S. Korea observes memorial day for 1979 Busan democracy protests
40년 만에 국가기념일로...잊혀진 '부마항쟁' 그날의 역사
This year marks the 40th anniversary of the Bu-Ma Democratic Protests,... a movement by students in the southern regions of South Korea calling for the abolition of military rule under the Park Chung-hee regime.
And for the first time, the protests have been officially declared a national memorial day.
Choi Jeong-yoon tells us what happened and what it means historically.
In the autumn of 1979, the streets of Busan, the southern port city, were filled with impassioned cries of dissent.
This was the Busan-Masan Democratic Protests, named after the two cities, Busan and Masan, where it broke out.
It was led by ordinary students who wished to restore democracy and rose up against the so-called Yushin regime.
The Yushin regime was a centralized, authoritarian system formed in 1972 by Korea’s former president Park Chung-hee who changed the Constitution to do away with direct elections.
President Park had made it so he could be reelected an unlimited number of times and gave himself the power to appoint one third of the parliament.
On October 16th, 1979, to protest 7 years of dictatorship, roughly 500 college students took to the streets of Busan in the hope of bringing down the regime.
Their movement soon spread to the city of Masan, a few dozen kilometers away.
How to respond to the unrest sparked conflict among those in power and resulted in President Park's security chief assassinating him several days later on October 26th.
The importance of the Busan-Masan Democratic Protests to the regime's demise, however, would not be widely recognized for years to come.
The Busan-Masan Democratic Protests almost never came to light. The Yushin regime was destroyed, but the military dictatorship continued under the next ruler, leading to bigger sacfices in the May 18th Gwangju democratization movement and others. So commemorating the Busan-Masan Democratic Protests as an official national day is acknowledging the fact it contributed to Korea's democratization.
Busan-Masan Democratic Protests led ultimately to the system of direct elections in 1987.
This year's inaugural ceremony will take place at Kyungnam University, where the Masan protests began.

The Democracy Park was established in honor of and to succeed to the sublime spirit of the citizens of Pusan for democracy, which has played a great part in the development of democracy in Korea through the April 19 Democratic Revolution in 1960, the historic Busan-Masan Democratic Uprising in 1979 and the June Democratic Uprising in 1987.
By using the Pusan Democracy Park as the educational space of history, encouraging Pusan citizen's conceit, therefore, the democracy park will contribute to raise the historical position of Pusan, the sacred city of democracy.

On October 16 Korea marked the 40th anniversary of the democratic struggle in Busan and Masan to stand up against the Yushin regime. The struggle was lauded for playing a crucial role in overthrowing military dictatorship in Korea. Here's a look at why the struggle took place and its meaning in Korea's modern history.

On the morning of October 16, 1979, leaflets criticizing the Yushin regime were scattered at Pusan National University. In a matter of seconds, some five thousand students got together to stage a rally. The student rally grew large enough to reach the downtown area of Busan, and many citizens joined in.
[Soundbite] LEE HYUN-HO(LEADER IN BUSAN-MASAN DEMOCRATIC STRUGGLE) : When police came after us, we fled to the Gukje Market and hid in stores. Once we got in, the vendors closed their shutter doors and gave us water.
As the rally intensified, Park Chung-hee's Yushin regime declared martial law in Busan at midnight on October 18. But that did not discourage the protesters, who went on to spread their movement to the city of Masan. Although classes at Kyungnam University were cancelled, its students took to the streets, and were later joined by workers and civic groups. The Park Chung-hee regime deployed tanks to quell the protest using force. The protesters were subjected to unexplained detentions, forced confessions and even physical tortures.
[Soundbite] KIM KYUNG-HOON(PARTICIPANT OF BUSAN-MASAN DEMOCRACY STRUGGLE) : I was about to black out. The pain was excruciating. I eventually passed out. They tried to grab my head, but I kept resisting because I knew I would die once they got hold of me. They kept pounding on one of my shoulders.
On October 20, five days after the protest began... The Park Chung-hee regime declared a garrison decree in Masan, and even deployed airborne troops. However, the move only prompted an internal feud within the Yushin regime, playing a crucial role in overthrowing military dictatorship. The

And on to the local elections held in South Korea on Wednesday.
It was a landslide victory for the ruling Democratic Party of Korea.
Voter turnout was the second highest ever for a local election,... coming in above 60 percent for the first time in more than 20 years.
Kim Min-ji reports. This year's local elections were a massive win for the ruling Democratic Party of Korea... and an unmitigated disaster for the main opposition Liberty Korea Party.
Out of 17 posts for mayor and governor,... the ruling party claimed victory in 14.
What's especially significant about these positions is that they are seen as a springboard to key national leadership positions in the future.
The party dominated the heavily populated areas of Seoul and its neighboring Gyeonggi-do Province.
Likewise they took seats in the central districts, including Daejeon, on top of the usual liberal strongholds, such as Jeolla-do Province.
And even in conservative strongholds -- with the exception of two regions,... Ulsan, Busan and Gyeongsangnam-do Province were taken by the ruling party.
On Jeju Island, an independent candidate was elected.
With that, the ruling party has been given an important boost,... having added five governor and mayoral seats to the nine it had already.
Our win is a victory for the people. We should repay voters who cast their ballots for us. We will do our best as the ruling party,... take a more humble approach... and thoroughly deal with pending issues.
Pundits have pointed to the positive developments in regards to North Korea,... saying the uptick in South-North relations.... and President Moon Jae-in's high approval ratings were favorable factors for the ruling party in this year's local elections.
And the fact the elections were largely overshadowed by the North Korea-U.S. summit,.. fresh allegations regarding the candidates themselves,... or even ongoing issues such as an online opinion rigging scandal or even the faltering economy,... were pushed out of the spotlight.
At the other end of the spectrum, the main opposition party wasn't able to position itself as a strong alternative.
It still hasn't been able to completely sever its ties to impeached former president Park Geun-hye,... and it's been more or less critical of everything the government has been doing -- with voters unable to regain much trust in the party.
It's the first time we've experienced such a devastating loss. We humbly accept the results.
There's no doubt the results give the ruling party a massive boost in that it will be easier to get President Moon's policy agendas rolling,... but some experts also say it's important to keep a balance between the progressive and conservative blocs,... in order to keep the ruling party in check.
They also point out that the results don't necessarily mean the people are happy with everything the ruling party is doing.
The Moon Jae-in administration just took the administration for one year. It's too soon to make any validations or judgements. Even if they won the election by a big margin, the ruling party will have to think about whether their victory is... what they've done right despite many factors that worried people.
The general consensus is that the ruling party will have to work extra hard before the next elections to compensate the voters that supported them... while at the same time, the main opposition party needs to reflect on its current shortcomings and use the pain of defeat as an opportunity to overhaul its still-tainted image.
