Join! The Stop LAPD Spying Coalition to protest, rally, and demand the shut down of the Spy Center - Joint Regional Intelligence Center or Fusion Center on Thursday, April 10th 2014.
Rally begins at 10:30 and press conference at 11:00 am.
The Stop LAPD Spying Coalition was formed in the summer of 2011 to inform and educate communities on the dire impact of LAPD Suspicious Activity Reporting. We demand that the Fusion Center be shut down and defunded, and that all Suspicious Activity Report (SAR)/ Secret files be released. SARs are files documenting investigations begun by local law enforcement on individuals who are deemed to be suspicious. Suspicious Activity under this law criminalizes everyday behavior such as taking photographs, videotaping, or drawing pictures or sketches in public. These files are not obtainable through public records act or freedom of information act nor do they require law enforcement to inform the party a secret investigation has begun. These policies are used to racially profile, target youth and people of color, contribute to the surveillance and police state, target social justice organizers, and funnel people and resources into the prison industrial complex. SARs violate every person's human right to privacy.
We will continue to demand from officials the Rescinding of Special Order 1 and termination of the iWATCH See Something, Say Something Program.
Our campaign focuses on local Fusion Centers because these spy centers collect the SARs and upload them into databases known as the Information Sharing Environment (ISE). Once uploaded, they're made available to every local, state, and federal agency, private contractors, and even foreign governments. There are approximately 85 fusion centers in the United States, using billions of dollars of public funds at the local and federal level.
Besides the violations of our privacy and human rights, the national SAR programs is ineffective at what it seeks to accomplish. In October of 2012, a US Senate Subcommittee on Investigations exercising oversight of Homeland Security and Governmental Affairs released a highly critical report on Fusion Centers. The subcommittee investigation found that Fusion centers intelligence reporting is often:
*Flawed, irrelevant or useless, and had nothing of value.
*Inappropriate or unrelated to terrorism;
*Could have violated privacy act protections;
*Often outdated, duplicative and uninformative;
* Lacks adequate financial oversight;
* Fails to hold officials accountable who reportedly violated guidelines.
*$1.4 Billion is spent annually by the Federal government on fusion centers.
