Chattanooga Update - March 25, 2014
After a 40 hour manhunt, the suspect in a fatal shooting at a Dalton nightclub has been arrested.
Police found 20-year-old Orlando Ramirez at Harmony Meadows apartments in Marietta, Georgia.
Authorities say two security guards were shot at the Las Delicias bar in Dalton Sunday morning after they wouldn't let Ramirez in - because of his age.
28-year-old Bruno Rodriguez was shot in the head and killed at the scene. 37-year-old Daniel Maldonado-Flores was shot in the neck and leg. He's since been released from the hospital.
Earlier, police arrested Juvencio Vega Garcia and Fernando Resendiz, who they say were in the car that picked Ramirez up after the shooting.
Ramirez' girlfriend, 18-year-old Alexa Jiminez has also been arrested. Police say she helped him escape by lying multiple times to investigators about having contact - with Ramirez.

The opening of Chattanooga Whiskey's new downtown distillery has been delayed to 2015.
Officials say the setback is due to complications in the legal and planning process.
The distillery was supposed to be finished this fall, but now the building is on hold until the final plans are ready and the city signs off on the work.
Chattanooga Whiskey says it plans to tackle demolition and construction as quickly as possible - that way it can minimize the number of days that roads around the downtown building will have to be closed.
Chattanooga Whiskey says it hopes to start work on the distillery - by the end of spring.

CSLA supporters are entering their third day of a stakeout at the Hamilton County Courthouse - to get a new school.
Parents have been protesting since Sunday for the Chattanooga School for the Liberal Arts. The school has been passed over for a new building every year for the last 25.
But a possible solution was proposed on Monday by District 6 commissioner Joe Graham.
He says CSLA could be moved into the old David Brainerd Christian School.
That building is just 12 years old. Right now the county plans to demolish it to build a new East Brainerd Elementary School.
Instead, Graham says the elementary school could be built at the old CSLA, once that building is demolished.
He calls it getting two buildings for the price of one.
But some school board members say the idea is just a band-aid for a bigger problem, and that plans for the new East Brainerd elementary are already too far along to make any changes.

Pregnant drug users may face arrest under a new proposal in Tennessee.
Two years ago, lawmakers eliminated criminal charges in such cases, emphasizing treatment over punishment.
But the number of drug-dependent babies born in Tennessee has ballooned from 56 in 2001 to nearly 900 last year.
If passed, the law would allow women to be charged with misdemeanor assault if their children are born drug-dependent.
But the Healthy and Free Tennessee coalition says the threat of being arrested will drive women away from pre-natal care and toward abortion.
The proposal passed in the Tennessee house and could come up for a Senate vote - this week.

A semi-naked man has been charged with burglary in Calhoun, Georgia.
Police received a call around 6 a.m. Monday from a home on Garden Hills Drive.
A woman says a partially nude man broke into her home and tried to force his way into her son's bedroom.
The suspect was identified as 30-year-old Jarrett Bolton. He was taken to the hospital for injuries and - booked into jail.

A man's body has been found in a burning field in Dade County.
Authorities tell WRCB it appears the man was burning brush when he was overcome by smoke.
Officials say he was likely in his 60s. The incident happened around 8 p.m. Monday near Highway 136 - west of Trenton.

The Chattanooga Fire Department is investigating a fire on Boyd-Buchanan School's campus.
A school bus was found burning at the school around 11 o'clock on Friday night.
WRCB reports the bus was completely destroyed. The cause of the fire remains - under investigation.

Finally, the Tennessee Senate has approved a bill to grant in-state tuition rates to children of illegal immigrants.
The bill, proposed by Senator Todd Gardenhire, would grant the rates under three conditions - If the children were born in the U.S., they've lived at least a year in Tennessee, and they graduated from high school here.
The bill now goes to the Tennessee House.

The Fifth Street Brewpub will be Ohio's first brewpub co-op -- and only the second in the nation -- when it opens this year. Brian Young is the President of the Board and Maureen Barry is the co-op's Membership Director. The couple wanted to reinvent a neighborhood eyesore: the former American Saloon on East Fifth Street in Dayton's Saint Anne's Hill Historic District.

Good morning Chattanooga.
Here's a quick look at the top five stories you need to know today.
First of all, city administrators in Chattanooga have been told to resign before the new mayor takes office April 15.
Mayor-elect Andy Berke's chief of staff says the move is necessary for the city to move forward.
Berke has 60 days to name new police and fire chiefs, a court clerk, city attorney and other department heads.
And all jobs are on the table at this point. Resignation letters from current administrators are expected to be turned in by Friday.

Next up, if you have landline phone service with AT&T, you might want to take a closer look at your bill.
The phone company added a new 2 dollar fee to landline bills in March.
The Tennessee regulatory inspection fee is designed so AT&T can recoup the money its required to pay the Tennessee Regulatory Authority.
Now, AT&T says the $2 fee was a one-time charge, but they're also planning a monthly inspection fee that will start later this year. AT&T says it hasn't figured out how much that fee will cost customers, but it will be less than $2.
The new fees may be enough to convince some landline customers to ditch their home phone service altogether.

New data from the TBI takes a close look at crime on college campuses in Tennessee.
Overall crime was down by 4 percent on college campuses last year, but the number of violent crimes jumped dramatically.
Assaults went up 13 percent, and aggravated assaults increased from 46 incidents statewide in 2011 to 75 last year.
The TBI says they don't know what's behind the huge jump in violent crime.
Still, campuses in the Chattanooga region look relatively safe on paper. UTC was the only school to report sexual offenses.
Bryan College, Lee University, Cleveland State and Chattanooga State reported almost no crimes.
Sewanee: The University of the South stood out for alcohol violations. Nearly 150 liquor law violations occurred on the campus, which has a population of just over 2,000 students. Four DUI arrests and 75 drug violations also were recorded there.

