What is decided from the High Council will be passed to each involved countries Parliaments so that all lands involved become more unified under laws, social groups, welfare, sharing and movement of borders etc.
As an example changing the road distances from Miles to Kilometres to unify with the rest of the world instead of being one of only 3 countries to use miles.
The High Council will move location each year to fully represent each country involved.
As stated this is still in concept.

We bumped into him by accident and he gave us a passionate tour of the neighbourhood whoch was better known for the Troubles at the end of the last century.

The Falls Road is the main road through west Belfast, Northern Ireland, running from Divis Street in Belfast city centre to Andersonstown in the suburbs.Its name is synonymous with the republican community in the city, whilst the neighbouring Shankill Road is predominantly loyalist, separated from the Falls Road by peace lines.The road is usually referred to as the Falls Road, rather than as Falls Road.It is known as the Faas Raa in Ulster-Scots.

Funeral of Provisional IRA founding member Billy McKee held in Belfast
Billy McKee, who died on Tuesday aged 97, was a founding member of the Provisional IRA, and a staunch critic of Sinn Fein's embrace of non-violence. His funeral was held today at St Peter's Cathedral in West Belfast. Mr McKee's coffin was carried from the church in a gun carriage, with men wearing the military-style black berets associated with the IRA part of the procession. A eulogy was read at a memorial garden on the Falls Road, a short distance from the church. A mourner said: 'Billy remained steadfast to the end and had no regrets, despite all the hardship that he endured for his republicanism.'

Provisional Irish Republican Army founder Billy McKee was laid to rest in Belfast on Saturday, after his death on Tuesday at age 97.
Men in military-style uniforms led his flag-draped coffin, placed on a gun carriage, through the Irish Republican area of west Belfast, where hundreds took part in the funeral cortege.
McKee and other Official IRA members broke ranks in 1969 to form the Provisional IRA, of which McKee was the first commanding officer.
