STORYLINE:
U-S President George W Bush is due to arrive in Lima as the first U-S president to make a state visit to Peru, signaling his resolve to take a stand against drug traffickers and terrorists at America's backdoor.
The president's plane left Mexico on Saturday after he attended a U-N summit on world poverty in Monterrey.
Bush is offering to help Peru with trade and terrorists as he makes the unprecedented visit just days after a terrorist attack outside the U-S embassy in Lima.
Armoured cars, water cannon trucks and 7-thousand armed security forces in the streets of downtown Lima are on alert for Bush's imminent arrival in a Peruvian capital shaken by the car bombing that killed nine people.
Bush has left open the possibility of new military aid for Peru following the car bombing on Wednesday. But he said the United States could do even better for Peru by first pushing stalled trade legislation for Andean nations through the Senate.
Following the nearly six-hour flight from Mexico, Bush will sit down with Peruvian President Alejandro Toledo for closed-door talks on terrorism and other subjects.
Toledo left the U-N summit early to fly home after the car bombing. He has already announced measures to rebuild Peru's weakened intelligence services and doubled the Interior Ministry's anti-terrorism budget. He also offered a one (m) million U-S dollar reward for information leading to the masterminds of Wednesday's attack.
Bush primarily hopes to use the visit to give Toledo a political boost in the face of his tumbling public approval ratings and daily protests, administration officials said.
Bush is also eager to prod along the steps towards democratic reform that Toledo has taken in his eight months as president.
Bush will also meet the leaders of the Andean nations after his talks with Toledo.

UN urges Mexico to offer better protections for journalists
Mexico is among the world's most dangerous places for journalists, with the United Nations calling for the Mexican government to safeguard press freedom and offer reporters more protection.
Ten journalists have been killed in Mexico so far this year.
Journalists have become victims of the country’s increasing violence, which show no signs of abating.
Al Jazeera's Manuel Rapalo reports from Mexico City.

I would like to say that I can't rule out that France is going to be the only country that does not accept this European constitutional accord.
Tomorrow (means wednesday) this could for example already happen in Holland where there is a lot of scepticism, that's my first conclusion.
My second conclusion is that we cannot talk about a crisis regarding the European unity achieved thus far. That what we have achieved in the European integration process up to now is certain, is secured and is not at risk.

STORYLINE
Austrian President Heinz Fischer met with Mexican President Vicente Fox in Mexico City on Monday.
Fischer, who is on a three day state visit to the country, was welcomed in grand style at an official ceremony at the national palace.
Fox said he hoped the visit would strengthen cooperation between Austria and Mexico on multilateral issues and global matters
Fischer also commented on the recent referendum over the new European constitution that took place in France, saying there could be a similar scenario in Holland on Wednesday.
The Austrian president was to pay a visit to federal senators later in the day and had a scheduled meeting with Mexico City's mayor and two state governors.
Fischer will attend the opening of an Austrian art exhibit at Mexico's Museum of Modern Art Monday night at the National Museum of Modern art.
On Tuesday, Fischer will visit the pre-Hispanic pyramids of Teotihuacan outside of Mexico City and will travel to the state of Morelia.

(3 Mar 2016) On February 16th 2016 Pope Francis urged Mexico's priests not to resign themselves to a country dominated by drug-fueled violence and corruption, but rather to be inspired to get out of their comfortable lives and fight injustice.
Francis' exhortation came in a Mass for clergy in the state of Michoacan, a hotbed of Mexico's drug trade.
In his homily, Francis told priests and nuns not to be paralyzed by resignation, which he calls the devil's favourite weapon.

On February 17th Pope Francis paused at the border fence between Mexico and the United States to pray for migrants.
Silence fell over the nearby Ciudad Juarez fairgrounds as Francis walked up a ramp lined with yellow flowers to a specially built platform facing across the fence toward the United States.
Next to a giant crucifix, he made the sign of the cross and blessed hundreds of people gathered a few yards away on the U.S. side.
Faithful on the other side of the border gathered at the University of El Paso, Texas to watch the moment that was being transmitted live on a big screen.
After a brief moment of prayer, Francis walked down the ramp and got back on his popemobile to head for the fairgrounds, where he will celebrate his last Mass during a five-day Mexico tour.

On Februray 28th a group of Australians, who were raped and molested by Catholic priests when they were children, were hoping to learn the truth about what a top Vatican cardinal knew about their attackers when he testifies before an investigative commission at a Rome hotel.
Thanks in part to a crowd-funding campaign, about two dozen Australian sex abuse survivors and their companions travelled across the planet to be on hand when Cardinal George Pell testifies via video link before Australia's Royal Commission.
It's the third time Pell, Pope Francis' top financial adviser, has testified about the abuse scandal, but the current round has generated intense international attention because it is taking place in the heart of Europe a short walk from the Vatican, and not in Australia.
The commission, which is half-way through a 435 million Australian dollar (300 million US dollars) government-authorised probe into how all Australian institutions dealt with abuse, agreed to let Pell testify from Rome because he was too ill to travel home.
Two weeks ago, it also agreed to let victims be on hand to re-create the type of public hearing that Pell would be subject to in Australia.
David Ridsdale, who was abused for four years by his uncle, the notorious pedophile Gerald Ridsdale, said the hierarchy of the Vatican needed to stand up and take responsibility, adding he and other victims must be made the last of the survivors.
The commission's current hearings relate to Ballarat and how the Melbourne archdiocese responded to allegations of abuse, including when Pell served as a Melbourne auxiliary bishop.
The deeply Catholic city in Australia's Victoria state, has been devastated by a huge number of abuse victims, scores of whom have killed themselves in a cluster of abuse-related suicide unseen anywhere.
Pell, who was born and raised in Ballarat, was ordained a priest there in 1966 and was a consultant to Ballarat Bishop Ronald Mulkearns, who moved Gerald Ridsdale between parishes for years.
Pell has long denied allegations that he was involved in transferring Ridsdale - with whom he once lived at the Ballarat presbytery - and said he never tried to buy the silence of Ridsdale's nephew, as he alleges.

