After the political scandal of Chongqing Party Secretary Bo Xilai,
rumors spread in Mainland China about the 3.19 coup d'etat.
It was said that a military coup took place late at night on March 19.
CCP spammed the message, for a while filtering the word gunfire.
What on earth is the truth?
Recently, media exposed some of the secret details, including
a gun fight between 38th Army and Beijing Armed Police.
British Sunday Times and Epoch Times website respectively
quoted Hong Kong magazine Frontline's article on the 3.19 coup.
The article pointed out that the message was not groundless.
The article said Chinese President Hu Jintao had already
rearranged the personnel of the Central Guard Bureau.
However, he still felt uncertain about it.
Late Feb., early Mar, President Hu Jintao sent all his
bodyguards to the peripheral areas outside the central wall,
replacing them with a reinforced platoon 38th Army,
so that the Jiang Zemin and Zhou Yongkang faction
was unable to penetrate.
Mar. 15, Hu Jintao made a series of decisions.
First, he removed from office Wang Xixin, commander of PLA 38th Army,
deploying him as Vice-Chancellor of the
National Defense University.
Major General Xu Linping, Hu's ally,
took the place of Wang.
Mar, 19, Hu Jintao ordered 38th Army to enter Beijing from
Baoding, on a mission to crush a subversive military coup.
Witnesses said that Tiananmen Square and nearby area saw
large numbers of soldiers and armored personnel carriers.
Political critic Xing Tianxing said, current media reports
have confirmed a coup on the day of 3.19.
Hong Kong media chose the time of Hu's visit to expose
this information for some special reasons.
Xing Tianxing: In fact, they are worried that a certain force in
Hong Kong might take this opportunity to do harm to Hu Jintao.
Now that the magazine has released this news, I think by the
harmful force it means the system of Politics and Law Committee.
The article said 38th-Army soldiers confronted
the armed police.
Soldiers shouted that they were sent by President Hu
to control the coup base and arrest coup leaders.
The Armed Police responded by saying: Attacking central
government area is equivalent to treason. You will be eliminated if you do not draw back.
It is said that the armed police even shot in to the air as a warning,
yet they were taken under control by 38th Army in several seconds.
BBC also quoted Frontline's article, saying Hu Jintao
fought on 3.19 to remain chairman of PLA.
Xing Tianxing believes that Hu Jintao's main concern is to prevent
Zhou Yongkang and Bo Xilai connive in a coup between themselves.
Xing Tianxing: Hu Jintao indeed demonstrated his power
to the Politics and Law Committee.
He was testing to what extent the army would be in his control.
The army turned out to be loyal to him, able to defeat the armed forces.
Afterwards, the two sides made peace between themselves and
pretended to be harmonious to the world.
Earlier, The Epoch Times quoted a Hong Kong media report
that Beijing is having a problem on the night of 3.19.
The reason was thought to be a fight between Wen Jiabao and
Zhou Yongkang to get hold of Xu Ming, Bo Xilai's Finance Minister.
Xing Tianxing said, whatever the truth, more details
will be released as the fight between the two sides continues.
Hu Jintao would put himself in grave danger
if he still tries to preserve CCP.
Xing Tianxing: The safest solution would be to expose
all the details about the Bo Xilai scandal, and to place it under public investigation.
Only with the support of public opinion can the Jiang Zemin
faction be completely eliminated.
The Frontline article also mentioned how Hu Jintao's
first guard Ling Jihua, once announced an iron rule.

