Kel (Urdu: کیل ) is a village in Neelam Valley, Azad Kashmir, Pakistan. It is located 155 kilometers (96 mi) from Muzaffarabad at the altitude of 6,879 feet (2,097 m) feet.
Buses run daily between Muzaffarabad and Kel in good weather. Few private hotels and a rest house of AJK Tourism and Archeology Department located there for tourists stay. It also has bank, college, hospital and bazaar.
The Kel is located near Line of Control and the road which leads there is non metallic. There are frequent landslides during Summers, and Snow slides on this road during winters. In winters all the routes are blocked and it is very difficult to reach there. All these factors combined made it one of the most difficult places to reach.
Wild life includes Brown Bear. A Leopard was also found here few years ago which was sighted by Army personnel.
Taobat (Urdu: ٹاؤبٹ ) is a village in Neelam Valley, Azad Kashmir, Pakistan. It is located 200 kilometers (120 mi) from Muzaffarabad and 39 kilometers (24 mi) from Kel. It is the last station in Neelam valley. It is also the nearest location from where Kishenganga river enters Pakistani territory and becomes River Neelum.
Taobat is accessible from Kel by unmetalled road. A Motel of AJK Tourism and Archeology Department and a small number of hotels with meager resources are located there for tourists stay.
The Neelum River (Hindi: नीलम नदी, Urdu: دریائے نیلم), or Kishanganga (Sanskrit/Hindi: कृष्णगंगा नदी, Urdu: کرشن گنگا ندی), is a river in the Kashmir Disputed State where it enters into Jhelum river and ultimately enters Pakistan.
The Neelam River originates from Krishansar Lake in the vicinity of Sonamarg and runs northwards to Badoab village where it meets a tributary from the Dras side and runs westwards along the Line of Control in Jammu and Kashmir. It is fed by many glacial tributary streams on its way. It enters Pakistan Occupied Kashmir in the Gurez sector of the Line of Control, and then runs west until it meets the Jhelum River in Muzaffarabad. The Neelum River is 245 kilometers long, it covers 50 kilometers in Jammu and Kashmir and the remaining 195 kilometers in Pakistan-administered Kashmir.
The Neelum Valley is a Himalayan gorge in the Kashmir region, along which the Neelum River flows. This green and fertile valley is 250 km in length and stretches its way from Muzaffarabad all the way to Athmuqam and beyond to Taobutt. It is one of the most attractive tourists places, like Swat and Chitral, but due to poor road system is yet veiled to the outside world. This area was badly affected by the 2005 earthquake and was cut off from the outside world as the roads and paths were filled with rubble. Now construction of an international standard road is in progress. Neelum has had a great importance before and after the partition of India due to its beauty.
There are two entrances for Neelum valley, one Neelum Road by Muzaffarabad and the other by Kaghan the Jalkhad Road. Generally Neelum valley starts just after Muzaffarabad but in political division the area from Muzaffarabad to Chelhana is named Kotla valley in election division. District Neelum starts from Chelhana and goes to Taobutt. The valley is famous for its lush greenery, fir forests, slop hills and waterfalls. Specially in summer a large number of tourists visit the valley.
Shardadesh is a name for the drainage basin of the Neelum River. The name is a form of Saraswati, the goddess of knowledge, music and the arts in Hinduism.
In the state of Jammu and Kashmir, the construction work on the 330 MW Kishanganga Hydroelectric Plant project has started, after being defunct for eighteen years. Recently, the project was awarded to Hindustan Construction Company (HCC) with a timeline of seven years. The 330 MW Kishanganga hydro-electric power project involves damming of Kishanganga or Neelam River and the proposed 37 metre reservoir will submerge some parts of the Gurez valley of Kashmir. The water of Kishen Ganga River will be diverted through a 24 kilometre tunnel dug through the mountains to Bandipore where it will join the Wular Lake and then Jhelum River.
Similarly, Pakistan is constructing the 969 MW Neelum–Jhelum Hydropower Plant; the country has placed the project in the hands of a Chinese consortium. Pakistan claims that the Indian dam project will violate the Indus Waters Treaty and has pursued formal arbitration proceedings against India over the matter.
There are different kinds of fishes found in abundance in the Neelum River. As the river almost entirely runs across the Line of Control, being the main cause for Kashmir conflict there is a feeling of uncertainty among the inhabitants, many of them have emigrated[4] to safer places, which has left the river banks scarcely populous and kept the river in perfect conditions for growth of fish.