Dozens killed in Mexico casino attack
Reports from Mexico say armed men have killed more than 50 people in an attack on a casino that left the building ablaze and gamblers trapped inside. There are warnings the death toll could rise further.
It happened 230 kilometres from the US border in Monterrey, a city where violence has risen recently as Mexico's war with drug gangs intensifies.
The attackers are said to have doused flammable liquid in the casino and then set it alight....

STORYLINE
Mexican's president and Spain's prime minister on Monday attended a ceremony in Mexico City honouring Spaniards who fled to the country during the Spanish Civil War.
Prime Minister Jose Luis Rodriguez Zapatero is in the country for a four-day visit aimed at improving trade and security cooperation.
At the ceremony, Calderon paid tribute to the Spanish civil war refugees that arrived in Mexico, who are referred to as the Children of Morelia.
In all, 456 Spanish children arrived in the city of Morelia in 1937, intending to return to their parents as soon as the Civil War ended.
But the Republicans lost the war and the Spanish children were unable to return home.
Zapatero was expected to meet Mexico City's mayor and dine at the Presidential Palace of Los Pinos before departing to Panama on Tuesday.

This black and white film VIVA MEXICO! is part of RKO Radio Pictures “This is America” series. These films were produced in hopes of keeping Mexico and other south of the border nations strongly allied with the USA in its WWII fight with the Axis. (Some background on this: during World War I Germany asked Mexico for its support in the event the USA entered the conflict, causing consternation in America.)
Viva Mexico! was produced between June 1, 1942 and September 2, 1945 since it states that Manuel Avila Camacho is the current President of Mexico, features his declaration of war in 1942, and implies WWII is still ongoing at the end. It was produced by Frederic Ullman, Jr., with music supervised by violinist Herman Fuchs. The film opens with highlights of Mexico City, including the Metropolitan Cathedral (:33), the Federal Government Palace (:44), the Palace of Fine Arts (:48), the Hotel Reforma (:55), the Banco de Londres Y Mexico (:59), and the Benito Juarez Monument (1:17). People congregate in Chapultepec Park (1:24). Cuernavaca mansions dot the hills (1:36-1:42). Silver is mined from Real de Monte, as are gold, copper, and tin in the area (1:51-2:09). Oil is also produced (2:10-2:16). Mexico bridges the United States with Central America (2:21). There are three distinct topographies: the Sierra Madre Mountains, the lowlands, and the plateaus (2:40). Mexico is dominated by 2,000 miles of mountains (3:04-3:18), creating dramatic waterfalls (3:20-3:37). The vast desert areas hinder agriculture (3:42-4:17). Mexico dates centuries back, as exemplified by the ruins of the ancient Mayan and Aztec temples (4:48-5:02). Spain conquerors built churches in the 1500s, such as at Cholula (5:05-5:29) and the convent La Merced (5:29-5:41). Remains survive of the aqueduct at Morelia, built in 1785 (5:44-5:51). Cordoba (6:00-6:17) was founded in 1618. A painting of Benito Juarez, President of Mexico from 1857-1852 (6:19), is followed by a portrait of General Diaz (6:27), who would rule the next 35 years. In 1910 when General Diaz fell from office, soldiers load guns onto train cars and march in rebellion (6:34-6:57). A campfire surrounded by singers playing guitars (7:00-8:20:) tell the store via music. President Manuel Avila Camacho (8:21) is seen at his desk as the current president, serving from 1940 to 1946.
Mexico also has rural areas. Various locals are shown (8:43-9:06). The church is a staple of Mexican life (9:07-9:52). The village market is busy selling goods, including sombreros (9:58, shoes (10:10), blankets (10:11), breads (10:14), and bamboo (10:17). Children play outside at school (10:21-10:55). Workers pick produce (10:56). Inside an adobe house (11:14) a woman makes tortillas (11:18-11:33). Meals are preceded by prayer (11:35).
President Camacho declares war against the Axis powers on June 1, 1942, which mustered men into the military (11:54-13:24). The Colegio Militar (13:24-14:08) is the equivalent of West Point, and we see highlights of the young men’s training. The same is true for the Escuela Naval Academy in Veracruz (14:06-14:46) and the Escuela de Aviacion in Monterrey (14:45-15:11). The Mexican military was prepared to fight alongside Americans, if needed (15:12-16:34).
