Cold Front Brings about Early Snow, Freezing Weather to Parts of Northeast China's Heilongjiang
Snow blanketed parts of northeast China's Heilongjiang Province on Saturday with the advent of a cold front.
Fuyuan, China's easternmost county, was hit by moderate to heavy snow in the morning, with temperature plunging to minus 9 degrees Celsius and road visibility reduced to only 20 meters at one point, local weather service reported.
It also marked the town's earliest snowfall for the autumn in almost a decade.
The harsh weather affected agricultural harvest and suspended all ferries to and from the Russian port city of Khabarovsk.
The cold front also brought strong wind to Mohe, commonly known as China's North Pole, with morning temperature to 13 degrees below the freezing point. Floating ice appeared in rivers that cross the town and most ponds in the region were frozen. More on:

Formosa Chemicals files suit against Changhua County over attempts to force plant shutdown
Formosa Chemicals, a subsidiary of Formosa Plastics, is preparing for a legal battle with the Changhua County government, after county authorities rejected its repeated applications to renew operating licenses at one of the company’s power plants in the region over pollution concerns. Formosa Chemicals accused officials of deliberate obstruction as it prepared to shut down the plant. This power plant was supposed to be shut down today after permits on its boilers expired, but it remained in operation, after plant owner Formosa Chemicals requested that the shut-off date be extended to October 8.Lin Ping-kunFormosa Chemicals Changhua PlantWe’re worried that if the steam is suddenly shut off it could cause a work or environmental mishap.Of the plant’s three coal-fired boilers, one is being kept online for a few more days while workers ready it for deactivation. County authorities have for now decided not to force a shutdown in light of safety concerns. Chiang Pei-genChanghua Environmental Protection BureauWe’re keeping record of the events relating to the shutdown, so if it turns out that illegal actions were taken, we will handle it in accordance with the law. Formosa Chemicals also filed a motion at the Taichung High Administrative Court asking it to suspend any fines, saying local officials were subjecting the company to much stricter standards than were reasonable. Hong Fu-yuan Formosa Chemicals Vice Chairman If we were to comply with the environmental protection bureau’s demands to apply for a new permit, we would get sucked in to a long and tedious process of submitting those permit applications and waiting for approval. That would be basically the same as forcing us to close the Changhua plant.Facing the possible closure of its plant, Formosa Chemicals has shifted its fight with regulatory authorities to the court system, where the company could potentially stand to win considerable administrative relief with a favorable ruling.
