South Korean Government Policies on Prostitution
Kluge Fellow Jeong-Mi Park discusses how the South Korean government controlled prostitution catering to servicemen in the last century, in the context of war, military occupation, economic development and globalization. She also reveals the ways in which the Korean government worked to change the perception of sex workers from dangerous women into patriotic citizens who contribute to national security.
Speaker Biography: Jeong-Mi Park earned her B.A., M.A. and Ph.D. in sociology at Seoul National University. She worked as a research assistant professor at Hanyang University as a historical sociologist. She has analyzed the historical transformations of state policies, citizenship and social movements in South Korea from a perspective of gender and sexuality.

The Jeju haenyeo (female divers) harvest up to seven hours a day, 90 days of the year holding their breath for every 10m dive. Beforehand, prayers are said for safety and an abundant catch. Bitcoin: 23-yr-old S Korean operating a global child exploitation site
How Bitcoin transactions were used to track down the 23-year-old South Korean operating a global child exploitation site from his bedroom.
For almost three years, Welcome To Video was a covert den for people who traded in clips of children being sexually assaulted.
There, on the darknet's largest-known site of child exploitation videos, hundreds of users from around the world accessed material that showed the sexual abuse of children as young as six months old.
Then it all began to unravel.

On Wednesday, the United States' Department of Justice (DOJ) revealed how it had followed a trail of bitcoin transactions to find the suspected administrator of the site: A 23-year-old South Korean man named Jong Woo Son.
But the case is much bigger than just one man. Over the almost three years that the site was online, users downloaded files more than one million times, according to a newly unsealed DOJ indictment. At least 23 children in the US, Spain and the United Kingdom who were being abused by the users of the site have been rescued, the DOJ said in a press release.
Children around the world are safer because of the actions taken by US and foreign law enforcement to prosecute this case and recover funds for victims, said Jessie K. Liu, an attorney for District of Columbia where the US case was filed. We will continue to pursue such criminals on and off the darknet in the United States and abroad, to ensure they receive the punishment their terrible crimes deserve.
In total, 337 people from at least 18 countries who used Welcome To Video have been arrested and charged, the DOJ said. And in a statement Thursday, South Korea's National Police Agency (NPA) said 223 of them were South Korean.
Many Welcome To Video users likely thought they were untraceable.
The site was on the darknet, the underbelly of the deep web which cannot be accessed by a regular browser. According to authorities, some customers paid for the explicit images of child sexual abuse in bitcoin, a digital currency that can be spent without users disclosing their true identity.
But the downfall of Welcome To Video shows that bitcoin isn't as private as some cybercriminals might have thought.
What was Welcome To Video
According to the indictment released Wednesday by the DOJ, Welcome to Video began operating around June 2015.
The site worked like this: anyone could create a free account. Authorities say users could download the videos if they paid in bitcoin, or if they earned points by referring new customers, or uploading their own videos. According to the indictment, the upload page on Welcome To Video stated: Do not upload adult porn.
At the time, bitcoin still wasn't a widely used payment method. The non-profit Internet Watch Foundation, which works to remove images and videos of child sexual abuse from the web, found that some of the most prolific commercial child sexual abuse sites first started accepting bitcoin as payment in 2014. According to the DOJ, Welcome To Video was among the first of its kind to monetize child exploitation videos using bitcoin.
Bitcoin can be attractive for people hoping to slip under the radar. Bitcoin is decentralized, meaning there is no company or official bank which oversees transactions. Users store their bitcoin in a virtual account -- known as a digital wallet -- without having to prove their real identity, as they might for a regular brick-and-mortar bank.
From about June 2015 to March 2018, Welcome To Video received at least 420 bitcoin through 7,300 transactions with users in numerous countries including the US, the UK and South Korea, the indictment released Wednesday shows. Those transactions were worth over $370,000 at the time.
Some of those transactions would ultimately help bring about the site's collapse.
How authorities brought down Welcome To Video
To get on the site at all, users had to have special software.
Because Welcome To Video was hosted on the darknet, it couldn't be accessed by browsers like Google Chrome or Safari. Users needed to download software -- such as Tor -- that concealed their Internet Protocol address (IP address), a unique number assigned to every device connected to the internet.

