The public announcement which was issued today and the warden announcement which was put out yesterday in Kenya refers to a anonymous warning that detailed terrorist threats aimed at American and Western interests in downtown Nairobi and specifically mentioned the Stanley Hotel and the Hilton Hotel. The threat also said, the anonymous warning also said that the timing of the threat was for the next several days. So given that specificity it was incumbent upon us to take the steps that we took.

That warden message was issued by the US embassy and US consulates in Saudi Arabia. It outlined continuing concerns about the current security situation in Saudi Arabia and noted particularly housing compounds in the Riyadh area. The warden message cited recent confirmed information that indicated that the Seder Village housing compound in Riyadh has been under active surveillance by terrorist elements and that other Western compounds within the kingdom may also be targetted. In response to this information the US embassy has restricted its American employees independence from visiting housing compounds in the Riyadh areas.

STORYLINE:
A Barclays Bank building in downtown Nairobi was evacuated at midday on Tuesday after the KLM airline office received a phone call saying there was a bomb in the building, according to the head of security for the building.
Kenyan police deployed their paramilitary General Service Unit to both hotels and the bank buildings to oversee the evacuation.
The building used to house the United States (US) Embassy public affairs office until this year.
A second Barclays' branch office in downtown Nairobi was later evacuated when the manager received a similar threat.
Earlier in the day, the US Embassy warned American citizens of a potential terrorist attack on two hotels in downtown Nairobi.
A statement issued by the embassy said that the US government recently received an anonymous warning detailing terrorist threats aimed at American and western interests in downtown Nairobi... the timing of the threat is within the next several days.
Although the information has not been corroborated... it was released in the interest of public safety, the statement said.
The US State Department issued an advisory to American citizens on Tuesday warning them of a suspected terrorist attack being planned for this week.
United Nations security officials also warned employees against visiting the downtown area on Tuesday or Wednesday.
In Saudi Arabia, a US Embassy spokesperson told The Associated Press by phone on Tuesday that the Seder Village compound in Riyadh has been under active surveillance by terrorists and that other housing complexes may also be targeted.
Al-Qaida has twice struck the East African country and there are indications a third attack is being planned.

5th December 1934: Wal-Wal Incident between Italy and Abyssinia
A skirmish between a Somali garrison in the service of Italy, and Ethiopian troops who sought the withdrawal of Italian forces from the area, resulted in over 150 deaths and a diplomatic crisis that ended in the Italian invasion of Abyssinia the following year.
//review pending EB
A 1928 treaty had agreed the boundary between Italian Somaliland and Ethiopia. However, in 1930 Italy built a fort at the Wal-Wal oasis that was approximately 50 miles inside the Abyssinian side of the border and so contravened the agreement.
At first the Italian presence was tolerated by the Abyssinians with their only response being an increase in their military personnel in the area. However, in November 1934 a force of approximately 1000 Abyssinian soldiers arrived at the fort and demanded it be handed over: this demand was refused by the garrison’s commander.
The following day, a group of British and Abyssinian surveyors arrived at the fort and found themselves caught up in the dispute. The British withdrew in order to avoid any bloodshed, but the Abyssinians stayed and joined their countrymen in a face-off with the garrison. Although the exact cause of the skirmish that began on the 5th December is unclear, it’s generally accepted that neither side tried particularly hard to avoid it.
Despite this, both sides protested the actions of the other. While Abyssinia went to the League of Nations, Italy outright demanded compensation. The diplomatic crisis that ensued eventually led to the Italian invasion of Abyssinia in October 1935.

Education in Afghanistan: The Contributions of the Aga Khan Development Network
After nearly three decades of armed conflict, Afghanistan had one of the lowest school attendance rates in the world, particularly for girls. In 2009 the Aga Khan Foundation started supporting 216 schools for boys and girls in the remote provinces of Baghlan, Bamyan and Badakhshan. The Foundation paid particular attention to six “reference” schools in districts where girls’ enrolment was amongst the lowest. As well as renovating the schools, it aimed to lay the foundations for a quality education for students of all ages. Since that time, the AKF programme has expanded to reach over 200,000 students and the graduation of girls from secondary school has increased ten-fold.
