Good morning. The last day of January is wrapping up on a snowy note in most of the southern provinces, mixed with rain. There's a heavy snow advisory in place for Daegu, and parts of Gyeongsang-do and Jeolla-do Provinces.
More snowfall of 1 to 8 centimeters is in store in the evening hours, so drive with extra care and please don't hurry.
Temperature-wise, readings weren't too bad this morning, but we will notice a big drop in the mercury along with biting winds. Dress warmly but strong winds will blow away the dust in the air. A freezing morning on tap for Friday.
This afternoon could even feel chillier than this morning with highs in the low single digits in most areas.
Next Monday, though, is Ipchun, marking the beginning of spring according to the traditional Korean calendar. Also, one of the biggest holidays in South Korea, the Lunar New Year is right upon us, and the weather should be generous over the holiday.

幸せに暮らしていたある日、新聞の見出しを飾る「青森県、魅力度ランキングついに1位」の文字がイネの目に飛び込む。
自分たちの活動が身を結んだと安堵する反面、これまで「りんごしかない」「短命県」など散々貶された過去がフラッシュバックし、「どうだ、見たか」という高ぶる感情がイネを襲う。
かつての仲間、ミツ、ウメ、フデと再会を果たした4人は現役時代さながらのダンスとボーカルで、青森県への想いを咆哮する。

Now she lives in solitude in the country side, in a traditional house in Tsugaru (Aomori prefecture) as an apple farmer with her grand daughter Fuji.
One day, the headline in the newspaper caught her eyes, [ Aomori-ken, ranks number 1 as the most attractive prefecture in Japan.]
She is relieved that her efforts during her active promotion and representation for the prefecture whilst a pop idol had finally paid off. Her emotions were running high as the stereotype of her hometown as [ Only apples in the town], [Short-lived prefecture] has finally been displaced.
Reunited with her ex-Ringo musume members, Mitsu, Ume, Fude, the foursome danced and sang like the olden days, roaring out their love and respect for Aomori-ken.

1974年生まれ、起業家。東北大学大学院博士課程終了後、産官学コーディネーター、マーケティング・セールス、ベンチャーキャピタルでの投資など幅広い活動を経験。大学時代より様々な取り組みを行い、東北の活性化に関わる。震災後は発起人の1人として被災地復興ファンド、およびICT復興支援国際会議のプロジェクトを立上げ復興支援に尽力。被災地の起業家・経営者の支援を行なうため、会社を辞め一般社団法人MAKOTOを設立。その熱意と志が認められ、ベンチャーキャピタリスト養成機関と言われるカウフマン・フェロー・プログラムに入学金免除で特例的に選出され単身渡米。現在は、シリコンバレーと被災地を行き来し、被災地の復興を加速させるため活動中。
Tomohiro Takei（Representative Director of MAKOTO ）
Born in 1974. After graduating with a doctorate degree from Tohoku University, Mr.Takei had a wide experience in different business fields including being a coordinator for Industry-Government-Academia, marketing sales, and venture capitalism. He has been greatly involved in the rejuvenation of Tohoku since his university days. After 2011.3.11, he has contributed by setting up fundraisers such as the ICT International Forum for Reconstruction Assistance. In order to support the entrepreneurs, managers, and other businesspeople in the disaster affected areas, Mr.Takei quit his job and set up a General Incorporated Associations called MAKOTO. Due to his involvement and passionate views, he was given a scholarship to the Kauffman Fellows Program, a Center for Venture Education. Currently, Mr.Takei travels to and from the Silicon Valley and the quake struck area in Tohoku, helping to speed up the reconstruction of the sites.

TEPCO: Contaminated water may have leaked
The operator of the damaged Fukushima Daiichi nuclear power plant says more than 3 tons of radioactive water may have leaked from barriers surrounding storage tanks.
Tokyo Electric Power Company made the announcement on Friday following the discovery of water leaking around 2 of its storage tanks on the hillside earlier this week.
The tanks contain rainwater with radiation levels above government-set standards.
TEPCO found that regular patrols have not been conducted in the area near the tanks since March, and that the leakage may have begun then.
The company also determined that a drain valve for barriers surrounding the tanks had accidentally been left open.
It detected higher levels of radiation around the area than at other locations in the complex.
TEPCO has concluded that up to 3.4 tons of contaminated water may have leaked outside the barriers since March. The company continues to collect soil samples in the area.
TEPCO officials say regular patrols did not cover the area where only smaller tanks for rainwater are located. They add that they will thoroughly check for other facilities that may have been left unattended.

Fukushima evacuees oppose nuclear waste facilities
Evacuees from Fukushima Prefecture have expressed concern over a government plan to use a site in their town for the final disposal of nuclear waste.
The debris and other types of waste were collected during cleanup work in areas contaminated by the Fukushima Daiichi plant nuclear accident in March 2011.
The Environment Ministry plans to dispose of waste containing up to 100,000 Becquerels per kilogram of radioactive materials at a private-sector waste disposal facility in Tomioka Town.
About 70 evacuees living in Iwaki City attended a briefing session on the disposal plan on Sunday.
Ministry officials explained that ash and other waste that could easily leak radioactive substances will be covered with cement at a facility in Naraha Town before being brought to Tomioka Town.
They also said that water to be generated from the prospective site will be removed if it contains more than the permitted amount of radioactive substances.
They said the water will not be released until the levels of these substances fall below the official limits following decontamination.
Some evacuees asked why the government had come up with such a plan when they are trying to return to their hometown. Others requested a framework that will allow the residents to monitor the facilities themselves.
The officials responded that they will proceed with the plan while seeking the residents' understanding.
The ministry plans to hold briefing sessions for evacuees until June 15th in the prefecture and other locations.

Report: Nuclear accident top environmental problem
A government report says the release of radioactive materials following the 2011 Fukushima nuclear accident remains Japan's biggest environmental problem.
The Cabinet approved this year's white paper on the environment on Friday.
The report says building intermediate storage facilities for contaminated soil and other waste is essential to speed up the decontamination work and promote reconstruction.
The government plans to build such facilities near the Fukushima Daiichi nuclear power plant.
The report also says determining amounts of radiation exposure is important for managing the health of residents.
The report points to the need to provide better information to alleviate their concerns. It notes Fukushima Prefecture's efforts to train personnel for health consultations.
Sales promotion of Japanese tea in US
An increasing number of Japanese tea producers are making inroads in the US market.
The move comes in response to the growing interest among US consumers in healthy drinks at a time when tea consumption is dropping in Japan.
A Tokyo-based traditional tea maker and retailer, Dobashien, has developed teas with citrus and banana flavors together with JA Kakegawa in Shizuoka Prefecture. They've introduced the products at a fair on the outskirts of Los Angeles.
Dobashien is also promoting sales of high-quality green tea in the US. The company's president, Takeo Dobashi, says he wants to compete in the United States by marketing authentic Japanese tea.
Volcanic eruption spews smoke in southern Japan
A volcano in southern Japan has erupted, spewing a huge column of smoke into the sky.
Mt. Sakurajima in Kagoshima Prefecture erupted on Friday. Ash clouds from one of its 2 craters reached a height of 4,500 meters.
That's the second-highest since 1955.
