The best time to visit Goa is November to mid March for perfect cool climate. I prefer first week of November and Feb/March as its very less crowded. December and January are the peak time months when the prices for hotels, food, sports etc all increase. The season just starts in November and is about to close in Feb/March so everything is still open and just perfect with prices still very low.
If you wanna enjoy the rains, you can also visit around June to August but the oceans will be very rough, so most likely, you wont be able to step in. The atmosphere is still good. Prices are super low at this time.
Anytime really these days is good to visit Goa depending on your activity.
This video has Hotel Sterling Goa Bardez Resort in Alto Porvorim right next to Mall De Goa, Goa's newest and largest mall with a superb multiplex. This hotel is a great place to stay.
There are many scenes of the newly built roads between 2014 & 2019 due to the hard work of BJP, thanks to Manohar Parrikar and Narendra Modi.
I booked a GoaMiles cab - 22km from there up to North Goa at Morjim Beach, Ashwem Beach and Arambol Beach. These beaches are highly visited by foreigners especially Russians, Israelis and these days people from around the world.
The roadtrip up north is beautiful with narrow and wide roads with Portuguese style lined houses.
I finally end up at my favorite shack of all times -