Colorful fall foliage is at its peak on the Korean mountainsides. In some places an early winter chill has ushered in some very early snowfall. Here's a tour of Korea's beautiful autumn mountains.

Hikers stream into the Songnisan National Park painted in assorted fall colors. A new walking course has opened to the public for the first time this year. The hiking trail supposedly follows the footsteps of King Sejo of the Joseon Dynasty. The trail is not that long, only 2.4 kilometers, but that distance is enough to enjoy the red maple leaves and the refreshing smells of a mountain forest.
[Soundbite] Jeong Gwan-su(Hiker) : I feel as if I'm getting healthier, since the smell of forest is nice and the wind is refreshing. The fall leaves are also wonderful.
Juwangsan Mountain is also colored in splendid reds and oranges, as if splashed with paint. The fall foliage blends with craggy rocks to evoke an image of a watercolor painting.Hikers are busy taking pictures to remember these moments and magnificent views.

Silvery snow flowers have blossomed along the crater at the top of 1,950-meter Hallasan Mountain. Tree branches resembling deer horns are covered in a white blanket.And a cottony frost clings to the colored leaves. Hikers and tourists marvel at this masterpiece created by Mother Nature.

S. Korean satellite launch delayed again due to weather conditions

The launch of South Korea's new satellite 'The New Sat-1' has been delayed once again,... due to poor weather conditions.
According to the Ministry of Science and ICT on Sunday,... the satellite launch will take place at the Vandenberg Air Force Base in California on Tuesday morning, local time.
The 107-kilogram satellite was originally planned to be put into orbit last month,... but was postponed multiple times due to the inspection of SpaceX's Falcon 9 rocket,... and weather issues.
South Korea currently operates four satellites for weather and Earth observation.

Hyundai Heavy Industries and Samsung Heavy Industries win approval for rescue plan

Hyundai Heavy Industries and Samsung Heavy Industries, two of Korea's shipbuilding giants, have finally had their respective rescue plans approved by creditors.
Kim-Jung soo has the latest on the struggling industry's attempts to rehabilitate itself.
Two of the nation's leading shipbuilding companies have received the green light to undergo significant corporate restructuring.
Hyundai Heavy Industries is ready to implement an ambitious self-rescue plan worth three-point-five trillion won, or roughly 3 billion U.S. dollars, after it was approved by financial authorities and its creditors, led by KEB-Hana Bank.
Under the plan, Hyundai will sell its stock investments and non-core assets and cut its workforce by ten percent, or three-thousand people.
Industry officials hope the plan will lower the company's debt from seven-billion dollars to five-billion by 2018.
It's hoped that this will, in turn, reduce Hyundai's debt-to-equity ratio from the current 134 percent to 100 percent.
Since September of 2014, Hyundai Heavy has implemented a series of self-rehabilitation measures worth roughly three-point-five billion dollars, which include wage cuts and the cancellation of extended employment contracts.
With the help of more recent restructuring efforts, the Korean shipbuilding giant moved into the black for the first time in ten quarters,... recording a operating income of roughly 300 million dollars in the first quarter of this year.
But some experts say that aggressive restructuring efforts must also take the cyclical nature of the maritime economy into account.
Although corporate restructuring can reap positive results in the short run, there will be a point in the future when the maritime industry actually runs short of capable workers. I hope both shipbuilding and shipping industries work out a rescue plan that is mutually beneficial and far-sighted as well.
Samsung Heavy Industries is also following suit, as the company's rescue-plan worth 1.3 billion dollars was approved by the company's main creditor, the Korea Development Bank.
With Daewoo Shipbuilding & Marine Engineering yet to have its rescue plans approved, industry insiders are waiting to see how the shipping industry as a whole works out a comprehensive plan to resolve the current crisis.
