Ten thousand people gathered in a graveyard in the capital of East Timor, Dili, on Thursday to commemorate the anniversary of a massacre of anti-Indonesian protesters in 1991.
Between 50 and 200 people were killed when Indonesian troops fired on pro-independence protesters outside the cemetery seven years ago.
Unlike other demonstrations recently in the Indonesian-controlled territory there was no sign of trouble at the rally.
Thursday's ceremony followed an early morning Mass by Bishop Carlos Belo, the spiritual leader of predominantly Roman Catholic East Timor.
Earlier this week, Belo, who won the 1996 Nobel Peace Prize, together with Indonesian military chiefs, urged East Timorese to remain calm during the anniversary.
On November 12 1991, Indonesian troops fired on pro-independence protesters in front of Santa Cruz cemetery in Dili.
Up to 200 people were mowed down. An official death toll has never been established as Jakarta was anxious to repress any information on the massacre.
Among the protesters were supporters of Xanana Gusmao, a rebel guerrilla leader who is serving a 20-year prison term for fighting Indonesian troops.
This year's ceremony comes amid new efforts to secure a lasting peace for East Timor.
On Tuesday Indonesian President B.J. Habibie opened the first session of the People's Consultative Assembly or M-P-R since he came to power.
The meeting will consider Habibie's offer to East Timor of a form of autonomy in return for international recognition that the territory is part of Indonesia.
The United Nations does not recognize Indonesia's claim of sovereignty but is sponsoring talks between Indonesia and Portugal over the future of East Timor.

The leaders of opposing East Timorese factions, that either support or oppose independence from Indonesia, came together to lay wreaths at the cemetery.
Mainly Muslim Indonesia annexed East Timor in 1976 after invading the year before during civil war that broke out in the last days of Portuguese colonial rule.
Human rights abuses and guerrilla warfare have wracked the territory since.
As a final act of remembrance the crowd re-enacted the massacre, dozens of them laying on the ground as the noise of machine guns echoed across the cemetery.

Cemetery in Dili, East Timor
Dili is a melting pot of the different ethnic groups of East Timor. Dili lies on the northern coast of Timor island, the easternmost of the Lesser Sunda Islands. In 1999, East Timor was placed under UN supervision and on 20 May 2002, Dili became the capital of the newly independent Democratic Republic of Timor-Leste. In May 2006, fighting and rioting sparked by conflict between elements of the military caused significant damage to the city and led to foreign military intervention to restore order.
This footage is of a cemetery in Dili. Most of the population are Christians. The Roman Catholic Diocese of Díli runs purportedly the largest cathedral in Southeast Asia.

On November 12, 1991, Indonesian troops fired on a peaceful memorial procession in the Santa Cruz cemetery in Dili, killing more than 270 East Timorese. Two decades later, Amnesty International has called for a judicial inquiry into the massacre, noting that the failure to hold all the perpetrators to account highlights a wider problem of impunity for crimes under international law and other human rights violations committed during the Indonesian occupation of Timor-Leste (then East Timor) between 1975 and 1999. Allan Nairn Returns to East Timor on 25th Anniversary of Dili Massacre When U.S. Weapons Killed 270+
- Saturday marks the 25th anniversary of the Santa Cruz massacre on November 12, 1991. Journalists Allan Nairn and Amy Goodman were there when Indonesian troops opened fire on a peaceful memorial procession at the Santa Cruz cemetery in Dili. The soldiers were armed with U.S. M16s and killed more than 270 East Timorese. We go to East Timor to speak with investigative journalist Allan Nairn, who has returned to the scene of the massacre, where young people re-enacted what occurred. There was crying, but it was like a celebration of power, Nairn notes, because the Timorese response to the attack sparked an international movement that led the U.S. to cut off military aid, and East Timor eventually won its independence. People here are not underestimating their power. Americans, we shouldn’t underestimate ours, either.

