BOLIVIA: 27TH ANNIVERSARY OF MILITARY COUP MARKED

Bolivians have protested in La Paz's main square to mark the 27th anniversary of a military coup by their current president, Hugo Banzer.
While mild by comparison with contemporary regimes in Argentina and Chile, Banzer's military government, from 1971 to 1978, still left people dead and missing.
Hugo Banzer was democratically elected president of Bolivia in May, 1997.
Relatives of the victims of Hugo Banzer's regime in the 1970s gathered in Bolivia's capital main square on Friday to mark the 27th anniversary of his military coup.
They claim that more than 80 people were killed under his rule and 70 disappeared.
Today, Hugo Banzer is again Bolivia's president, and for some people, this is an insult.

Not a single day has passed for me. I went to the cemetery yesterday to leave him (her son) some flowers. He was my eldest son. I disapprove of this president. All I'm asking is that this president dies because he has committed many crimes. Many mothers and sisters are unhappy with this government. Down with Banzer's government.! Down!

Colonel Hugo Banzer Suarez, overthrew General Torres' military government in 1971.
Banzer - like many other army officers and business leaders - was alarmed by Torres' left wing policies.
He liaised with contemporary military regimes in Argentina, Chile and Paraguay, although Banzer's regime was considered mild by comparison.
But for seven years, Banzer led a repressive government that outlawed political parties and trade unions.

There were no unions, there were no political parties, there was no parliament and nowhere to make a complaint. So how can anybody defend a dictatorial attitude where people's opinions didn't count.

We still don't know what happened to many disappeared comrades. The relatives of the comrades who were murdered, most of them when they were young, still remember them in spite of how long ago it happened, and they remember them with pain because they could have made a contribution to this country.

President Banzer may have lost his dictatorship 19 years ago but he remains no stranger to Bolivian politics.
He reentered the political scene under a different guise, and has participated in six elections in the past 19 years - of which he has won two, in 1985 and 1997.
In 1997, Banzer, received only 22 percent of the vote in the election but was able to muster the necessary congressional support to become president through an alliance of four parties.
Previous to the inaugural ceremonies, demonstrators also protested in dismay at the election of a former dictator.
Then, as now, protestors claimed that someone who was once a dictator is always a dictator.

STORYLINE:
Teary-eyed Bolivians welcomed back their ailing president, Hugo Banzer, who returned home to prepare for his resignation after spending more than a month in the United States for treatment of lung cancer.
Thousands of people gathered in the Santa Cruz airport to greet Banzer, who announced last week he will resign August 6, Bolivia's Independence Day, because of health reasons.
He has been fighting lung cancer that spread to his liver.
Looking frail but in high spirits, Banzer stepped off the plane Saturday evening and strolled down a red carpet to loud cheers and music from a military band.
By his side was Vice President Jorge Quiroga, who will take over the presidency Tuesday.
Leaning over a wooden cane, Banzer told the crowd in a weak voice: I've arrived physically diminished.
But morally, I am very solid, he said, raising his voice.
Accompanied by his wife, Banzer arrived in a US government jet from Washington, where he had been receiving treatment.
President Banzer, the country greets you with love, said Quiroga, who has been filling in as Bolivia's president since Banzer left the country.
Banzer, a retired general who first took control of the nation with a coup in 1971, was a dictator until 1978, then ran in every democratic election thereafter until he was finally elected president in 1997.
Banzer plans to resign in Sucre, a tranquil, colonial-style town in southern Bolivia.
Quiroga will officially assume the presidency August 7, also in Sucre.
The 41-year-old will govern the country until next August 6, when the current presidential term ends.

Exploring SUCRE | UNESCO World Heritage Site, Best Chocolate, Stunning Views at Mirador Viewpoint
Sucre was by far one of the most BEAUTIFUL cities I've ever been to! It's whitewashed buildings and cobblestone streets are stunning, and it's one of the most walkable cities. It's no wonder this is a UNESCO Heritage Site! Sucre has some of the best sweets (ice cream, coffee & chocolates were among my faves) I've ever had!
My favorite part was visiting La Recoleta neighborhood and checking out the STUNNING Mirador viewpoint!
Unfortunately we were there during a MAJOR strike so many of the main attractions (4-wheeling, dinosaur footprints, the cemetery, Mercado Central food market) were closed during our time there.
