Drew Bohan, California Energy, Mary D. Nichols, CARB, Attorney General Becerra vs. EPA and NHTSA
On April 13, 2018, the Trump Administration took the first step toward dismantling the national program when it issued a revised final determination that claimed the federal greenhouse gas standards for model year 2022-2025 vehicles were no longer appropriate. The Administration failed to provide appropriate or relevant evidence for this arbitrary and capricious revision of the previous final determination.
Today’s public hearing in Fresno is one of three that U.S. EPA and the National Highway Traffic Safety Administration (NHTSA) are holding around the country after releasing their notice of proposed rulemaking to roll back the vehicle greenhouse gas emissions and corporate average fuel economy (CAFE) standards for model years 2021-2026 passenger cars and light-trucks in August.
“I am here today to ask U.S. EPA and NHTSA to withdraw their incongruously named ‘SAFE’ rule,” said Mary D. Nichols, Chair of the California Air Resources Board. “There is nothing safe about this proposal. It turns its back on decades of progress in cleaning up cars and trucks, ignores available and cost-effective clean vehicle technology, wastes gasoline, and pumps more climate-changing gases into the atmosphere.”
Instead of adopting maximum feasible standards to increase vehicle fuel efficiency, as federal law requires, the Administration is moving to freeze the standards at the 2020 level through model year 2026. At present, the car industry is on track to meet or exceed the standards at issue.
Drew Bohan, Executive Director of the California Energy Commission,
“California already has 450,000 zero-emission vehicles on our roads. And virtually all of those have been added in just the last decade,” he said. “This transition to ZEVs is accelerating, with sales in July and August of this year beating all previous records – a trend we anticipate will continue as consumers continue to see how inexpensive and exciting these cars are to operate.”
Leading a coalition of 17 states and the District of Columbia, Governor Brown, Attorney General Becerra, and CARB sued the EPA on May 1st over the EPA’s April 13th action. State officials have since vowed to fully defend the existing standards.
Background
In 2010, the U.S. EPA, NHTSA, CARB, and car manufacturers established a unified national program harmonizing greenhouse gas emission standards and fuel efficiency (CAFE) standards. In 2012, the agencies extended the national program to model years 2017-2025 vehicles. As part of the program, California and the federal agencies agreed to undertake a mid-term evaluation to determine if the greenhouse gas emission standards for model years 2022-2025 vehicles should be maintained or revised.
In January 2017, the EPA completed the mid-term evaluation by issuing a final determination, affirming that the existing standards were appropriate and would not be changed. The EPA arrived at this conclusion based on an extensive record it developed in conjunction with CARB. CARB confirmed in March 2017 that the agreed-upon standards for model years 2022-2025 were appropriate and feasible.
The federal Clean Air Act (CAA) preserves California’s authority to set its own stricter-than-federal vehicle emissions regulations to address the State’s extraordinary air quality challenges and because it had vehicle air quality regulations on its books predating the CAA and EPA. Since then, CARB has adopted, implemented, and enforced a wide array of nation-leading air pollution controls, based on a strong foundation of science and reflecting a longstanding partnership with federal air quality regulators. Its pollution control strategies have proven to be a model for other states, the nation, and other countries.
The ability of other states to adopt California standards, as long as they are as or more stringent than federal standards, is written into the CAA Section 177.

This would be the last call before statewide prohibition would be enacted, closing the taps four years before the rest of the nation. But even as revelers saluted the new dry year, a lucrative wet underworld was forming between Spokane and Canada.
10 Things to Do (and Eat) on Long Beach Peninsula
Sometimes when you travel, you just want a chill retreat, am I right? No hordes of tourists, no Ripley’s Believe it or Not, no overpriced Segway tours…Just some time on the beach, a good book, and a little nature to make you feel alive again. Well Long Beach Peninsula is the place to be.
But before we offer suggestions for what to do and where to eat (obviously), make sure to hit subscribe and ring the bell so you don’t miss any future adventures.
First off, book yourself a stay at Adrift Hotel: Because a lot of hotels claim to be green, but Adrift actually is. Much of the modern decor is made from recycled wood, they use solar to power most of their basic electricity needs, utilize rainwater collection, and use non-toxic biodegradable cleaning products. Plus, they have recycle bins in all of the rooms (!), they offer free bikes for guests to borrow, and there's a free coffee and tea bar with a few vegan snacks available for purchase. Pets are even welcome!
Next, Take a walk the Discovery Trail: It’s 8.5 miles long and runs alongside the beach most of the way. It stretches all the way to Cape Disappointment State Park (which is the best name for a state park ever!) and North Head Lighthouse.
Maybe you don't think you care to learn about cranberries, but how do you know until you do? The Cranberry Museum is open year-round and you can learn about the history and process of cranberry farming and then stock up on all the cranberry paraphernalia (including actual cranberries) in the gift shop. It's not a big museum and it's free, so it's worth a stop. Then, if you happen to be in town during the first two weekends of October or thereabouts, ask who's harvesting. If you're lucky, you'll be directed to one of the many cranberry bogs on Long Beach Peninsula where you can marvel at the harvesting operation.
Beaches, hiking trails, lighthouses, viewpoints...it's all at Cape Disappointment State Park. You'll need a Discover Pass, which costs $11.50 for a day pass or $35 for the year, but it's good for all the state parks in Washington (including nearby Fort Columbia and Leadbetter Point State Parks), so explore away.
Locals love the wide beach along the peninsula. You'll find them meandering at all hours of the day and night, but they seem to especially love taking in the sunrise. Personally, I only watch the sunrise when I've accidentally booked a 6 am flight, but you do you. I'm more of a bring-a-book-and-bask-in-the-sun kind of beachgoer, myself.
When it’s time to nosh, you’ve got a couple of options for vegan fare.
At the Shelburne Restaurant & Pub we were impressed to find at least three vegan items on the menu, all marked clearly. It's a rare thing to find tasty vegan nachos with vegan queso at a conventional restaurant, but the chef clearly knows what's up.
The Pickled Fish at Adrift Hotel doesn’t have much in the way of vegan options listed on their brekky, lunch or dinner menu, but a quick inquiry proved that the restaurant knew their way around a vegan dish and the kitchen was more than happy to accommodate. Doesn’t hurt to ask!
On a sunny day, order at the window of Roots and take your goods to go or sit on the patio in front of the little juice shack and enjoy the sunshine. Smoothies and acai bowls are plentiful and diverse.
If spirits are your thing, stop by Adrift Distillers for a tasting or a bottle. You can do single tastings for $1 each and learn all about their process and grab a bottle of cranberry liqueur made from local cranberries! There's also gin, vodka and white whiskey and since it’s right next door to Adrift Hotel, you don’t even have to call an Uber if you go a little overboard on the booze.
North Jetty Brewing is The one and only brewery on Long Beach Peninsula. Get a flight to sample a whole handful of their offerings or fill a growler and take it to go.

We have since obtained new information that shows, while his statement was not taken until the day following his arrest, he was not released from custody. We also reported that there was no indication Stanley's clothing was seized. However, new information shows us that his clothing was in fact seized. We contacted the RCMP prior to our reporting and they declined our repeated requests to confirm or deny that information.

He traces the history of Asheville craft beer from the launch of Highland Brewing Company through this year's announcements that both New Belgium Brewing and Sierra Nevada Brewing will build east coast expansion breweries here and Oskar Blues Brewing will build an operation in Brevard. With 10 craft breweries already operating in Buncombe County, and smaller nano breweries continuing to come on line, Asheville is poised to become the east coast craft beer center of the United States.
