Three otters were seen swimming in a water feature outside One George Street near Raffles Place on Sunday. There have been more otter sightings in recent years, and this group is said to live along a stretch of the Singapore River. (Video: Nel Jason Sanson)

The Downtown Core is the historical and downtown centre of the city-state of Singapore and the main commercial area in Singapore excluding reclaimed lands with many integrated resorts such as the Marina Bay Sands, one of the most expensive buildings in the world, with the most expensive standalone casino at Bayfront Avenue. There are many skyscrapers in Raffles Place, Tanjong Pagar and Marina Bay CBD with a height limit of 280m. It is one of the eleven planning areas located within the most urbanised Central Area, forming the latter's dense urban core. It is bounded by Rochor to the north, Kallang to the northeast, Marina East and Marina South to the east, Straits View to the southeast, Bukit Merah to the south, as well as Outram, Museum and Singapore River to the west.
As the financial Heart of Singapore, the Downtown Core houses the headquarters and offices of numerous corporations, as well as the Singapore Exchange. The area is also home to many governmental institutions, notably the seat of Parliament and the Supreme Court of Singapore.
Singapore's modern history began in this area, when Stamford Raffles and representatives of the British East India Company landed along the banks of the Singapore River to set up a free port in Southeast Asia. As the old harbour grew along the mouth of the river bank, the city naturally expanded around it, creating what is now the Central Area.
The name Downtown Core remains relatively unheard of and the term Central Business District (CBD) is commonly used in conversation instead. However, the area known as the CBD actually comprises a smaller area within the Downtown Core itself, taking up the south-western and western portions of the planning area. It is made up of eight subzones, Anson, Cecil, Clifford Pier, Maxwell, Phillip, Raffles Place and Tanjong Pagar and Marina Centre. The core of the CBD has since extended well beyond its boundaries and the term is even often at times used to refer to the Central Area as a whole.

The Central Area surrounds the banks of the Singapore River and Marina Bay where the first settlements on the island were established shortly after the arrival of Raffles in 1819. Surrounding the Central Area is the rest of the Central Region. The Central Area shares boundaries with the planning areas of Novena to the north, Kallang to the north and north-east, Tanglin to the north-west and west, Bukit Merah to the south-west and Marine Parade to the east. The south-easternmost limits of the city is enclosed in by Marina Barrage, where the mouth of Marina Bay meets the Singapore Strait.

Singapore River which currently empties into Marina Bay by the Merlion, is a major landmark in this Central Area. The river originally emptied into the Singapore Straits, the main maritime activity site for the colony. The commercial areas which developed on the south banks became the central business district for post-independence Singapore (also known as Golden Shoe). URA groups these areas of commercial activity and calls it the Central Area.
The Central Area has since been expanded by the Government of Singapore and the URA to include the land reclamation of Marina Bay. Many construction projects have been completed on these reclaimed lands with many more still under consolidation or development.

The Central Area, also called the City Area, and informally The City, is the city centre of Singapore. Located in the south-eastern part of the Central Region, the Central Area consists of eleven constituent planning areas, the Downtown Core, Marina East, Marina South, the Museum Planning Area, Newton, Orchard, Outram, River Valley, Rochor, the Singapore River and Straits View, as defined by the Urban Redevelopment Authority. The term Central Business District (CBD) has also been used to describe most of the Central Area as well, although its boundaries lie within the Downtown Core

URA DRAFT MASTER PLAN 2019: More housing planned for CBD, Marina Bay
More homes will be built in the central business district (CBD) and Marina Bay area, the Urban Redevelopment Authority (URA) said on Wednesday (Mar 27). Under its Draft Master Plan 2019, which includes plans to rejuvenate the central area, URA said it will increase housing in sites such as Downtown, Marina South and Rochor so that more people can live closer to their workplaces and other amenities.
