2010.8.28達板城風力發電站位於烏魯木齊附近，是全亞洲最大的風力發電站。由於天山如一道屏障把新疆分成南北，形成了塔里木盆地和準喀爾盆地，兩地氣候不同，產生了對流氣流，而達板城正好處在屏障的口子。因此，風到了這裡是憋足勁以用來發電的。從路旁望去，浩瀚的戈壁灘上一座座風力發電機塔，彷彿是海洋中的一根根桅杆。看風葉的轉速並不快，每年卻可為主電網系統提供五千萬千瓦時的電量。

CHINA: XINJIANG PROVINCE: STRONG WINDS HARNESSED TO CREATE POWER

The powerful, steady, winds blowing through the valleys of China's far western Xinjiang province used to be an annoyance to local residents and farmers.
Now this power has been harnessed to provide much-needed electricity to a poor and remote region.
Xinjiang currently has more installed wind power capacity than any other part of China - and more turbines are going up every day.
Xinjiang, known primarily as the site of intense oil exploration, has become the front line in China's push to install more wind power capacity.
At this site outside Urumqi, Xinjiang's capital, 45 turbines turn wind into electricity, providing much-needed power for what is one of China's poorest areas.
Officials at this wind farm estimate that by the end of 1997 these turbines will provide two to three percent of Urumqi's electricity.
Though the amount is still modest, the role of wind power in the region is growing.
China's oil industry has its hopes pinned on Xinjiang, but discoveries have so far fallen a long way short of expectations.
While officials acknowledge that wind power won't replace fossil fuels in the foreseeable future, they are keen to increase capacity here.
With sufficient wind, the cost of producing wind power has dropped to approximately that of fossil fuel-fired power plants.
With no fuel consumption, and zero waste emissions or pollution, wind power is environmentally-friendly.
And though in China development needs usually take precedence over environmental concerns, a dramatic increase in pollution has changed the outlook of many officials.

As a plant developing a new type of power, we have the responsibility to work with people around the world to protect the global environment so that we can have more fresh air and less pollution.

China's rapid industrialisation and continued economic growth have made it one of the world's leading polluters.
China and other developing countries have often resisted calls for strict curbs on so- called greenhouse gas emissions, saying this will impede economic progress.
Increasing use of wind power will help -- though it could be decades, if at all, before wind power provides a significant percentage of China's energy.
Xinjiang has proven to be the perfect place to push this project.
Inner Mongolia has greater wind resources but lags behind Xinjiang in the number of installed wind turbines.
Currently this wind farm only has an 18 Megawatt capacity, but they plan to increase to 57 Megawatts by the end of 1997, and hope to reach one-thousand Megawatts by the year 2020.
To do this plant officials say they need more government help.

Wind power stations need more protection by government policies. We understand that we should manage and operate the wind power station according to the demands of the market economy. But at present wind power still cannot compete with other common sources of power.

The turbines produce electricity which is then transmitted by cable to these transformers.
Power is then fed into the local grid.
The facility has a small staff and requires minimal supervision.
Worldwide, wind power is now the world's fastest growing energy source.
Total global wind power capacity rose to 4,900 Megawatts at the end of 1995, growing at an annual rate of roughly 20 percent.
The modern wind power industry was born primarily in Denmark and California in the early 1980s.
Denmark and Germany provide most of the equipment for this farm, though local officials said they hope to begin producing their own turbines sometime soon.
