China’s Social Credit System Has Caused More Than Just Public Shaming (HBO)
China is testing a new plan to urge its citizens to do more good and be more trustworthy - the Social Credit System. It’s kind of like the American credit score, except it tracks far more than financial transactions. It tracks good — and bad — deeds.
Part of the system is a neighbor watch program that's being piloted across the country where designated watchers are paid to record people's behaviors that factor into their social credit score. A high score could bring you lower interest loans and discounted rent and utility bills, but if your score is low, you can be subjected to public shaming or even banned from certain kinds of travel, life gets hard.
China's economy has exploded over the past decades, economic reforms required banks to be able to evaluate individuals looking to borrow money to buy houses or start new businesses. Fraud and excess borrowing were rampant because most people didn't really have much of a credit history. To measure its citizens' trustworthiness, in 2014, The State Council laid out a plan that aims to build a centralized database to evaluate individuals and organizations based on their financial and social behaviors.
The program is scheduled to be nationwide by 2020, which means every Chinese citizen will be tracked, scored, and receive perks and restrictions accordingly.
VICE News went to a village in one of the first pilot cities to see how the local office funnels the behaviors of 3,000 residents in this neighborhood into social credit scores.

Hong Kong Food Tour - Breakfast, Bamboo Noodles Won Ton, and Chinese Dai Pai Dong Feast!
►Hong Kong Travel Guide for Food Lovers:
►25 Must-Eat Dishes in Hong Kong:
►Subscribe to my videos:
On Day 37 of our Round The World Trip For Food, we continued the food tour of Hong Kong starting with a classic Hong Kong breakfast of lemon tea and a beef and scrambled egg sandwich. We then had some delicious bamboo pounded noodles and wonton, and then continued to have dinner at a famous dai pai dong.
00:29 Sun Hang Yuen (新香園 堅記 Thank you to Josephine for this recommendation) - For breakfast in Hong Kong we headed over to Sham Shui Po and went to a classic Hong Kong cafe and restaurant called Sun Hang Yuen (新香園 堅記). I ordered my usual hot lemon tea, a glass of black tea with a half of a lemon chopped up inside. It was wonderful. We then had a beef and scrambled egg sandwich, which was surprisingly much better than I thought it was going to be. The bread was toasted wonderfully and the beef and eggs on the inside tasted so good, fried in what I think was butter. Total price - 33 HKD ($4.25)
4:58 Sham Shui Po market - After eating breakfast we walked around the Sham Shui Po market, a local fresh wet market in Hong Kong. The market was busy and stocked with everything you could imaging that goes into Hong Kong food.
6:29 Kwan Kee Bamboo Noodle (坤記竹昇面) - There are many famous restaurants in Hong Kong that serve egg noodles and wonton, but I really wanted to find a restaurant that specialized in bamboo kneaded noodles, which is becoming harder and harder to find in Hong Kong. So finally I found a place called Kwan Kee Bamboo Noodle (坤記竹昇面), a new restaurant that uses the owner's family recipe and technique for making his noodles. I was hoping to get to see the noodles being made, but unfortunately they weren’t making them at the time we got there to eat. Nevertheless, the noodles were still made using a bamboo pole to knead the dough. The noodles were amazing, had such a fantastic texture to them, and the wontons were equally as delicious. It was a fantastic noodle eating experience in Hong Kong. Total price - 84 HKD ($10.83)
13:11 Mong Kok, Ladies Market - Mongkok is one of the most famous areas in Hong Kong for shopping, and we walked around the area for a little bit. Ladies Market is a walking street flea market where you’ll find everything from clothes to souvenirs to luggage.
16:40 Tsim Sha Tsui, Tsim Sha Tsui Promenade, Star Ferry - 2.3 HKD ($0.30) - After walking around Mongkok we took the bus over to Tsim Sha Tsui to walk around and enjoy the views of the skyline of Hong Kong.
18:26 Tung Po Restaurant at Java Road Market (Thank you to Charles for this recommendation) - For dinner, we went to Java Road Market, and to a restaurant called Tung Po, that’s a well known dai pai dong restaurant within the market. They serve a huge menu of different Cantonese and even Thai dishes. My wife and I ordered a couple of different dishes, the highlight of the meal being the razor clams stir fried in black bean sauce. In addition to the food, the ambiance of the restaurant is exactly what you want in Hong Kong. Total price - 464 HKD ($59.83)
26:00 A Symphony of Lights - Finally to end this day of food in Hong Kong we went back to Tsim Sha Tsui to see the symphony of lights show.

