Abe Toshiyuki born in 1959 in the city of Sakata in Japan. He received his artistic education at the National University, and after graduation, about 20 years worked as a teacher of drawing and painting.
A long-standing desire to become an artist led him in 2008 to leave teaching to focus on what has been a dream of his life. Currently Toshiyuki Abe is working hard as an artist and takes an active part in exhibitions. Behind the artist's many solo exhibitions and several prestigious awards.
In my works I focus on the nuances and subtleties of the simple things that surround us. The Japanese have always shown a deep love and respect for nature, and I believe that this is reflected not only in the well-known Japanese works of art, but in the Japanese literature. Poetic descriptions of such scenes as the transience and fragility of the river cherry petals, can be reflected in the painting and to express the idea of the inevitability of change. in addition, I believe that this same idea to a large extent able to express my watercolors.

First Japanese Politician To Take ‘Paternity Leave’ Resigns Over Affair
A politician who became the poster boy for paternity leave in Japan resigned on Friday after allegations he cheated on his wife as she was about to give birth to their first child.
Kensuke Mizayaki held a news conference that was aired live nationwide and apologised repeatedly. He gained national and international recognition for his very public push to promote paternity leave in Japan.
His advocacy has been highly controversial in conservative Japan, with some even doubting his motives. Only one percent of eligible men in Japan take paternity leave for fear of losing out in their careers.
Prime Minister Shinzo Abe's government continues efforts to encourage working dads to take time off as part of a broader effort to boost Japan's rock-bottom birth rate and increase participation by women in the workforce.

Taiwan Says Japanese Food Ban Only For Short Term

Taiwanese President Ma Ying-jeou says Taiwan's tightened controls on food imports from Japan will only be temporary.
Taiwanese health authorities had banned food imports from Fukushima and 4 nearby prefectures in the wake of the March 2011 nuclear accident.
But it was revealed in March that some food from the prefectures was being imported to Taiwan. This prompted calls by consumer groups for stricter regulations.
The Japanese side has been urging Taiwan to lift the tougher regulations, calling the steps scientifically groundless. Japanese food exporters have expressed the fear that the revised regulations may increase export costs and make them less competitive in Taiwan.
Taiwanese supermarkets have also voiced concern over a possible decline in the volume of Japanese food they sell.

Rice For Sale Test-Grown Near Fukushima Plant, Japan

An experiment started on Monday to grow rice for sale in paddies in the town of Namie near the disabled Fukushima nuclear power plant.
All residents of Namie continue their evacuation from the town since the nuclear accident in March of 2011.
Seedlings were planted by about 20 people, including local farmers and Namie Mayor Tamotsu Baba, in paddies in a district of Sakata. The area is still designated as an evacuation zone.
Rice that was not for shipment was grown in the same paddies last year for the first time since the nuclear accident. Since the radiation levels of the rice harvested from the paddies were within permissible levels, the rice was cooked and served at cafeterias in government buildings in Tokyo.
Namie Town officials say rice will be planted in 1.3 hectares of land this year. If the radioactivity level of the expected harvest is below permissible levels, the town, in cooperation with an agricultural cooperative, will consider selling the rice.
The initiative comes as town officials aim to have the government lift its evacuation order in March of 2017.
They hope the local farmers can begin growing full crops by then, and that this will lead to the residents returning home.
Mayor Baba said he believes accelerated efforts to decontaminate Namie will lead to a resumption of the local farming industry. He expressed his readiness to prepare to sell rice this year, despite rumors and consumer worries about agricultural products from Fukushima. .

Prime Minister Shinzo Abe has indicated Japan may exercise its right to collective self-defense if armed attacks take place against countries Japan has close ties with, and the attacks bring life-or-death consequences to Japanese livelihoods. The consequences include situations like power shortages.
Abe gave his view on the legislation to revise the country's security at a plenary session in the Upper House on Monday.
He said an armed attack on countries Japan has close ties with could result in shortages of daily commodities and power that could paralyze Japan's infrastructure. He said there is a possibility in this situation that it could be tantamount to Japan coming under armed attack.
A set of bills to revise the country's national security legislation was submitted to the Diet last week by the government. The changes include allowing Japan to exercise its right to collective self-defense.
The submitted bills say the use of the right could apply to situations threatening Japan's survival. The situations are when armed attacks take place against countries that have close ties with Japan and those attacks also threaten Japan's survival, and pose a clear danger of fundamentally overturning the rights of its citizens.

Japan restarts first nuclear power plant since Fukushima
Japan has restarted its first nuclear reactor under new safety rules following the 2011 Fukushima disaster.
All Japan's nuclear plants were gradually shut down after a series of meltdowns at the Fukushima plant sparked by the tsunami and earthquake.
But after passing stringent new safety tests, Kyushu Electric Power restarted the number one reactor at its Sendai plant on Tuesday morning.
There is still strong public unease about a return to nuclear power.
Protests have been taking place outside the Sendai plant and at Prime Minister Shinzo Abe's residence in Tokyo, about 1,000 km (600 miles) away.
The BBC's Rupert Wingfield-Hayes in Tokyo says that after being told a disaster like Fukushima could never happen, public confidence has been shaken.
A total of 25 plants have applied to be restarted, he says, but all are facing legal challenges from concerned locals.
Kyushu said reactor No.1 at Sendai began operating again at 10:30 local time (01:30 GMT).
Kyushu Electric spokesman Tomomitsu Sakata said the reactor had gone back online without any problems.
It will be about 24 hours before a full reaction takes place, and the plant is expected to start generating power by Friday. It will reach full capacity some time next month.
Prime Minister Abe said on Monday that the reactors had passed the world's toughest safety screening.
I would like Kyushu Electric to put safety first and take utmost precautions for the restart, he said.
Since shutting down all nuclear plants, Japan has been relying on imported fossil fuels for its energy, at huge expense. The government has said nuclear power must resume to cut both import bills and growing CO2 emissions.
Experts have also warned that reactors left idle for years tend to experience teething problems and that such a mass restart of dormant reactors has never been attempted before, says our correspondent.
Japan's Nuclear Regulation Authority approved two reactors at the Sendai plant last September under stricter safety rules. The second reactor is due to be restarted in October.
More than $100m (£64m) has been spent on fitting new safety systems at the Sendai plant.
But local residents say the new safety regulations are not stringent enough - they are worried about potential dangers from active volcanoes in the region.
Protesters were rallied by Naoto Kan, prime minister at the time of the Fukushima crisis, who told the crowd: We don't need nuclear plants.
He said the Fukushima disaster had exposed the myth of safe and cheap nuclear power, which turned out to be dangerous and expensive.
One of the most powerful earthquakes ever recorded struck off the coast of Japan in March 2011, triggering a huge tsunami which damaged the Fukushima nuclear plant, leading to meltdown.
Almost 16,000 people died and more than 2,500 are still listed as missing, though none of the deaths has been linked to the nuclear disaster.
Some 160,000 people were evacuated from the surrounding areas in the following weeks - continuing high radiation levels mean most have never been able to return home.