EAST TIMOR: CARLOS BELO CLAIMS 25 KILLED IN MASSACRE

East Timor's spiritual leader Carlos Belo claims that at least 25 people were killed on Tuesday in a massacre by anti-independence militia fighters backed by the Indonesian army.
The slayings have cast a shadow over plans by the United Nations to hold a July ballot for East Timor's people on whether to remain part of Indonesia as an autonomous state or to break away altogether.
The attack on Tuesday was one of the worst since Indonesian soldiers fired on separatist protesters at a cemetery in Dili in 1991, killing at least 50.
Among the 25 dead on Tuesday were civilians who had taken shelter in a church and an adjacent priest's home after days of communal violence in and around Liquica, about 29 kilometres (18 miles) west of East Timor's capital, Dili.
The Roman Catholic Bishop Carlos Belo said the death toll had been confirmed in a letter from East Timor's military commander, Colonel Tono Suratman, who accompanied him with journalists to Liquica under heavy armed guard on Wednesday.
The 1996 co-winner of the Nobel Peace Prize called for calm and demanded that Indonesian President B.J. Habibie investigate Tuesday's violence.
It is the latest in a string of clashes between bitterly divided armed groups either for or against independence from Indonesia, which annexed East Timor as its 27th province in 1976.
Belo also demanded that the international community help prevent more violence in the half-island territory.
The former Portuguese colony has been wracked by guerrilla warfare and human rights abuses since Indonesia invaded in 1975.
Militia members and dozens of troops were seen on the otherwise deserted streets of the town on Wednesday.
Rafael dos Santos, Liquica's parish priest, said hundreds of armed militia gang members fired at terrified villagers cowering in his house and the church.
He said that many civilians were cut down by swords and machetes and that the ground outside the church and inside the adjacent priest's house was splattered with blood.

In an emotional media conference held after inspecting a bloodied churchyard where Tuesday's killings took place, Belo condemned the violence, saying he was ashamed to be an Indonesian.

Pro-independence activists have accused soldiers of provoking unrest, and any escalation in military operations could exacerbate tensions in the former Portuguese colony.
U-N sponsored talks on a peaceful solution in East Timor had gained momentum in recent months, but escalating violence between factions and militant rhetoric have threatened to undermine the peace process.

More than 271 East Timorese were killed that day at the Santa Cruz cemetery or in hospitals soon after. An equal number were disappeared and are believed dead. This massacre, unlike many others which occurred during the course of Indonesia's U.S.-backed occupation, was filmed and photographed by international journalists. Amy Goodman and Allan Nairn, two U.S. reporters, were beaten during the massacre.
The Santa Cruz Massacre sparked the international solidarity movement for East Timor, including the founding of the East Timor Action Network, and was the catalyst for congressional action to stem the flow of U.S. weapons and other military assistance for Indonesia's brutal security forces. Ali Alatas, former foreign minister of Indonesia, called the massacre a turning point, which set in motion the events leading to East Timor's coming independence.
The people of East Timor now have their freedom and are an independent nation, but they have yet to see justice for decades human rights crimes inflicted on their people and country by the Indonesian military.

Thousands of East Timorese - demanding an end to Indonesian rule - have rampaged through the streets of the island's capital, Dili.
Rioting broke out after a church service to remember the victims of a massacre three years ago this weekend. In that massacre, 200 pro-independence demonstrators were killed by government troops.
They had come to Sunday mass to remember the dead from the slaughter of Santa Cruz in 1991. But as the congregation filed out from communion, the mood turned from sorrow to anger.
The banners proclaimed their fight to rid the island of Indonesian rule. The flag of free Timor held aloft in defiance. The protest clearly timed to coincide with the arrival of world leaders, including US President Bill Clinton for an economic summit in the capital, Jakarta.
Amid the noise, there were calls for Clinton to intervene on behalf of jailed Timorese leader Zananu Gusmao. Mr Clinton will raise the Indonesian human rights record in a meeting with the country's president on Wednesday.
Fearing a repeat of the bloodshed at Santa Cruz which has characterised the East Timorese struggle, the Catholic bishop Carlos Belo appealed for calm.
The bishop's words were heeded briefly, and the crowd began to move off.
But a few hundred yards away, the mob regrouped - and anger erupted into violence.
Any symbol of authority was a target. The police briefly losing control as the crowd went on the rampage.
Reinforcements were brought in, and as the mob swelled to more than a thousand, the troops charged. Sticks and stones flew through the air. Although the fires burnt on, the violence in the main subsided and the streets became calm - although sporadic incidents continued in the city centre. With the government troops on maximum alert, tension across Dili remains high.

Since the end of colonial Portuguese rule, East Timor had been controlled by Indonesia.
The Timorese struggle for independence came to a head on 12th November 1991, when pro-independence demonstrators staged a protest, walking from a church to a nearby graveyard in Santa Cruz.
Cameraman Max Stahl was in the cemetery and filmed the moment Indonesian soldiers opened fire on the unarmed protestors.
His video, smuggled out of the country, was seen around the world and led to increased pressure on the Indonesian government.
It took another eight years for East Timor to become independent.
Max Stahl spoke to Witness about the brutal Indonesian crackdown.

The massacre was the shooting of East Timorese civilians in the Santa Cruz cemetery in East Timor's capital, Dili, during the Indonesian occupation of East Timor. There were thousands of civilians at the cemetery attending the funeral of Sebastião Gomes, who was executed at point-blank range with a pistol shot to the stomach by Indonesian soldiers.
