Post Occupancy Evaluation of Julia Davis Park, Boise, Idaho
Post-Occupancy Evaluation (POE) is a systematic and rigorous evaluation of a designed setting from the perspective of users who use it for some time (Francis & Marcus, 2003). A POE study is a participatory research approach that helps in gaining a deeper understanding of user-space interaction and ultimately informing the proposed design choices.
There are different ways to evaluate a place or setting. One of the ways could be to evaluate based on the performance of the place. For example, a state-owned park performance could be evaluated based on criteria such as a number of visitors, Park operating expenses, Park revenue, Visitor’s satisfaction etc. Design guidelines for urban open space states there are two ways to evaluate a place, design choices based upon human needs and post-occupancy evaluation.
The First type of evaluation is a simple one and mainly focuses on evaluating a place based upon direct observation. A typical evaluative method would be to visit a place under study, for example, an urban plaza, and spend some time observing: Who is using the site? Where do the users tend to gather more? What are the users doing? Observing these behaviors at a designated place for some pre-determined times would give a valuable insight on the actual use of the place. This idea would eventually facilitate researcher on proposing design changes.
We have combined POE along with an opportunistic survey of Park visitors to propose a redesign plan for Julia Davis Park, Boise. For evaluation of Julia Davis Park, we have chosen this method because of the following reasons:
a. POE requires detailed analysis of the user behavior in the site. Hence the site should be readily accessible to a user. Julia Davis Park is easily accessible.
b. Julia Davis Park is used by a diverse group of users (teen, college students, elderly peoples, etc.) and supports a diverse set of activities (entertainment, boating, tennis, strolling etc.) that can be evaluated only by POE.

Ann Morrison Park - Boise, Idaho USA
Ann Morrison Park is the largest developed park maintained by Boise Parks & Recreation. It is located immediately south of the Boise River, with entrances off of Americana Blvd west; Capitol Blvd to the east, accessed by Ann Morrison Drive and Royal Blvd. Old Timer's Shelter is located on the northeast end of the park. Offers easy access to the river and the greenbelt.
Additional park amenities include a walking and biking path, The Boise River Greenbelt (which follows the length of the park), an 18-hole disc golf course, horseshoe pits, a kite flying area, and lots of space to enjoy a variety of outdoor pursuits. During the rafting season, river floaters complete their trips here at the pick-up point, where a bus transports them back to their origination point at Barber Park.

Mayor Bieter Boise Idaho Discussion About Targeting, Confusion, Lies, Gaslighting 2018
In 2018 I was tortured with organized harassment and more, this included the Boise Police, Idaho State Police, in my apt and anywhere I went.They ran me out of my apt, I now live in a car, the harassment continues. I tried to talk to Mayor Bieter in Idaho about it after a city council meeting. He gaslighted me, told me it was not happening. I have lots of evidence. He didn't even know what cointelpro was, apparently not aware of the Church Committee findings, the history of our country or Idaho. Frank Church was from Idaho. For years I have been harassed by the Boise Police and a large number of people in this city. Massive crimes were committed against me. The police, the mayor, everyone gaslights me and slanders me. Now that the city of Boise is spending a large amount of money which could have been used for affordable housing to attempt to get SCOTUS to help them criminalize the homeless. It is time to tell my stories of abuse at the hands of the city of Boise's staff, also Ada County. Lots of them should be in prison for what they have done. The SCOTUS should not give these people license to abuse the homeless who are not responsible for the high rent situation in this city and other cities, the low SSI for elderly/disabled, the low pay or the economy. It is a lie that the homeless are all mentally ill or on drugs, some are, some after they become homeless due to the abuse. The CIA and Big Pharma have targeted the population to intentionally cause addiction, greed and control. Boise seeks to get other cities to assist them in this plan to go after those they have made homeless intentionally by destroying affordable housing, not building anymore and allowing predatory landlords to raise the rent beyond what low income people can pay. The reason they are doing this is there are not enough beds for all the homeless, they seek to place as many as possible in prisons. Trauma, trauma, trauma
