The Portland Development Commission (PDC) has led a trade mission to Japan in April 2013 under the banner of We Build Green Cities -- Portland. The trade mission led to an urban planning project in the City of Kashiwa, a suburban city in northern Tokyo region. In 2014, an urban design team from Portland (Mitsu Yamazaki of PDC, Charles Kelley, Yoshi Watanabe of ZGF Architects, Kirk Davis, Craig Briscoe of GLUMAC and Scott Murase of Murase Associates) was hired by the local community groups (Urban Design Center Kashiwanoha, the City of Kashiwa, and Mitsui Fudosan) to lead a series of Portland-style design workshops for the northern expansion area, which led to creation of the Kashiwanoha Innovation Campus Master Plan Concept.

On 25 Jan. 2014, I measured radiation at AEON shopping mall of Kashiwa city, Chiba pref., Japan.

The monitor indicates air dose rate 0.15 micro Sievert per hour in air at chest hight, at the parking lot,
and 0.87 micro Sievert per hour on the sand, at the end of the parking lot where radioactive particle have been accumulated.
And 1.29 or 1.34 micro Sievert per hour on the sand near an electric facility at a corner of the parking lot.

Kashiwa city : population 400,000.
The monitorinig place is 200km or 120 miles from Fukushima Daiichi Nuclear power plant, 32km or 20 miles for the center of Tokyo.
Measuring instrument is made of Ukraine, ECOTEST MKS-05.