The Voice China - If I Were A Boy Beyonce AMAZING performance
Official Song Lyrics:
[Verse]
If I were a boy
Even just for a day
I’d roll outta bed in the morning
And throw on what I wanted and go
Drink beer with the guys
And chase after girls
I’d kick it with who I wanted
And I’d never get confronted for it.
'Cause they’d stick up for me.
[Chorus]
If I were a boy
I think I could understand
How it feels to love a girl
I swear I’d be a better man.
I’d listen to her
'Cause I know how it hurts
When you lose the one you wanted
'Cause he’s taken you for granted
And everything you had got destroyed
[Verse]
If I were a boy
I would turn off my phone
Tell everyone it’s broken
So they’d think that I was sleepin’ alone
I’d put myself first
And make the rules as I go
'Cause I know that she’d be faithful
Waitin’ for me to come home (to come home)
[Chorus]
If I were a boy
I think I could understand
How it feels to love a girl
I swear I’d be a better man.
I’d listen to her
'Cause I know how it hurts
When you lose the one you wanted (wanted)
'Cause he’s taken you for granted (granted)
And everything you had got destroyed
[Bridge]
It’s a little too late for you to come back
Say it's just a mistake
Think I’d forgive you like that
If you thought I would wait for you
You thought wrong
[Chorus 2]
But you’re just a boy
You don’t understand
Yeah, you don’t understand, oh
How it feels to love a girl someday
You wish you were a better man
You don’t listen to her
You don’t care how it hurts
Until you lose the one you wanted
'Cause you’ve taken her for granted
And everything you had got destroyed
But you’re just a boy

Tianjin explosion video captures fear of eyewitnesses - BBC News
Footage of two massive explosions in the Chinese city of Tianjin, taken by a stunned eyewitness, captured the fear and terror of those who saw what happened. Dozens of people died and hundreds were injured when a warehouse owned by a company specialising in handling hazardous goods caught fire and exploded. City officials say they still did not know what materials were at the warehouse at the time of the fire, or what caused the blasts. Eyewitness Dan van Duren filmed the moment of the explosions, before he and others fled to avoid the danger.

HONG KONG:NEGOTIATIONS OVER NEW DISNEYLAND CONTINUE
Cant/Eng/Nat
Hong Kong and the Walt Disney Company have announced they need more time for negotiations before reaching an agreement to build a Disney theme park.
Recent Hong Kong media reports say Disney was demanding various concessions including free land, free reclamation and low-interest loans on the project that would cost the territory an estimated 640 million (m) U-S dollars.
But Hong Kong officials say it is just a matter of time before a mutually acceptable deal is struck, and denied suggestions that the deal with Disney had been put on hold.
Hong Kong and the Walt Disney Company say they need four more months of talks to resolve economic issues before reaching a deal on a Disney theme park.
Speaking at a press conference on Thursday, Hong Kong's Tourism Commissioner Michael Rose said the finer details of the plan had yet to be agree upon.
SOUNDBITE: (English)
We need a further period of serious discussions to make sure that the terms of any agreement on a Disney project are mutually acceptable. and can be reached in sufficient detail for both sides to be comfortable.
SUPER CAPTION: Michael Rowse, Hong Kong Tourism Commissioner
Hong Kong officials declined to go into details of their negotiations with the entertainment company, citing a confidentiality clause.
But they indicated that it was just a matter of time before a deal would be struck between Disney and the Hong Kong government.
SOUNDBITE: (Cantonese)
I don't think now it's dating (a question of dates) . I think we are talking about money now.
SUPER CAPTION: Stephen Ip, Hong Kong 's Secretary for Economic Services
Tourism officials confirmed that plans were in the pipeline to begin major development work on outlying Lantau island.
SOUNDBITE: (Cantonese)
In order not to lose momentum the Hong Kong SAR government will shortly be putting to the town planning board a revised outline zoning plan for northeast Lantau.
SUPER CAPTION: Stephen Ip, Hong Kong 's Secretary for Economic Services
The area which is reportedly being earmarked for development is in Penny's Bay and the government plans to reclaim 170 hectares of land from the sea for the project.
Plans to rezone Penny's Bay to accommodate the Disney theme park are preferable to the government's original plan to convert the area into a port container terminal.
But environmentalists say the park will still have negative effects on the island's coastline and marine life.
SOUNDBITE: (English)
Most of the coastline are disappearing very rapidly and we are already having a lot of reclamation and such huge size reclamation will definitely do no good for Hong Kong's natural coastline.
SUPER CAPTION: Plato Ip, Friends of the Earth
They say local industry will also be affected.
SOUNDBITE: (English)
We still have some fishery activities in this part of Lantau Island and I guess this is what we consider as major environmental impact.
SUPER CAPTION: Plato Ip, Friends of the Earth
The area around Penny's Bay is known to be the playground for pink dolphins.
Recent estimates of the dolphin population in Hong Kong Territorial waters range from 100 to around 150 but their
numbers are slowly decreasing because of land reclamation.
But the 'feel good' factor that a Disney project will bring to Hong Kong has put environmental concerns on the back-burner.
Officials say a Disney park would provide jobs and boost the island's economy - both as it is built and after it is open.
If Disney were to build in Hong Kong, it would be the company's second theme park in Asia after Tokyo Disneyland.