Sequoyah Nuclear Plant is seeking a 20-year license extension from the Nuclear Regulatory Commission.
If the NRC extends the plants's operating license until 2041, it will have operated 60 years -- that's 20 years more than the plant's designed life.
NRC project managers say the commission will do a thorough safety and environmental review, but won't look at every aspect.
Construction at the Sequoyah plant began in 1969. By 2041, the nuclear plant's design will be 72 years old.
Sequoyah's current operating licenses expire by 2021.

Finally, whiskey distilleries are one step closer to opening in Chattanooga.
The Tennessee Senate has approved changes to a 2009 law that would allow distilleries here or in other cities that have passed liquor-by-the-drink and retail package store sales.
The bill passed 22-9 and now goes to the House.

The Progressive Era is a period of widespread social activism and political reform across the United States that spanned from the 1890s to the 1920s. The main objectives of the Progressive movement were eliminating problems caused by industrialization, urbanization, immigration, and political corruption.
The movement primarily targeted political machines and their bosses. By taking down these corrupt representatives in office, a further means of direct democracy would be established. They also sought regulation of monopolies (trust busting) and corporations through antitrust laws, which were seen as a way to promote equal competition for the advantage of legitimate competitors.
Many progressives supported prohibition of alcoholic beverages, ostensibly to destroy the political power of local bosses based in saloons, but others out of a religious motivation. At the same time, women's suffrage was promoted to bring a purer female vote into the arena. A third theme was building an Efficiency Movement in every sector that could identify old ways that needed modernizing, and bring to bear scientific, medical and engineering solutions; a key part of the efficiency movement was scientific management, or Taylorism.
Many activists joined efforts to reform local government, public education, medicine, finance, insurance, industry, railroads, churches, and many other areas. Progressives transformed, professionalized and made scientific the social sciences, especially history, economics, and political science. In academic fields the day of the amateur author gave way to the research professor who published in the new scholarly journals and presses. The national political leaders included Republicans Theodore Roosevelt, Robert M. La Follette, Sr., and Charles Evans Hughes and Democrats William Jennings Bryan, Woodrow Wilson and Al Smith. Leaders of the movement also existed far from presidential politics: Jane Addams, Grace Abbott, Edith Abbott and Sophonisba Breckinridge were among the most influential non-governmental Progressive Era reformers.
Initially the movement operated chiefly at local levels; later, it expanded to state and national levels. Progressives drew support from the middle class, and supporters included many lawyers, teachers, physicians, ministers, and business people. Some Progressives strongly supported scientific methods as applied to economics, government, industry, finance, medicine, schooling, theology, education, and even the family. They closely followed advances underway at the time in Western Europe and adopted numerous policies, such as a major transformation of the banking system by creating the Federal Reserve System in 1913. Reformers felt that old-fashioned ways meant waste and inefficiency, and eagerly sought out the one best system.

Governor Bill Haslam is blaming the Obama administration for his decision not to expand Tennessee's Medicaid program.
Haslam says he won't proceed unless federal officials let him implement what he calls real health care reform.
The governor says he sought approval of his Tennessee Plan but was unable to get clear answers from federal officials.
His plan calls for letting the state take $1 billion dollars in federal funds annually to help subsidize private insurance instead of putting 180 thousand people on TennCare.
So now that he's said no to expanding Medicaid, what's next? Haslam says he's interested in continuing to work with federal officials to get them to agree to his Tennessee Plan.

Next up, you may have seen canvassers trying to collect signatures to force a countywide vote on allowing distilleries in Hamilton County.
A well-funded group called 'let hamilton distill' emerged last week, but there's just one problem.
No one seems to have heard of the secretive group, and its spokesman is a political operative from Nashville.
The canvasing efforts have Joe Ledbetter of the Chattanooga Whiskey Company worried that all the work he's done to raise support among lawmakers for a local distillery will backfire.
Let Hamilton Distill didn't talk with the Chattanooga Whiskey Company and didn't validate its petition with the Hamilton County Election Commission. That could invalidate the thousands of signatures already gained.
But if the petitions get more than 14,000 signatures validated, the County Commission would be obligated by law to set an election on the proposed referendum.
And despite a bill in the senate right now deciding the future of whiskey in Chattanooga, voters could still say no, which would end hopes of making whiskey here.

In crime news, Murray County sheriff's Captain Michael Henderson has pleaded guilty for helping to set up the arrest of a woman who complained about sexual advances made by a local judge.
Henderson could face 20 years in federal prison, even though the frame job didn't originate with him.
Angela Garmley filed an ethics complaint against Judge Bryant Cochran last July, saying he asked her into his chambers to be his mistress and sent her an inappropriate text message.
Her complaint sparked a state investigation, and led to Cochran's resignation, but not before Garmley was pulled over in a traffic stop where police found a can of meth hidden in the wheel of her car.
When the Georgia Bureau of Investigation found out the drug had been planted, charges against Garmley were dismissed.

Over in Walker County, work is nearing completion of a new school unlike any other in the area.
Saddle Ridge Elementary-Middle School will be the first LEED-certified building in the county. The new school cost $15 million dollars and was built to relieve overcrowding at other county schools.
Inside, a large two-story rotunda with double staircases offers an impressive welcome. And hallways are about three times wider than the halls in most schools -- which will allow teachers to use the extra space for small groups and activities.
There's a special room set aside for a possible robotics lab. And a health occupations lab will allow middle school students to connect with college nursing programs.
And there are plans for eventually placing a new high school on the same land.
500 students are expected to fill the seats at Saddle Ridge when it opens in August.
