use of a surfboard off Biarritz is recognized as the first time surfing was practised in Europe. Biarritz eventually became one of the most popular European surfing spots.

A Walk Around The Port Vieux District (Old Port Area) of Biarritz, France
Until the middle of the 19th century, Biarritz was centered around the Port Vieux. It was here where the whaling ships came to dock and where the fishermen would cut up the whales.
There is a tiny beach located there (called Plage Port Vieux) and some bars surrounding it. The beach is sheltered from the wind and the waves, offering good conditions for swimming. It is frequented by locals all year around.
The old port is the perfect starting (or end) point for a walk through the town.
Shopping & Eating Area
If you want to go shopping, we recommend a walk down the Rue du Port-Vieux (there are also a lot of shops, bars and restaurants there). From there, you can continue to the Rue Mazagran and Rue Gambetta.

Biarritz, an elegant seaside town on southwestern France’s Basque coast, has been a popular resort since European royalty began visiting in the 1800s. It’s also a major surfing destination, with long sandy beaches and surf schools. A symbol of Biarritz, the Rocher de la Vierge is a rocky outcrop topped with a statue of the Virgin Mary. Reached via footbridge, it offers sweeping views of the Bay of Biscay.
Half ritzy coastal resort, half summer surfer's hang-out, the seaside resort of Biarritz has been a favourite seaside getaway ever since Napoléon III and his Spanish-born wife Eugénie arrived during the mid-19th century. It's been a glamorous spot ever since, lined with elegant villas and heritage-listed residences that glitter with belle époque and art deco details. Unfortunately the 20th century wasn't quite so kind, and the seafront is blessed with its fair share of concrete carbuncles that have done little to enhance its aesthetic appeal. Nevertheless, Biarritz remains one of the southwest's seaside gems – so long as you can cope with the summer crowds and seasonal prices, that is.
Biarritz is a famous holiday destination located in the Pyrénées-Atlantiques département of Aquitaine, France. Biarritz lies on the Bay of Biscay, on the Atlantic coast, in southwestern France. It is adjacent to Bayonne and Anglet and 11 miles (18 km) from the border with Spain. Biarritz is very pedestrianised, and it is easy to get around the town centre, to the beaches, and to the best spots for surfing or shopping. This means whatever your holiday needs is a short and pleasant walking distance away. However, it can be quite hilly in places.
Biarritz is famous for its coast and the rocks in the sea. There is the church of Sainte Eugenie, a Russian Orthodox church, and the Museum of the Sea (entrance about €6) with a lot of interesting animals like different kinds of fish, anemones, sharks, and seals in aquariums. Other topics include fishing in the last centuries, birds, catching whales. Then there is a Museum of Asian Art and a lighthouse (entrance €2).
The beaches are excellent and this is a major surf resort. The main beach, Grand Plage, gets very crowded, but there is also a long surfers' beach on the Boulevard du Prince de Galles, called Cote de Basque, that has almost no sand at high tide, but is superb at low tide. The surf beaches at Anglet are easily accessible by bus, and surfboards that aren't too big are allowed on the local buses in the summer at least. There is a small beach by the Esplanade du Porte Vieux that is good for swimming when the surfer's beach is closed.

G7 summit: World leaders gather for family photo in Biarritz, France (25th August 2019)
World leaders and special invited guests posed for a 'family photo' along the picturesque Biarritz seaside on Sunday, set against a backdrop of worries over a global economic downturn and disunity on a range of matters.
The summit is being hosted on Biarritz’s Atlantic seafront, which has been entirely sealed off for the event. Encouraged by warm breezes and mostly sunny skies, several of the leaders chose to walk from their grand hotel to the venue for the talks along the deserted and heavily guarded beach in front of the city’s casino.

In breaks in the negotiations, they have been treated to the best of the Basque region’s cuisine, prepared by top local chefs and kitchen staff from the Élysée Palace.
Below the pleasantly gilded surface, however, there has been an undercurrent of bitterness and anxiety at the summit. Boxed in by multiple global crises, the group of major industrialised democracies is arguably at its most divided since its founding in 1977.
