O Hamamatsu Festival Pavilion está localizado dentro do Enshuhama Paque, em frente as Dunas de Nakatajima, e ao lado das dunas é realizada o Festival das pipas gigantes de Hamamatsu.
O interior do pavilhão há exposições sobre a história do Festival de Hamamatsu, pipas, casacos e os carros alegóricos, um festival com mais de 440anos.
No salão de exposições de pipas, fala sobre a feroz competição de pipas realizada no festival de Hamamatsu é reproduzida através de uma cena criada usando pipas e figuras em tamanho real, bem como os sons de instrumentos de sopro e a procissão dos carros alegóricos em vídeo de alta definição.
