SOUTH AFRICA: PAKISTAN SUSPENDED FROM COMMONWEALTH
English/Nat
The suspension of Pakistan's military government from the Commonwealth has been confirmed at the Heads of Government Meeting in Durban.
British Prime Minister Tony Blair also wants a major focus, of the last summit of the century, to be on how AIDS is slashing life expectancy in Africa.
South African President Thabo Mbeki welcomed the 47 heads of state and Britain's Queen Elizabeth, head of the 54-member group of mainly Anglophobe countries.
A uniquely African welcome to a Commonwealth Summit celebrating South Africa's multi national democracy.
The praise singer chants the achievements of Thabo Mbeki as president of South Africa and the Queen as head of the Commonwealth.
White children led singing of the A-N-C's old anti apartheid hymn, now blended into a multi-lingual national anthem.
South Africa's transformation mirrors progress for the 54 nations of the Commonwealth.
Ten years ago there were military dictators at this summit.
Today there was not one.
But only because Pakistan has been forced to stay away after last month's military coup.
It's overshadowed Nigera's return to democracy.
SOUNDBITE: (English)
The democratic project is a matter that must remain at the centre of our focus. As recent negative developments in the member state of Pakistan have shown, and as recent very happy developments have shown in the member state of Nigeria.
SUPER CAPTION: Thabo Mbeki, South African President
The Commonwealth adopted democracy as its leading principle 50 years ago.
Nigeria and Sierra Leone were suspended in the past four years and reinstated after free elections.
The most extreme step is expulsion, as happened to South Africa during 33 years of apartheid rule.
Government leaders who are here will have tough discussion about what should be done with Pakistan's membership.
Pakistan has been suspended from the group. A formal statement on this is likely to be made on Monday.
But Pakistan's expulsion from the Commonwealth is highly unlikely, although the Commonwealth's rules insist on democratic government.
SOUNDBITE: (English)
We've made it clear that Pakistan has been suspended, we've made it clear that it's got to come back to democracy to become a full part of the Commonwealth again. And after all for the first time we welcome back Nigeria into the fold having made the transition dictatorship to democracy.
SUPER CAPTION:Tony Blair, British Prime Minister
But the Prime Minister wants a major focus of this summit to be on the gravest disaster affecting people in Africa.
The H-I-V virus which leads to AIDS is slashing life expectancy.
Where people lived on average into their sixties, they're now dying in their forties.
It's a tragedy the Commonwealth will urged to do more to fight - together.
SOUNDBITE: (English)
I think the strength of the Commonwealth lies in the ability for wealthier countries like Britain to have a real dialogue with some of the poorest countries in the world when we have a problem like Aids which is ravaging whole parts of Africa at the moment. Then we're able to have some sort of common partnership in order to tackle these problems, we can put some investment and money in and we can also put some know how and technology in and we can encourage other Commonwealth countries to give the leadership that is absolutely vital in tackling problems like this.
SUPER CAPTION:Tony Blair, British Prime Minister
Blair also released 33 (m) million U-S dollars to help fight AIDS in southern Africa.
The money is part of a three-year, 163 (m) million U- S dollar initiative announced by Blair on a South African visit earlier this year.

Sports At Greenwich (1914-1918)
Sports at Greenwich, London.
Naval cadet sports. Young boys in various contests. 3-Legged race; front diag. shot; teams of boys race toward camera; and one pair falls down right in front of it; then their heads pop up again in foreground and they hobble on. Spectators watch alongside.
Next; boys attempt to run up a tall and very steep slope; but the first few slide back down. This looks like boot camp for children. Then a boy runs up high enough to grasp the top and pull himself over (hooray! SL). Another boy makes it; too.
Shot looking up at a boy in dark cadet uniform standing high up on the prow of a ship (?); doing signals with 2 flags; a figurehead of a winged Venus is attached to the prow. Then a group shot of smiling boys in uniforms; all crowded together, sitting on a cannon, cheering and waving their caps in excitement.
Military; signal; code; boats and ships.

The Prince in Pakistan - 1959
The people of Dacca were out in full force to welcome Prince Philip, who flew to East Pakistan after a tumultuous reception in India. The Comet IV brought His Royal Highness to the airport where he was greeted by the Minister of Information and Broadcasting, Mr Habibur Rahman. After official greetings, the Prince inspected the Guard of Honour and later visited the University Building, Curzon Hall. On his drives through Dacca, it seemed obvious that Pakistanis were delighted by the visit.
