SCRIPT
Russian Defence Minister Sergey Shoigu observed a planned combat exercise of the Western Military District forces in Leningrad on Friday. Shoigu visited the Luzhsky artillery polygon located 140 km (67 miles) from St. Petersburg.
The 26th missile brigade is based at the polygon and was recently equipped with Iskander ballistic missile systems. Works are currently underway on building a special technical service park for the equipment. According to the plan, construction should be finished by August 2014, providing space for some 200 Iskander units.
During his visit Shoigu also met with fourth year students of St. Petersburg State Technical University who were on assembly at the polygon.

(1 Dec 2016) In the wilderness outside the Lithuanian capital, civilians are donning military fatigues and learning guerrilla fighting tactics.
Some of those taking part fear that Russia, the large neighbour that occupied them in the past, could invade again. Some look at the increasingly unstable geopolitical situation. For others, it is for fun and relaxation.
Smoke grenades, military equipment and explosions add realism to the drill.
The small unit moves through the pine woods and practices storming an enemy position.
Many of the young civilians say it has been their hobby for years, a way to be outdoors after a week in the office.
But they also say they want to be prepared to defend their homeland.
The world may change at every hour, every minute, every day, said Zilvninas Pastarnokas, 45, a retired soldier who helped found Defence Project, a private group that trains civilians in guerrilla warfare.
It's the duty of the young and old to be prepared to protect their homeland.
The group's director, Rimvydas Matuzonis, said the desire to resist comes naturally for a people who faced Russian occupation in the past, with partisan warfare against Soviet rule continuing for several years after World War II.
My father was raised in the forests of Dzukija (south Lithuania), and there are very strong traditions of post-war partisan culture. And the popular saying was 'spring will come, the cuckoo will sing, and we will pave our road with the corpses of Russian soldiers, he recalls.
But it's not just fighting skills that are in high demand.
The group also organises survival training camps for those who fear they may one day have to flee urban centres for the harsh Lithuanian wilderness.
Here they learn ways to collect and filter water, build makeshift shelters and stoves to help them survive.
When Russia annexed Ukraine's Crimean peninsula in 2014, Rasa Miskinyte, a Lithuanian film producer, packed a bag and made a plan to flee Vilnius, fearing Moscow could target her small Baltic nation next.
In 2014, when Russia took Crimea, it was clear that it was not the first and it is not the last. 2008 was Georgia. Who will be next? It will be the Baltics probably, or Moldova. So it was very clear that we should do something about (us) civilians, how to protect, how to survive in extreme situations, it is very clear (why) I am here, she said.
Across the Baltic states of Lithuania, Latvia and Estonia one finds people like Miskinyte who fear that Russia, after military interventions over the past years in Georgia, Ukraine and Syria, could target them next.
They are frightened by a large build-up of forces and nuclear-capable missiles in Russia's Kaliningrad region, sandwiched between NATO members Lithuania and Poland, and by Russian President Vladimir Putin reserving the right to defend Russians wherever they live - words that feel like threats given the number of ethnic Russians that live in the Baltic states.
The US presidential election campaign and the victory of Donald Trump, who has said he might not automatically defend the Baltic states, has also raised concerns for the security of the region.
News organisations saw a surge in interest with readers following closely the debates and the outcome.

