Australian Seabed Maintenance
The benefits of maintaining the seabed at bar areas are many. Essentially these bars can block access in and out of rivers for vessels of any significant size, and this has a direct impact on jobs. Opening up these rivers to tourism and commerce is a common sense nation building exercise which can reduce the environmental impact and expense of road and rail transport.
The settlements along South Australia’s Murray River exported and imported cargo to and from Adelaide for 70 years, until 1925. A lack of addressing a safe ocean access at the mouth of the Murray River meant ongoing tragedies of vessels and human life, forcing the cargo onto an emerging road and rail system.
The outflow location of the Murray has never been addressed properly, despite the Murray being navigable for 970 kilometres and to a height of 36 metres above sea level.
Our largest inland waterway, the Gippsland Lakes, also had problems at the outflow location, so in 1910 the “Lakes Entrance” was engineered, which still required dredging to maintain the naturally constant deposit of sand and sediment from upstream which occurs at every bar.
This was done for 30 years by the side casting dredge “April Hamer”, and is still maintained by a by-pass pumping system and occasional dredging. As a result, to this day, the Lakes Entrance channel continues to be useable by vessels up to 90 metres for servicing the Bass Strait oil rigs, fishing and other recreational purposes.
Seabed maintenance is a common sense strategy because the negative environmental impacts are minimal, while the positive nation building opportunities are many.
The most recent success story was the development of the Southport Bar, which was used irregularly by a dozen trawlers, marked by continued loss of lives. In 1986 the visionary change to a seaway channel changed everything for the better.
Today the Gold Coast seaway has over 300 vessels per day, many of them commercial - whale watching, diving, sailing, fishing and others employing around 450 people including support industries.
Another benefit of seabed maintenance at the bar is flood mitigation. Reducing major flooding events by even a few inches can mean the difference between dry feet and inundation for many hundreds of homes at immense local cost.
Safety is everyone’s responsibility, and a neglected bar causes unnecessary risks. Routine maintenance via dredging reduces navigational hazards, such as running aground within the shifting channels.
Many locations have already been identified as able to easily benefit from this nation building strategy to create deeper and safer channels through their bars, resulting in local jobs, assisting tourism and exporters, as well as regional development.
Upgrading our outflow locations into safe, navigable waterways has proven very successful in Lakes Entrance and the Gold Coast in terms of employment and regional development.
This can be replicated at more than 120 sites nationwide to implement environmentally sound seabed maintenance programs.
Cruise ships provide excellent opportunities for all regions of Australia. Many cruise companies are seeking new destinations, including sites where the ships anchor in deep water and tender the passengers ashore.
However, the sea access must be safe. For example, the very scenic Cooktown port entrance has been declared unsafe by marine insurers. Unless it looks safe, the ships will not allow the tenders to operate. And unless it looks comfortable, many passengers will not venture ashore.
Regarding defence and emergency response, the Royal Australian Navy has said it will support any initiative that will allow safe access into remote areas. Many small coastal inlets that used to be accessible from the sea are no longer safe due to siltation.
Most bar areas would require a 90 metre long channel, 35 metres wide and 4 metres deep, totaling 12,000 cubic metres each year to provide a much safer crossing for recreational and commercial vessels.
Most councils would implement their own clean sand extraction if given ongoing permits to extract up to 12,000 cubic metres each year from the river mouth bar area.
These permits include two days of bed leveling on ebb tides after each sand extraction process.
Where materials extraction is not required, rainbowing or water injection channel maintenance should be considered as a positive continuation of the existing, natural littoral drift process along the coast.
Presently councils are paying 30 to 50 dollars per cubic metre of sand from upriver or quarry sites for essential use within the shire area.
This nation building initiative will provide the opportunity for locals to safely run marine operations in commercial and tourist ventures, boosting regional employment, as has already happened at Lakes Entrance and the Gold Coast Seaway.

Coffs Harbour is an Australian coastal city located on the Mid North Coast of New South Wales about 540 km (340 mi) north of Sydney, and 390 km (240 mi) south of Brisbane. It is one of the largest urban centres in the North Coast region, with an estimated population of 70 000 as of June 2017.
Coffs Harbour won an international Bloom award for population 20,001–75,000 in 2002. In addition an Enhancement of the Landscape in 2004 from the same organisation. Coffs Harbour's economy was once based mainly on bananas, now being superseded by blueberries as well as tourism and fishing. The wider region is known as the Bananacoast.
The city has a campus of Southern Cross University, a public and a private hospital, several radio stations, and three major shopping centres. Coffs Harbour is near numerous national parks, including a marine national park.
There are regular passenger flights each day to Sydney and Melbourne departing from Coffs Harbour Airport. Coffs Harbour is also accessible by road, by NSW TrainLink trains, and by regular bus services.
Coffs Harbour is a regional city along the Pacific Highway between Newcastle and The Gold Coast. It has become a major service centre for those living between South West Rocks in the south and Grafton to the north.
Sawtell, 10 km south along Hogbin Drive from the city has become a satellite suburb of Coffs Harbour, with it increasingly referred to as being part of the city instead of its own entity as a town.
The surrounding region is dominated by coastal resorts and apartments with hinterland hills and mountains covered by forests, banana plantations, and other farms. It is the only place in New South Wales where the Great Dividing Range meets the Pacific Ocean.
The Bananacoast Community Credit Union (BCU) is headquartered in Coffs Harbour.

By the early 1900s, the Coffs Harbour area had become an important timber production centre. Before the opening of the North Coast Railway Line, the only way to transport large items of heavy but low value, such as timber, was by coastal shipping. This meant sawmillers on the North Coast were dependent on jetties either in rivers or off beaches for exporting their timber. Timber tramways were constructed to connect the timber-getting areas, the sawmills and jetties built into the ocean at Coffs Harbour.
Coffs Harbour owes its name to John Korff, who named the area Korff's Harbour when he was forced to take shelter from storm in the area in 1847. The name was accidentally changed by the surveyor for the crown when he reserved land in the area during 1861.
According to the 2016 Census the population of the suburb of Coffs Harbour is 25,752. This is an increase from 24,581 in 2011. 52.5% of the population is female in contrast to the national average of 50.7%. The average age is 43, which is higher than the national average of 38.
75.5% of residents reported being born in Australia; higher than the national average of 66.7%. Other than Australia the most common countries of birth are England (3.2%), New Zealand (1.3%) and Myanmar (1.1%). 62.2% of residents also reported both their parents being born in Australia, considerably higher than the national average of 47.3%.
The top religious groups in Coffs Harbour are Catholic 20.0%, Anglican 17.9% and Presbyterian and Reformed 3.9%. 29.3% declared no religion.
Coffs Harbour has a humid subtropical climate (Cfa according to the Köppen climate classification system) with marked seasonality of rainfall.
The city is relatively sunny, receiving 122.1 clear days annually, higher than Brisbane and Cairns. Summers are warm, wet and humid. Winters are mild, pleasant and drier.
