Irkutsk is a city on the Angara River in eastern Siberia, Russia. The river embankment is lined with hurches, including the Epiphany Cathedral (Sobor Bogoyavleniya), with gilded onion domes, and the Spasskaya Church, with its soaring bell tower.
The restored neoclassical Moskovskie Vorota arch is also by the water. Near Kirov Square, the Irkutsk Regional Art Museum has ancient icons and more recent Russian artworks.

A monument to the Babr is located exactly in the beginning of 130th District (a Siberian tiger on coat of arms of Irkutsk).

The coat of arms of Irkutsk features an old symbol of Dauria: a Siberian tiger with a sable in his mouth. When the coat of arms was devised in 1690, the animal was described as a tiger (Babr, a bookish word of Persian derivation) with a sable in his mouth.
This image had been used by the Yakutsk customs office from about 1642. It has its origin in a seal of the Siberia Khanate representing a sable and showcasing the fact that Siberia (or rather Yugra) was the main source of sable fur throughout the Middle Ages. (Actually, the English word sable is derived from the Russian sobol).
By the mid-19th century, the word babr had fallen out of common usage, but it was still recorded in the Armorial of the Russian Empire.
Furthermore, the tigers became extinct in this part of Siberia. In the 1870s, a high-placed French heraldist with a limited command of Russian assumed that Babr was a misspelling of bobr, the Russian word for beaver, and changed the wording accordingly.
This modification engendered a long dispute between the local authorities, who were so confused by the revised description that they started to depict the Babr as a fabulous animal, half-tiger and half-beaver.The Soviets abolished the image altogether, but it was restored following the dissolution of the Soviet Union.
Coats of arms came into general use by feudal lords and knights in battle in the 12th Century. By the 13th Century arms had spread beyond their initial battlefield use to become a kind of flag or logo for families in the higher social classes of Europe, inherited from one generation to the next.
Exactly who had a right to use arms, by law or social convention, varied to some degree between countries. In the German-speaking region both the aristocracy and burghers (non-noble free citizens) used arms, while in most of the rest of Europe they were limited to the aristocracy.
The use of arms spread to Church clergy, and to towns as civic identifiers, and to royally-chartered organizations such as universities and trading companies. Flags developed from coats of arms, and the arts of vexillology and heraldry are closely related. The coats of arms granted to commercial companies are a major source of the modern logo.
130th District:
On the territory of what is now the 130th District Irkutsk people began to build houses in the early XVIII century. At that time, the land was out of Irkutsk and developed by rural type. All the buildings were made of wood, the area remained unimproved, so by the beginning of the XX century houses among the stone buildings adjacent areas consist of small villages than monuments. In 2008, for the 350th anniversary of Irkutsk it was decided on the basis of the 130th District to create a special historical area. The project to create the Irkutsk Sloboda (the modern name of the quarter) was approved at the level of the regional government. In late March 2010 began the resettlement of residents of old and dilapidated houses, rapidly underwent restoration of cultural heritage quarter and construction lost monuments. In September 2011 - in the anniversary of Irkutsk - Sloboda took its first guests. At the site of the old barracks of poorly with sloppy brownfield sites in the center of the capital appeared Priangarye noteworthy quarter with neat cobblestone promenade, beautiful historic mansions, museums, restaurants and infrastructure.
SIBERIA: VLADIMIR PUTIN VISITS CITY OF IRKUTSK

Russia's acting president Vladimir Putin has visited the Siberian city of Irkutsk for a meeting with influential regional governors aimed at improving the region's economic performance.
The tour of an orphanage and memorial, however, had all the hallmarks of an election campaign in the run-up to the Presidential ballot in March.
Putin and Communist party chief Gennady Zyuganov are considered the top two contenders to the country's highest executive post.
Officially, Putin is visiting Siberia as prime minister and acting president, but the trip has all the features characteristics of a campaign stop in the run up to the March 26 Presidential ballot.
After a brief tour of the city, complete with the breathtaking view of Lake Baikal, Putin visited the city's Orphanage No. 1 to hand out gifts to children.
Two children with birthdays received special presents - a coveted Barbie doll for the girl and a radio-controlled toy car for the boy.
Addressing a gathering of Siberian governors and other top executives in the Siberian Agreement Group, Putin said the region is rich in mineral resources and has skilled labour, and yet its economic achievements are still very modest.

