Ukraine rebel towns in limbo as fighting calms
(5 Nov 2015) The fighting has subsided, but Donetsk is quickly sinking into the past - a shabby Soviet-like state of empty streets and deprivation, with huge portraits of Josef Stalin hanging in the city centre.
The wounds are raw in the capital of eastern Ukraine's pro-Russia insurgency and its future does not look bright, even without the artillery barrages that terrified the city during the height of fighting between separatists and Ukrainian forces.
Only three years ago, Donetsk was the proud host of the European football championships.
There was a brand-new international airport, luxury boutiques and expensive restaurants.
Now, the airport is a grotesque ruin, destroyed in one of the longest, most grisly sieges of the war. The shops and eateries are mostly closed - and even if someone were feeling flush, there are no working ATMs to feed them cash.
Donetsk's people today live in limbo.
Effectively, they're no longer part of Ukraine, but Moscow has refused the rebels' pleas to be incorporated into Russia.
Ukraine clamped down on the rebel-held parts of the Donetsk region and the neighbouring separatist Luhansk region with a choking economic blockade; pensions and social benefits were cut off and business contacts frozen.
Humanitarian convoys from Russia bring in food and medicine, and international groups also scramble to supply the region's people with medicine.
Russia is also paying pensions and benefits, and salaries are paid in rubles rather than the Ukrainian hryvna. But salaries and benefits are often months in arrears and tiny when they finally come.
Pensions and salaries are very small, but prices are like in Russia. Life has become very hard, Natalia Markova, a saleswoman at Donetsk market said.
Along with the economic blockade imposed by Kiev, there are also laborious transit regulations for Donetsk residents who want to travel to government-held territory to scrape together a better life.
Painfully long and slow lines form at border crossings. Some people stand for two days or more at checkpoints, before they can cross into an area where the food is up to three times cheaper than in Donetsk.
For the officials of the Donetsk People's Republic, as the rebels call themselves, it is a tenuous existence.
They say they have no annual budget and they have to form a budget for a month.
Many Donetsk residents say there's only one way out - to become part of Russia.
It will be hard to survive. Connections with Ukraine are broken. To set up trade and economic connections with other countries until we are officially recognised is not possible, Donetsk resident Natalia Polishuk said.
We can't sell our goods, we can't buy. So it's better to be part of Russia, she added.
But Russian President Vladimir Putin, whose economy took a severe blow from Western sanctions over the Ukraine crisis, is showing no sign that he is willing to welcome absorption.
And the Ukraine crisis, which once topped Russian newscasts, now takes a back seat to Russia's airstrikes in Syria.
Many analysts think Putin has a different end-game in sight.
Volodymyr Fesenko of the Penta Analytical Centre said Putin is interested in the following situation: de jure two separatist republics, DNR and LNR in Ukraine formally, but in reality, de facto, they will belong to Russia and be under the influence of Putin and the Kremlin.
In spirit, it is already Russia. There's little left of the Ukrainian past in Donetsk, aside from an outlet of the well-known Lviv Chocolate Studio, and here it doesn't sell one of its most famous products: comical chocolate figures of Putin.

STORYLINE:
One of Russia''s leading contemporary artists, Zurab Tsereteli, has unveiled a new and potentially controversial statue of the Russian President, Vladimir Putin.
The president is depicted barefoot, his hands on hips and wearing a judo outfit, reflecting one of Putin''s favorite pastimes.
But it is the statue''s facial expression, with large bulging eyes, that could cause a sensitive Kremlin to react badly.
Tsereteli however said on Thursday that he was portraying a side of Putin which stands firm.
Putin''s opinion of the sculpture is not yet known.
The two-and-a-half metre high sculpture of Putin is to form part of a series of images of famous people that Tsereteli has been working for the past four years.
For the time being, the statue will be housed in Tsereteli''s personal museum in Moscow.
The sculpture joins an increasing number of artistic images of Putin, which often gives rise to talk about the emerging cult of his personality.
Tsereteli is President of the Russian Academy of Arts and his work is well known in Russia and abroad.
In the past 10 years he''s been behind a number of highly publicised projects in the Russian capital, including an enormous statue of Peter the Great on the banks of the Moskva river and parts of the Okhotny Ryad shopping centre.

STORYLINE:
Russian President Vladimir Putin has visited Ground Zero, the site of the New York terrorist attack, during a stopover on his brief American tour.
Putin went straight from a summit with US President George W. Bush to New York to pay his respects to those who died in the tragedy.
An unknown number of Russians were among the victims.
Accompanied by outgoing Mayor Rudolph Giuliani, Putin shook hands with police and rescue personnel before being given a briefing on events at the site.
He then wrote his condolences on a special international memorial and laid a wreath to the thousands who died on September 11.
He then headed downtown for the United Nations where he held talks with UN Secretary General, Kofi Annan.
In a more relaxed mood Putin, an expert at judo and holder of the equivalent of a black belt, told New York radio listeners that he loves the sport tremendously and still practices regularly.
Answering questions Thursday in a phone-in program on National Public Radio, Putin also said he was proud of his service in the KGB, and loved reading Russian classical literature.
When one caller asked Putin, a former KGB agent, whether he thought his former intelligence work helped or hindered him as president, Putin answered quickly.
It helps me, he said, adding I can see you're surprised to hear it.
He said he engaged in international politics, of course from a different perspective.
I never ever regretted working with the external intelligence department of the Soviet Union, he said.
I did my duty. I served my country and I believe I did a fairly decent job at that.
We lived, he cautioned, in an entirely different world then, a world that is no longer here.
Putin said the United States has a certain amount of experience with ex-intelligence employees becoming heads of state, a reference to President Bush's father, who was head of the the CIA among other high posts before winning the presidency.

Two Moscow artists have turned a series of portraits of Russian President Vladimir Putin into a calendar called 'Twelve Moods of the President' and sent them to government workers.
The calendar was made by Dmitri Vrubel and his wife Viktoria Timoeyeva as a Christmas gift for members and employees of the Russian parliament and to employees at the Kremlin.
Vrubel and Timofeyeva are well known in Russia for their portraits of pop stars.
The portraits are being exhibited in the Russian capital and some Mocovites have expressed dismay that the calendars will not be on sale to the general public.
But others say they don't see the point of the calendar.