Red Tape Above Laws?
Recently, a red tape issued by the worker union's
committee of Heilongjiang Province's direct authorities
has exposed the growing issues
of the red tape practices in China.
Notice on launching 'Donation Day' charity event
by the provincial authorities in 2011 is a red tape,
issued by the worker union's committee
of Heilongjiang Province's authorities.
It states, Based on voluntary principles, the party members,
cadres and workers are expected to donate actively.
In general, consider the reference standard below:
RMB400 for provincial cadres,
RMB300 for department-level cadres,
RMB200 for a division-level cadres, and RMB100 for under division-level cadres and workers.
The Charity Donation Day organized by the government
has become a forced donation in assessed form. Many governmental workers say that they are helpless.
Netizen Feng zhi Huaerzi wrote: I am from
Heilongjiang province. These things are very common.
And they existed for decades. It's not voluntary donation.
They take it directly from your wage. We are forced.
The red tape says that 75% of the donation will go
to donating departments, 20% to the Provincial Charity,
for coordinating the process, and 5% will go
to the provincial Foundation for mobility use.
The donating civil servants ask, why 75% of the donation
returns to the donating departments?
What is the donation going to be used for?
How can this be supervised?
Netizen Hebi Renzheng wrote, if all the donation is totally
used for the people who need help, I think we will accept it.
The key is that it is unclear where is the donation going.
The lack of policy will also lead to collapse of the charity.
There is an endless line of strange red tapes by various
authorities of the ruling Chinese Communist Party (CCP).
For example, in order to attract investment,
the city of Qingyang, Henan issued 5 red tapes in 3 years.
Some state that the foreign merchants with investment
of RMB50 million will not be fined for illegal driving,
will not be investigated in entertainment places,
will not be audited for their children's study and so on, listing 12 such favorable treatments.
The red tapes were originally governmental documents,
inferior to laws, regulations and rules.
However, a well versed person in the CCP's rules knows
that the laws cannot control the red tapes,
and that the red tapes cannot control
the official's orders.
Han Yicun, a lawyer from Bosheng law firm in Beijing,
said: It's illegal according to the law.
China is a country with one-party autocratic rule.
On specific matters it may issue red tapes
to overrule the law regulations.
These are all illegal actions.
A few years ago in Baoding, Hebei Province, the government
tried to establish the so-called official documents,
demanding and requesting enterprises to pay for some of their
expenses, such as eating, gift and so on... This resulted in a large-scale exodus of 2000 enterprises.

This system is not a society with a rule of law.
It is a dictatorship. In order to maintain their
Continuous greedy oppression and robbing of people,
they say that stability is above all, ignoring the laws.
Anyone with power can interpret the law their way.
Statistics show that after 1949, the CCP had carried out
clean-up activities of laws and regulations 12 times,
5 of which are comprehensive clean-ups
and 6 are special clean-ups.
Red tapes on the contrary have become
a chronic illness within the system.
Lawyer Han Yicun: China has not only autocracy, but
dictatorship too. Autocracy refers to the one-party rule.
Dictatorship refers to concentration of power in individuals.
The secretary's holding of big power forms the dictatorship.
Of course, if you want to change this situation, it needs
promotion of political reforms, as to address the problem.
Let the people really have political rights,
let the people decide on the ruling party.
Media in China said that Chinese State Council considers
expanding the Administrative Review Law' case scope.
If realized, on the issue of disputed red tapes citizens can
hopefully apply for administrative reconsideration directly.
Scholars point out that whether it's pre-filed or post-filed,
it's mainly undertaken by the governmental law institutions.
Because of the common interests among the departments,
the supervision and control will become a mere formality.
Hu Jun: To eradicate this is to apply a very simple principle,
namely to disintegrate the dictatorship.
If the dictatorship does not end, everyone in this system
will continue suffering from it. Every one is a victim.
Even Hu Jintao and Wen Jiabao.
After losing power, they will suffer from it just the same.

Why Would So Many Patients Hurt Doctors in China?

The shock of the Wenling incident, where the patient stabbed
a doctor to death, has not faded, and another violent incident
has taken place at the Second Affiliated Hospital
of Zhejiang University.
Recently, a female patient tore the ear canal of a doctor
who mediated the quarrel between her and her doctor.
Why did the doctor, who is supposedly saving lives
and healing wounds, become the victim?
What causes the conflicts between patient and doctor,
and the increasing violence against doctors in China?
On the morning of November 6, a patient surnamed Zheng
went to a gynecology department at the Second Hospital
of Zhejiang Medical School.
She suspected the doctor was too young to treat her illness.
The doctor said, Go to the specialist clinic to see
an older doctor.
The enraged patient began cursing the doctor so the doctor
next door, surnamed Yan, came to mediate the quarrel.
Unexpectedly, before she left the hospital, Zheng suddenly
assaulted Dr. Yan, pulling her hair and ears.
On October 25, a patient of Wenling, Zhejiang, who was
furious after a botched operation, stabbed three doctors
leading to one death and two injuries.
According to the Chinese Medical Association, between
the 10 day period of Oct. 17-27, there were
six cases of assaulted doctors.
Many doctors and nurses were seriously wounded
and even died.
Another survey shows that there averaged 27.3 cases
of violence against doctors per hospital last year.
What causes a doctor, known to be a highly respectable
profession, to become a victim of violence in China today?
Hu Zongyi, U.S. National Institute of Health scientist:
It is related to the society as a whole, the overall morality
has declined so much that one trusts nothing but the money.
Everyone is looking at the money, the doctors too.
Bribery, commissions on everything, anything,
as long as it creates income.
On November 7 a Youtube video showed a senior doctor
in his office at the Hebei Baoding First Hospital accepting
a stack of cash from a man in a black coat.
The senior doctor was smiling and chatting with the man
in the black coat while he was counting the cash.
After he was done with counting, he put the cash
into an envelope.
The exposure of this Internet video has drawn public
condemnation of this doctor who accepts bribery and kickbacks.
Medical malpractice Lawyer, Zhang Zanning, points out
that Chinese authorities provide little funding for hospitals.
More than 90% of them pay the salaries from their own
business, leading to pricey prescriptions and extra examinations.