Gurez also pronounced Gorai in local Shina Language is a valley located deep in the high Himalayas, about 38 Kms ahead of Kel and at an altitude of about 8,000 ft above sea level is a fascination yet unexplored. The valley is surrounded by snow capped mountains. Due to heavy snowfall in winter, the valley remains cut-off for the 5 months of the year. The essential commodities are stocked during the summer season for the consumption during the winter. The valley has much charismatic and panoramic view with traditional wooden home and culture. The area having beautiful places like Janawai, Pholawai, Saonar, Sardari, Halmat, Nikro, Cream abad, and Tao Butt, where dozens of guest houses are available with basic necessities of life for the visitors. Neelum Valley:
About 240 kilometers long the picturesque Neelum Valley is situated to the North & North East of Muzaffarabad. Running parallel to the Kaghan Valley, it is separated from it by snow covered peaks, some over 4000 meters above sea level. Excellent scenic beauty, panoramic view, towering hills on both sides of the noisy Neelum River, flourishing green forests, streams, high altitude lakes and attractive surroundings make the valley a dream come true. The area is also ideal for mountain tourism. A part of Nanga Parbat Massif falls in this area which is dominated by “Sarwaali Peak” (6326 meters) the high mountain in Azad Kashmir. Moreover like Kaghan Valley it is famous for fishing and angling activities in Neelum River and Jagran Nullah which are stocked with trout fish. A fair weather road opens the valley to tourists up to Kel, 165 kilometers from Muzaffarabad. Coaches ply daily on this route and accommodation facilities are also available at places of tourist attraction. Some of the places of tourist interest are:
Sharda:
Located at a distance of 30 kilometers from Dawarian, it is a breath-taking green spot at an altitude of 1981 meters. Shardi and Nardi are the two mountain peaks overlooking the valley, named after legendary princesses Sharda & Narda. It has a captivating landscape with numerous springs and hill sides covered with thick forest. Over the right bank, opposite to Sharda, the river Neelum is joined by the Surgan Nullah along which a track leads to the Noori Nar Pass and through it to Kaghan Valley.
In sharda, one also finds ruins of an old Buddhist Monastery and a fort which are of historical back ground. Facilities of a small bazaar, Post office, health center. The AJK Tourism Department has established here a “Tourist Village” consisting of Tourist Rest Houses, Youth Hostels, Cafeteria and Games room to facilitate the tourists while dozens of private guests’ houses are also offered accommodation and other services. Boating facility is also obtainable here on river Neelum.
Kel:
19 Kilometers journey from Sharda, upstream takes one to Kel. It is a small valley at the height of 2097 meters. This is another pleasing place in the Neelum Valley. The Shounter Nullah joins river Neelum at this place and leads to Gilgit Agency over the Shounter Pass (4,420 meter). Kel is also a base camp of mountaineering activities up to “Sarwaali Peak” 6326 meters about sea level and “Sarwaali Glacier” (about 25 Kms long) which are respectively said to be the highest peak and biggest glacier of Azad Kashmir. Coaster and Vans ply daily on this route. It is advisable to hire a jeep from Sharda or Kel for a trip into the Shounter and Gurez Valley.
Arang Kel:
A panoramic and break-taking greenery village is situated 9 kilometer from Kel followed by hiking track. Due to its scenic beauty a cable car is also offered pick and drop service from Kel to Arang Kel and mostly used by tourist. Arang Kel is renowned for tracking, hiking and adventure tourism. To cater the need of tourist some guest houses are provides accommodations with food.

Situated at 8,379 feet, the picturesque village of Arang Kel, also known as the Pearl of Neelum Valley, is located in Azad Kashmir. It is one of the villages that are most difficult to reach. It is a two-hour hike from the Village of Kel, roughly 1500 foot climb from the Neelum River, but it’s worth every step!
The bow shaped Neelam Valley is surrounded by thick green lush pine trees and such natural beauty that one does not have words to describe it
The village about 38 km ahead ofKel, is a fascination yet unexplored. Halmat, Tao Butt, Janawai, and Sardari are the most beautiful places around here. A tourist rest house has been constructed at Halmat to provide accommodation facilities to the visitors.
The last station of Neelum Valley is Taobut and end point of Pak beauty in Kashmir. It has a sever season and heavy snow in winter, and winter season continue about 6 months starting from October to April end.
The Neelam river enter the premises of Azad Kashmir flowing down through the Taobut. It’s the very first place where we can find population while descending down the Neelam Valley along beautiful The Neelam River.