He expressed hope Siberia will be able to turn out high-tech machines and enough farming produce in the near future.
Putin then paid his respects to those who died when a cargo plane crashed in a residential suburb of Irkutsk.
He laid a wreath at the memorial and attended a brief ceremony carried out in keeping with Russian Orthodox Church tradition.

We continue our series of films about foreign students at NSU. This time we are introducing you to Lauri Petaja, who came to Siberia from Helsinki. He studied law in St. Petersburg and decided to continue his relationship with Russia through a Master’s Program at Novosibirsk State University. Lauri has always been interested in legal rights and legislation. He believes that in a huge country like Russia, there is great potential to create your own business. A Siberian Story - studying at -40°C
This movie is the outcome of a multicultural student project in Tomsk/ Siberia.
It is about an international student (dressed as siberian teddy) who makes his semester abroad in Tomsk.
He arrives at the airport where he will be welcomed by dancers in traditional clothes. With a Marshrutka he is driving through the city to the dormitory. There he meets his new roommates with whom he goes out in the night.
After a great evening and meeting new friends he awakes in his room and starts to study.
His breakfast he gets in a traditional Stolovaja before he has to go to the university. Because he is new he gets a bit lost and comes to late to the class. The teacher is strict and because he cant give answer to her questions he must stay longer.
After long day in the university teddy is happy to go for lunch. On the way there he is coming by at some sights of Tomsk, meeting an other international student (polar bear) and taking part by a russian dance in front of a tank.
After the walk by day and the dance teddy arrives to Osh, an Uzbek-fast-food restaurant, where he eats traditional russian food: Borsh.
Because in Russia sport is very important, teddy goes to Fizkultura. Sport is exhausting and so teddy goes to banja, the russian sauna to relax. He is there with friends and enjoying the time. After a call from Maxim the friends go to a bar to meet new people.
At the end teddy is walking through the city, coming by more sights of Tomsk as well as special buildings. He arrives to a group of dancers who are performing again a traditional dance with acrobatic inputs.
Teddy has enough of this kind of dances and shows a more western kind of dance..

It’s the 32nd biggest city in Russia and has over 500,000 people, with over 100,000 of those being students. Because of this the city is known as educational and scientific centre with six state universities and the oldest university in Siberia.

Tomsk is a city on the River Tom in the south-west of the great Siberian Taiga. Established in 1604 under a decree from Tsar Boris Godunov, the city was a garrison town and later home to many exiles of the Tsarist regime. In 1830 gold was discovered nearby, thus increasing its importance, but when the Trans-Siberian Railway was constructed, the line bypassed the city, Today this 'backwater' University city is full of character and history, home to the much loved wooden architecture with its fine details......

Welcome to Tula! It is a beautiful and green city, the center of the Tula region. Tula is the same age as Moscow and the famous historical city. Many famous writers and poets, artists lived here. Russia: The heatings on the wall - Russian scientists develop warming pictures
Scientists from Irkutsk National Research Technical University demonstrated their invention of pictures that double as radiators in the university laboratory on Monday.
An image is created by laying jade paint on the thin metal surface of the heater. According to the Associate Professor of the Irkutsk University Igor Shelekhov they are the only ones who are able to develop the technology of the superfine laying of jade on a metal surface. When jade is warmed it emits infrared heat which is also useful for the human's health said Shelekhov.
The device has become particularly popular in Mongolia where many live in yurts with limited space. The Mongolian Ministry of Energy has signed an order contract for a batch of picture-heaters with the Irkutsk scientists.