The conflicts intensify because the high cost increases
the difficulty of seeing a doctor.
The problem has gotten prominent because the education
nowadays is about class, about an eye for an eye, about revenge.
Some patients thus have distorted ideas
about getting even through violence.
Dr. Tang, formerly an on-site doctor of an enterprise
in Chongqing, indicates that the Chinese Communist Party's
economy oriented policy has led to the field of medicine
also being money oriented.
This is the main reason for the escalating
doctor-patient conflicts.
Dr. Tang, a former on-site doctor of a Chongqing enterprise:
The medical industry has turned public resources into
a means of money making.
To a large extent, the medical staff is forced to be money
oriented.
Under the current system, any unpaid medical bills are
absorbed by the doctor or the doctor's department.
Consequently, hospitals rejecting patients has become
frequent in China.
Dr. Tang also points out that hospitals prioritize income
which has deepened corruption in the medical profession.
Physicians lack professional ethics and the patients don't
receive proper care even when their money is spent.
Commentator Hen He, who graduated from Jiangxi Medical
College, engaged in years of medical research.
Hen He, commentator: Both patients and doctors
are victims under the current system.
The whole society in China is designed for the elite class.
There is no welfare budget or medical insurance
in the Communist regime.
In China, there are more incidents of patients causing
disturbance in hospitals nowadays.
It is now known as 'the bigger the chaos,
the more compensation. No chaos, no money.

Film ''The Founding of a Party'' has met a great deal
of adverse comments since its debut,
including the cut scenes of actress Tang Wei,
the party emblem on the film poster
mocked as a ''mafia sign of hammer and sickle.''
The film was rated IIA in Hong Kong,
not suitable for children. Although the CCP
(Chinese Communist Party) fanfares the film,
the general public are rather cynical about it.
Various propaganda activities are unfolding
throughout China to celebrate the 90th anniversary
of the CCP on July 1. ''The Founding of a Party''
filmed as per the CCP's specific instructions
made its debut across China on June 15.
Although beloved by CCP, the film is rated IIA
in Hong Kong and it is not suitable for children.
Apple Daily said that the Hong Kong authority
for film rating and evaluation categorized this film
as IIA for its scenes of assassination, blood,
and casualties due to gunfire and explosions,
which are regarded as ''limited violence''
The film also contains many bold, weapon-related
actions that can be easily mimicked,
so it is deemed unsuitable for children.
In China though the film is rated for general viewing.
When predicting the box office impact of the film,
Gao Jun, director of Beijng Xinyinglian Cinema Co.,
said earlier, No import films like ''Transformers 3''
can be shown until box office of this film
reaches RMB800 million.
How will ''The Founding of a Party''achieve its goal?
Recently, news circulated online revealed that many
government agencies, like Beijing Daxing District
Education Committee, Shandong provincial bureau,
Baoding city, and Hainan University, have issued
notices to organize group viewings of the film.
They also monitor the statistics of viewing activities.
Meanwhile, the film also aroused the attention
of international media.
On June 2, two weeks before the debut of this film,
Peter Ford, a Christian Science Monitor reporter
in Beijing, wrote an article entitled ''Three ways
to ensure a movie becomes a blockbuster in China.''

within 50 years.
While showing of the film is in full swing, a report
by China Central Bank revealed that RMB800 billion
was transferred abroad by corrupt CCP officials.

In January of this year, there were a total of 25 smog days.

government vehicles on the roads.
Beijing has a population of over 20 million,

In addition, air pollution not only causes more people to go
to hospitals to seek help but also brings more traffic accidents.

200 car accidents, and many places had varying degrees of traffic jams.

of poor oil quality, but from insufficient sulfur in the oil.

gasoline containing 15 times of that of the EU.

The storeowner said, The measuring figures had been

Hong Kong's Apple Daily reported, without the blue sky,

Shijiazhuang, formerly romanized Shihkiachwang, is the capital and largest city of North China's Hebei Province. Administratively a prefecture-level city, it is about 263 kilometres southwest of Beijing, and it administers 8 districts, 2 county-level cities, and 12 counties.
At the 2013 census, it had a total population of 12,763,700, with 4,303,700 in the central area comprising the 7 districts and the county of Zhengding largely conurbated with the Shijiazhuang metropolitan area as urbanization continues to proliferate. Shijiazhuang's total population ranked twelfth in mainland China.