S-400, New Cruise Missiles and More: How Russia's Military Is Back in a Big Way!
As the Russians are going home from Zapad-2017 (even as a Russian Spetsnaz regiment begins the next joint exercise in Belarus), we can take a look at some of the interesting trends demonstrated in the exercise. Of considerable interest are the military technologies used.
Russia has spent considerable resources rearming with precision and next-generation weapons, extolling how this high-tech investment bolsters the economy. While many systems have been adopted in the Russian Armed Forces in the past decade, four have acquired something of their own cults of personality in the Russian press: the Iskander surface-to-surface ballistic missile, the Kalibr cruise missile (especially the land-attack variant), the Bal coastal-defense missile, and the S-400 Triumf air-defense system. All of these systems except the Kalibr (which caused its own headlines elsewhere in the world during the exercise) took part in Zapad and can be assessed in a modicum of detail in the open-source world.
The Iskander system was publicly deployed at the Luga poligon, the northernmost of the ranges where Zapad-2017 took place, and conveniently nearby the peacetime location of the Iskander brigade of Leningrad Oblast near St. Petersburg. On September 16, the last day of the first defensive phase of the exercise, an Iskander formation deployed to a designated areas and electronically targeted important force positions of the enemy and test-fired at least one missile. These simulated deep strikes against the enemy were also undertaken by Tu-22M3 bombers starting the previous day in the exercise. The Iskanders were also joined by some of the last Tochka-U missiles in service with the Russian military. There are at most two Tochka units left in the Russian military and Russia intends to replace all Tochka formations by 2020. The Belarusians also deployed their Tochkas in the exercise on September 16, highlighting their joint training with a radiation, chemical and biological protection unit to provide smoke cover for the missiles as they prepared their calculations to target enemies.
The Bal coastal-defense missile has been making appearances near Russian naval bases around the country over the past couple of years. Having entered service in the Baltic Fleet in late 2016, it would have been more surprising had it not participated in Zapad-2017. This moment duly came on September 19 as combat crews entered a target destination and radio-technical teams then confirmed the destruction of the enemy. More curious than this was the relative frequency of articles in the Russian press about this coastal-defense strike at the time, whereas the sea launch that same day of an anti-ship missile by the Baltic Fleet corvette Sobrazitelny garnered relatively little attention.
The S-400 was also out for Zapad-2017 alongside the other standbys of Russian air defense, but its biggest headline came from a NATO country just before the exercise started. On September 12, Turkey finally signed the contract to purchase S-400s from Russia after months of negotiations. Despite this obvious coup, the Russian media hastened to point out that the S-400’s technology would not be lost to NATO because of this deal. Whatever other strategic messages Russia might have sent with Zapad-2017, they are certainly dwarfed by the potential implications of this sale.
Meanwhile, even further afield from the poligons of Belarus than Anakara, the Kalibr long-range sea-launch, land-attack cruise missile was fired from two one-year-old Varshavyanka-class submarines, the Veliky Novgorod and the Kolpino, into ISIS-held territory near Deir es Zour in Syria. This indeed was the second of three sets of Kalibr launches into ISIS territory this month: the first occurred on September 5 and the most recent on September 22.
However, despite these big-ticket items grabbing headlines both in Russia and in the West, the true military technological innovation demonstrated in Zapad-2017 was the use of improved systems for electronic reconnaissance, particularly UAVs and GLONASS-supported systems.
In a repeat of tactics widely demonstrated in the Donbas, UAVs were used for directing the targeting of heavy multiple launch rocket systems (MLRS). However, UAVs were used throughout Zapad-2017 to coordinate troop activities. They were considered critical components of the plans for conventional ground forces to defend Kaliningrad Oblast from attack. From the opposite perspective, air-defense units attached to maneuver formations practiced shooting down enemy UAVs. This trend has also been reflected in other regular Russian military exercises outside of Zapad-2017, but this does not detract from the ample demonstration of this technology’s centrality to how the Russian military plans to acquire and control info
Russia denies invasion plans as war games approach
Russia tried to calm fears over war games it plans to hold next month, saying on Tuesday the large-scale exercise would rehearse a purely defensive scenario and that allegations it was a springboard to invade Poland, Lithuania or Ukraine were false.
The Zapad-2017 war games next month have stirred unease in some countries because Russian troops and military hardware will be training inside Belarus, a Russian ally which borders Ukraine as well as NATO member states Poland, Latvia and Lithuania.
Russia has used such exercises in the past as a precursor or as a cover to project force in other countries such as Georgia and Ukraine, and the war games are taking place at a time when East-West tensions are high.
Lieutenant General Ben Hodges, the U.S. Army's top general in Europe, told Reuters last month that U.S. allies in eastern Europe and Ukraine were worried the exercises could be a Trojan horse aimed at leaving behind military equipment brought into Belarus.
And NATO Secretary General Jens Stoltenberg, who has warned that substantially more troops may take part than will be officially divulged, said last week the alliance would be watching closely.
Russian Deputy Defence Minister Alexander Fomin told Western military attaches in Moscow on Tuesday the West had nothing to fear.
Some people are even going as far as to say that the Zapad-2017 exercises will be used as a springboard to invade and occupy Lithuania, Poland or Ukraine, said Fomin.
Not a single one of these paradoxical versions has anything to do with reality. He called suggestions that Russia posed a threat to anyone myths.
The drills, which will be held from Sept. 14 to 20 in Belarus, western Russia and Russia's exclave of Kaliningrad, will simulate repelling an attack by extremist groups.
As well as its anti-terrorist backdrop, the Zapad-2017 exercise is of a purely defensive nature, said Fomin, who said the drills were routine and conducted with ally Belarus every two years.
Moscow says almost 13,000 Russian and Belarussian servicemen will take part, as well as around 70 planes and helicopters. Almost 700 pieces of military hardware will be deployed, including almost 250 tanks, 10 ships and various artillery and rocket systems.
Russia said the scale of the exercise was in line with international rules. With less than 13,000 troops, international observation of the drills was not mandatory, it said.
Belarussian Deputy Defence Minister Oleg Belokonev, speaking in Minsk, said any troops and equipment brought into Belarus for the war games would be withdrawn afterwards

The Russian qualifiers for the 2014 World Tank Biathlon set off at the Alabino training ground outside Moscow on Tuesday. Four tank crews representing each of the Russian military districts (Western, Southern, Eastern and Central) are competing against each other in various challenges.
The competition began with a race in T-72B tanks, followed by a number of other rounds including a 'Tank Ballet' to demonstrate driving skills. There is also a 20 km (12.4 mile) assault course to be navigated with obstacles including a slalom, ford crossing, steep climb, and a bridge crossing. Crews must hit targets that simulate other tanks and low-flying helicopters along the course.
The winning crew will be Russia's champion at the World Tank Biathlon which starts on June 28.

THEY'VE BEEN DESTRUCTIVE AND DEADLY. NEARLY THREE DOZEN PEOPLE HAVE DIED. MORE THAN 15-HUNDRED HOMES HAVE BEEN LEVELLED.
