Fukushima Daiichi underwater fences breached
The operator of the crippled Fukushima Daiichi nuclear plant says underwater barriers in the facility's port have been breached. The so-called silt fences are intended to prevent the spread of radioactive materials.
Tokyo Electric Power Company officials said on Thursday they found damage in the curtain-like barriers near the intake canals of the No. 5 and 6 reactors.
The silt fences are to stop contaminated sea-bed soil from near the damaged No. 1, 2, 3 and 4 reactors polluting water near the still-intact No. 5 and 6 reactors.
TEPCO is investigating the accident's cause. It plans to repair the fences once high waves triggered by an approaching typhoon subside.
The Nuclear Regulation Authority instructed the power company to measure radiation levels in the sea near the No. 5 and 6 reactors.
The underwater barriers were also damaged in April. TEPCO officials attributed the cause to high waves.
Niigata gov. gives conditional nod to TEPCO plan
The governor of Niigata Prefecture has granted conditional approval to TEPCO to apply for a safety screening at its Kashiwazaki-Kariwa nuclear plant.
The screening will test whether the plant meets stringent new guidelines. Tokyo Electric Power Company cannot resume operations at the compound until it satisfies these standards.
The power company is expected to file an application with the Nuclear Regulation Authority on Friday to restart 2 reactors at the plant, which is on the Sea of Japan coast.
A prefectural official handed a document of approval from Governor Hirohiko Izumida to TEPCO executive Yuji Masuda on Thursday.
Izumida granted his consent after meeting with TEPCO President Naomi Hirose.
Hirose promised to install additional filtered vents at the plant. The vents are designed to release pressure in containment vessels in an emergency, while limiting emissions of radioactive substances.
TEPCO is required to install them before it can restart the reactors.
Hirose also promised to work hard to increase trust in TEPCO by local governments in areas where it has operations.
The Niigata governor says that as a condition of his approval, the firm has to discuss with Niigata and municipal governments how it will avoid exposing residents to radiation from the vents.
Fukushima fish hit local markets
Fish caught off the coast of Fukushima are being sold at local markets after test-catches resumed, following a suspension over concerns of radioactive water leaks.
Fishermen and wholesalers flocked to the Matsukawaura Port in the city of Soma early on Thursday.
They prepared around 1,500 kilograms of hairy crabs, squid and other marine products.
Fishermen resumed offshore test-fishing on Wednesday. Such fishing was suspended early this month after contaminated water leaked into the ocean from the Fukushima Daiichi nuclear plant.
The local fisheries cooperative said no radioactive substances were found in the 11 types of seafood caught this time.
TEPCO finds gap between plates of leaked tank
The operator of the Fukushima Daiichi nuclear plant says it may have identified the cause of a highly radioactive water leak from a storage tank in August.
TEPCO workers have found a gap between steel plates at the bottom of the tank.
The workers put foam on the joints between the plates and managed to suck it through to the other side.
TEPCO says the massive weight of stored water might have widened the gap and allowed the water to leak.
TEPCO earlier found that some bolts used to fix joints in the lower part of the tank had come loose.
The utility says it will further investigate.
The company has about 300 similar tanks installed at the plant site. It is being called on to resolve the problem as quickly as possible.
Police to tighten security at nuclear facilities
Japan's National Police Agency chief has instructed police headquarters nationwide to tighten anti-terror security at nuclear power plants.
Tsuyoshi Yoneda gave the instruction on Thursday at a meeting of about 200 senior officers in charge of anti-terrorism measures.

先の飯舘村の動画もそうですが決してこちらの動画は見て楽しいものではありませんのでもう少し
エンターテイメント性のある動画を求める向きには他の動画にあたる事を強くお勧めします。
僕としては一種の篤志による学術的動画資料のようなものを、あるいは震災後の街の映像記録と言うのを
目指しています。
飯舘村を後にした後南相馬、小高の方へ取材に行きました。
一年前同伴者の案内のもと訪れた場所を自力で探し出して
意図して訪れています。
初めての事にしては代替に置いてうまく言ったと思います。
同じ場所を前と今で比較する事でいかに変わったかと言うのを再確認できると
思ったのです。
自分なりに新たに探し出したポイントも加えまして、自分なりの解釈と
理解を字幕で伝えるようにしてあります。
ほとんど変わりのないようにも見えますがやはりいくつか変わったところもあります。
整地やがれきの処理もいくらか進んだように見える上、かつて完全な荒れ地であった地面が
雑草で覆われ、さも大きな公園が広がっているように平和に見えるようになりましたが依然
ここが震災以来荒れ果ててほとんど手つかずの場所である事がどうしても頭から離れません。
こちらもそうですがまた後日自分のブログの方に何があったかと言うのを詳しく書こうかと思います。

After leaving Iitatemura village, I went to Minami-Soma city to make
sure of how it changed one year later.
It was almost what I saw one year ago there,but some part of this area things really changed.
I looked for the things that I had met one year ago by car.
I could find most of them.
I think that I can realize how they have changed comparing the same things or places
with the state of them one year ago.
Weeds have grown over the field in this area where was once towns,
the places with houses on them and cultivated fields.
So it can be seen as if these areas have become more peaceful than what they were
one year ago when they weren't covered with grasses and appeared as naked skin of the ground.
It seems like a park where we can rest but actually it has been the rough ground without being
treated well.