Animal welfare hasn't improved in Johor Zoo

Johor Zoo, is known as the oldest zoo in South East Asia. It was established by Sultan Sir Ibrahim Ibni Almarhun Sultan Sir Abu Bakar in 1928. The zoo was set up by him because of his love and interest towards animals.
The operation of the zoo was handed over to the Johor state government on April 1, 1962. It sits on 12.5 acres of land and it is only one kilometer from the city of Johor Bahru.
The zoo was recently renovated amidst numerous allegations of the appalling conditions of its animals.
Johor Zoo is no stranger to animal cruelty or complicity in the illegal wildlife trade.
In 2010 it was found to be operating a shop inside the zoo which was openly selling illegal wildlife. A report by Nature Alert, a UK based non-profit organization which works closely with Malaysian investigators, resulted in the closure and demolition of the shop.
In May 2011, Shirley, a chain-smoking, junk-food eating orang utan hit the headlines throughout the world.
Recently investigators discovered Paloh, a baby elephant with its front legs chained together and unable to lie down for at least 48 hours. The rope and chain prevented this baby from moving in any direction. It was powerless to walk and she literally attempts tiny two-footed hops from side to side.
Subsequently, Shirley and Paloh, were removed from zoo by the Malaysian Department for Wildlife (Perlilitan).
Of the two tiger cubs produced through successful in breeding in October 2011, only one survived. And this tiger cub is seen kept in a cage, measuring 3' by 6', just big enough for a dog.
A sunbear which was kept in a small cage, which restricts its movement, was highlighted on electronic media sometime back. Till now, nothing was done to improve its condition.
With the enactment of the Wildlife Conservation Act 2010 (Act 716) in December 2010, cruelty to wildlife is finally recognized as a criminal offence, and enforcement agencies, such as Perhilitan are now endowed with the power to monitor wildlife displays and wildlife in captivity.
The closure of the Saleng Zoo in June 2011 demonstrates that Perhilitan is capable to taking positive action against errant zoos and wildlife facilities.
When asked to give his comment, the zoo manager, Zakaria Bin Razali, declined. When pressed further he said he will not make any statement on whatever issues that was still present.

NDRC Workshop 2012 | World Resources Institute
A group of government officials from China traveled on a study tour in the United States last week. The tour, hosted by the World Resources Institute, focused on low carbon development. The delegation was led by Director General Su Wei of the Department of Climate Change from China's National Development and Reform Commission (NDRC), who is China's chief negotiator on climate change and a key decision maker for low-carbon development initiatives.
The tour passed through WRI's office in Washington, D.C., to conduct a workshop on low-carbon development. The event began with a signing of a memorandum of understanding between NDRC, China's main planning agency, and WRI to work together on low carbon city development and related issues. STORYLINE:
Thick, off-the-scale smog continued to shroud eastern China on Wednesday - forcing airlines to cancel flights because of poor visibility and prompting Beijing to temporarily shut factories and curtail fleets of government cars.
The capital was a colourless scene.
Street lamps and the outlines of buildings receded into a white haze as pedestrians donned face masks to guard against the caustic air.
This is abnormal, the worst I've seen since I was little, complained one local resident, Qiu Yan.
The 21-year-old student said she would typically go ice skating in city parks or hang out with friends in the street at this time of year, but because of the pollution only wants to stay indoors.
I have been taking medicine for a month and a half, and I still haven't got better. I am suffering from respiratory problems now, said a man who was visiting from the nearby town of Baoding, which is also polluted.
The flight cancellations stranded passengers during the first week of the country's peak, six-week period for travel surrounding the Chinese New Year on February 10.
The US Embassy reported an hourly peak level of PM2.5 - tiny particulate matter that can penetrate deep into the lungs - at 526 micrograms per cubic metre, or beyond index, and more than 20 times higher than World Health Organisation safety levels over a 24-hour period.
Beijing's official readings for PM2.5 were lower than the embassy's - 433 micrograms per cubic metre at one point in the afternoon - but even that level is considered severe and prompted the city government to advise residents to stay indoors as much as possible.
The government said that because there was no wind, the smog probably would not dissipate quickly.
Beijing's city government ordered 103 heavily polluting factories to suspend production and told government departments and state-owned enterprises to reduce their use of cars by a third, the official Xinhua News Agency reported.
The measures last until Thursday.
Air pollution has long been a problem in Beijing, but the country has been more open about releasing statistics on PM2.5 - considered a more accurate reflection of air quality than other pollutants - only since early last year.
The city hit its highest readings on 12 January, when US Embassy readings of PM2.5 reached as high as 886 micrograms per cubic metre.
