Illinois' old state capitol
The Old State Capitol is a reconstruction of Illinois’ fifth statehouse, serving as a seat of state government from 1839-1876. Lincoln delivered his famous “House Divided” speech here, debated his chief rival Stephen Douglas and waged his 1860 presidential campaign within these walls. It’s also where the assassinated leader lay in state in 1865 before being moved to Oak Ridge Cemetery in Springfield. Visitors are welcome seven days a week. • DCBS launched an all-out assault to destroy the backlog of benefit cases in the new benefind system. Workers taking part in “Field to Frankfort operation” processed more than 28,000 cases—and virtually wiped out the backlog—in just two weeks. In an all-day, nine-city tour that stretched from Chicago to Herrin, Governor Pat Quinn today kicked off his campaign by introducing the five priorities of Jobs and Growth for Illinois, his plan to create new jobs and expand the state economy.
We have a lot of work ahead of us, Quinn said during his announcement speech. Too many families are still sitting around the kitchen table, trying to figure out how to make ends meet. Through Jobs and Growth for Illinois, we will create jobs today and set the stage for longterm, sustainable growth over the years to come.
Governor Quinn announced Jobs and Growth for Illinois during a barnstorming tour of the state, making stops in Chicago, Springfield, Cahokia, Herrin, West Frankfort, Mt. Vernon, Salem, Mattoon, and Tuscola. Today, I am bringing my candidacy to the people of Illinois, Quinn said. As Governor, I have traveled to every corner of the Land of Lincoln, and I will keep on criss-crossing Illinois as I work to bring jobs, growth and economic recovery to every community in our state.

Ky. court nixes pension law that prompted protests

The Kentucky Supreme Court on Thursday struck down a law that made changes to one of the country's worst-funded public pension systems, a victory for teachers who shut down schools across the state to protest the law earlier this year.
Public pension systems across the country are in trouble as workers live longer and states grapple to make up investment losses from the Great Recession.
But Kentucky's pension systems are considered the worst of the worst, with the state at least $38 billion short of the money it needs to pay benefits over the next three decades.
The shortfall has required state lawmakers to divert billions of dollars in state money to the pension system, leaving little else for other services like education and health care.
In April, Gov. Bevin signed a law that moved all new teacher hires into a hybrid pension plan.
The law also restricted how teachers used sick days to calculate their retirement benefits and changed how the state pays off its pension debt.
Facing a tight deadline, state lawmakers introduced and passed the bill in one day near the end of the 2018 legislative session.
The bill moved so quickly that a copy was not available for the public to read until the day after lawmakers had voted on it.
Teachers were outraged, thousands marched on the Capitol and schools in more than 30 districts closed.
