As fire spread in the Russian capital's television tower, firefighters had to wait three hours before getting authorisation to cut the tower's power supply, according to the city fire service chief.
He said firefighters battling the weekend blaze had to climb a long ladder of command before finally getting a personal cut-off order from President Vladimir Putin, even though safety regulations call for an immediate power cut in such fires.
Firefighters eventually put out the blaze at Moscow's giant television tower on Monday after more than a day of battling thick smoke and intense heat hundreds of metres (feet) above ground.
The fire knocked out most television services in the Russian capital.
There was concern that some parts of the Ostankino Tower could fall, particularly the upper reaches of its thin spire.
Bundles of steel support cables running up the middle of the tower were damaged in the blaze.
But now, the city's fire chief said says that if the power had been cut earlier, the fire could probably have been localised.
Instead, the fire lasted 26 hours, spreading through much of the landmark 1-thousand-771-foot Ostankino Tower and knocking out almost all T-V service to the Moscow region's 15 (m) million people for three days.
The fire chief's account of the long delay comes on the heels of widespread criticism of Putin and the Kremlin for a slow and seemingly confused response to the sinking of the nuclear submarine Kursk this month, in which 118 crewmen died.
The fire chief said firefighters arrived at the tower within 10 minutes of receiving a call that smoke was seen streaming from its upper reaches on Sunday afternoon.
They quickly evacuated 300 people who were inside the tower, including scores of sightseers on the observation deck and patrons in the restaurant at the one-thousand-50-foot level, and climbed to one-thousand-440 feet to fight the blaze.
The fire chief said the failure to cut the power to the tower resulted in new short-circuits that kindled new fires all along the giant tower.
The 33-year-old tower lacked fire prevention systems in its hollow shaft, where the burning cables were located, and the numerous short-circuits and pieces of burning cable insulation quickly spread the fire downward.
Eventually Deputy Moscow Mayor Valery Shantsev, who arrived at the scene, called Mayor Yuri Luzhkov who called Putin to get permission to switch the power off.
Putin immediately gave the order.
The fire chief, who was among the firefighters high up in the tower, said he and his men were at substantial risk as they tried to put out the fire while the electricity was still on.
At a news conference on Monday, the Russian Media Minister said the fire had caused a massive amount of economic damage, adversely affecting advertisement and mass media markets.

It's a great damage, not only for advertisement and mass media markets, but also for the whole market of means of connection and for the private companies that deal with paging and phone services. I think that for the advertisement market the damage is close to the one from the 1998 default, even though it is hard to compare these two events.

Russia: Moscow's Moskva River BURNS after oil spill chaos
A large fire erupted on the banks of the Moskva River in Moscow's eastern district of Maryino, Wednesday, with the fire seemingly igniting oil on the surface of the river, causing the fire to burn across the water's surface. The fire broke in the afternoon, causing a huge plume of jet black smoke - typical of burning oil - to rise into the sky above the city, near what is known to be a crude oil pipeline.

Russian nuclear submarine catches fire, but no weapons and reactor off
Emergency services in the north of Russia have been dealing with a fire on board a nuclear submarine.
The vessel was undergoing repairs in a dry dock in the port of Severodvinsk, in the province of Arkhangelsk.
There were no reports of any casualties

Russia's naval spokesman Igor Dygalo says the country's whole northern fleet is now involved in rescue operations to save the crew of the stricken submarine Kursk.
The Russian Navy is racing against health risks, low oxygen and unknown dangers to bring the 116-strong crew to safety.
Dygalo also said radiation tests have shown that the level of radiation was normal, the nuclear reactor on the submarine was shut down and that there were no nuclear weapons on board .
The Russian submarine was grounded on the floor of the Barents Sea after an unknown accident on Saturday.
Buffeted by storms, Russian rescuers battled for a third day on Wednesday to reach the sailors trapped in the crippled submarine, repeatedly trying to lower an escape capsule to the stricken vessel.
Efforts to rescue the crew of the Kursk were hampered most of Tuesday by storms.
There had been no communication with the submarine since it went down and rescuers had no idea of conditions inside the vessel.
Meanwhile, emergency wards in the Russian city of Murmansk are racing to prepare themselves for the treatment of the crew.
Murmansk is the closest city to the naval base of Severomorsk and many of the residents have relatives and friends onboard the trapped Kursk.
Local people are on a knife-edge as they await updates on the rescue operation.
Many believe that foreign offers of help in the rescue effort should be accepted.

Winter Bushcraft Shelter Build - Overnight Camping, Raised Bed, Natural Shelter, Fire Reflector
Preparing for the winter, I build a small bushcraft camp. I build a natural shelter, a raised bed, and a fire pit with a fire reflector wall.
My sleep kit includes two 100% wool blankets. I folded both in half, used one as my sleep pad and slept underneath the other (two layers of wool under me and two layers on top). I stayed warm and comfortable all night.
Temperature during this trip:
High: 5 degrees Celsius
Low: -3 degrees Celsius
I made the raised bed out of small diameter pine trees to make the bed have a bit of spring to it. In the future I will craft a sleep pad and use that on my trips instead of a blanket.
The wood pack frame is holding up great, and is a pleasure to hike with in the woods.
Fully loaded for this trip it weighed 20 lbs.
I used my waxed cloth tarp as the pack to carry all of my smaller items (cook kit, kettle, food, matches, string, sewing case, saw, honing stone) then used small diameter cord to lash it to the pack frame.
I will be hand sewing a canvas pack soon that will get lashed permanently onto the wood pack frame.
The shelter frame was made from well seasoned pine poles from dead-standing pine.
After the frame was built, I gathered dead spruce boughs and covered the frame with them.
Last I gathered ground moss and covered the whole shelter with the moss.
The shelter is waterproof and will offer good protection from snow storms throughout the winter.
I tested the strength of the frame with my body weight and it held solid despite the weight. I have no doubt it will be able to withstand heavy snow accumulation.