Can the US follow the lead of Germans into 100% solar power?
Almost everyone I talk to in the US says, America has a totally different legislative system from Europe.
It will never happen that, cities in the US will require Utilities to pay home owners $0.49 kwh for feeding solar energy onto the grid.
There is no way American Utilities will ever pay a premium to people who do the heavy lifting of harvesting solar energy and feeding it onto the grid.
What about science? What if the only way we can stop global warming is to go from oil to solar?
What if the most direct way we can save the planet is to power our cities 100% with solar & renewables?
Would you be willing to pay $.08 kwh more for electricity if that would stop global warming?
I do not think the laws of economics or science are any different in the US than they are in Europe or the rest of the world.
I have asked 10,000 people, over 4 years, if they would be willing to pay more for energy if that would stop the super storms that are destroying our cities. So far, 4,444 people have signed our petition.
The US needs to provide leadership in the world by going 100% solar & renewables.
We do not need atomic energy or gas.
We can power each city with solar if just 10% of the homes will add solar panels to their homes.
If the US was to say, it is going to shut down all its nukes by 2022, like Germany is doing,
then the US could go to Israel and say to them,
You do not need atomic reactors, even for peaceful purposes.
Then the US could go to Iran and ask them to go 100% solar too.
The US first needs to take the higher moral ground,
by passing a solar feed in tariff.
When we are getting all of our energy from solar & renewables,
so too can Iran & Israel get all the energy they need from the sun.
It now in your hands.
Please go add a solar payment policy onto your ballot by July 4th 2014.
大きな被害を受けた新地町 [震災翌日]
Shinchi town suffering great damage (Day after the earthquake)

津波の被害を受けた福島県相馬郡新地町の状況を伝えた映像。
震災当日深夜の国道6号線(陸前浜街道)では、路上に大きな亀裂が走り、車両の通行をさえぎっており、近隣住民の避難所となっている新地町総合体育館には、薄明かりの中に、立ち姿の人や床に寝転び休息をとる人々の姿も見えた。
3月12日、朝日がのぼり、まばゆい光が差し込むと、無残に破壊された町の姿が徐々にあらわになってくる。国道から海岸線の方向に足を向けると、谷地小屋地区付近の水田地帯は、流されてきた家屋や車の残骸が泥の中に転がり、漁具やがれきが無数に散在する。付近のどの家々も、津波による大きな爪痕を残していた。JR常磐線・新地駅も駅舎が破壊され、ホームを結ぶ連絡橋だけが、わずかにその原型をとどめ、かたわらには、大きくへし曲がった車両が転がっていた。(午前7時ごろ)
一方、新地駅から約3Km南にある相馬火力発電・新地発電所(新地町駒ヶ嶺地区)では、前日から約1,000人の従業員が所内に取り残されているという情報が入った。
取材班が急行すると、発電所付近の県道113号線沿いでは、海岸部から1km以上離れているところでも、波によってフェンスが倒され、泥や浮遊物がからみついていて、発電所の敷地に通じる道路も、水たまりでふさがれていた。
午前10時すぎ、カメラが発電所の敷地内に入ると、堅牢(けんろう)そうな建屋の壁や鉄骨もいたるところ、大きなダメージを受け、さらに多数の車が、残骸のようにあちこちに転がっていた。
お昼前、駆けつけた自衛隊の車両に先導され、救出された発電所の従業員を乗せたバスが連なって、敷地をあとにした。

At midnight of day of the earthquake, on national route 6 (Rikuzenhama highway), a large crack runs on the road, obstructing cars from passing.
At the Shinchi town multi-purpose gymnasium designated as the place of evacuation for residents in nearby neighborhoods, shadows of people standing or lying on the floor to take rest can be seen under dim lights.
Day after the earthquake, March 12th. The morning sun rises, allowing the glaring sunlight to shine in. The town gradually becomes apparent, displaying its mercilessly destroyed self. Facing towards the direction of the coast line from the road, there are remains of a house and car, washed away and tumbled within the rice paddies of Yachigoya area, along with countless rubble and fishing gear scattered about.
Every single home within the area had suffered great damages from the tsunami.
Shinchi station of the JR Jyoban line had also been destructed, the connecting bridge being the only remaining part slightly resembling its former self, and beside it lies a heavily contorted train car on its side. (Around 7 a.m.)
On the other hand, at Soma Thermal Power Station Shinchi Power Plant(Shinchi town, Komagamine area), 3km south of Shinchi station, it was reported that approximately 1,000 employees had been left behind within the premises from the day before.
When the news crew rushed to the scene, even areas near the power plant over 1km away from the coastal strip along prefectural road 113 were in ruins.
Fences had been torn down by waves entwined in mud and floating particles, and the road leading to the plant's grounds were blocked by puddles.
At past 10 a.m., when the camera entered the grounds of the power plant, one could see that the buildings which appeared to be solid had actually suffered much damage on its walls and steel frame. A number of cars were rolled about everywhere, almost like carcasses.
At around noon., the Self-Defense Forces arrived on wheels and under their guidance, a line of buses carrying those employees rescued from the power plant drove away from the grounds.
