Thanks to local coastal guardian Ian Hinkle for spearheading this ultimately successful operation.

Fuel Oil Leaking from Wreck on Cadboro Bay Beach, Saanich, BC, Canada
Saanich Parks claims the park and beach were closed as a result of this incident. I found no evidence of this- no warning signs, no flagging tape. Nothing! Also, there was no evidence of the province or Coast Guard on scene. Just Saanich Parks, cleaning up the beach and park.
When I called Coast Guard to report this incident, a chap in Comox answered. I overheard him asking his colleague if Cadboro Bay was in Nanaimo. Not terribly encouraging! Don't these guys have to be familiar with the BC coast? Then I was given a number in Victoria to call. I said: Is that just a machine? I was assured it wasn't. Sure enough it was! I left a message; never heard back.
Saanich- same story! Spoke to someone at Saanich Parks who passed me on to the Director, whose machine came on. So, left a message there. No one called back. Now they say the park has reopened. That's pretty neat- it reopened without ever being closed, except via a Tweet.
BC- same story. Talked to someone there who said it's a federal responsibility. Wrong, as far as the intertidal zone is concerned- that's a provincial responsibility. So, I called the head honcho for oil spills, and left a message on his machine. Never heard back. Maybe Saanich, the Coast Guard and BC were all in a meeting discussing how to respond to this incident. LOL
As for the Receiver of (Nervous) Wrecks- well, I'll let someone else deal with that bureaucratic sinkhole. Been there, done that...
Post script: On February 17, 2016 the wreck was finally removed. Here's a link to my YouTube video of that operation:
