Staying at the Little Yangon Hostel
Little Yangon Hostel is a good place to stay in downtown Yangon near the Rangoon Tea House albeit its a little far from bigger concentrations of places for foreigners to eat (e.g. Junction City). I had stayed here in April 2016 - they have a decent Myanmar style breakfast that varies daily. One bed in 8-Bed dormitory with shared Bathroom from Wednesday night until Tuesday morning came to $12.94 + $64.70 total when booked on Agoda.

The Thazaungdine Festival also known as the Festival of Lights is held on the Full Moon Dy of Thazaungmone, the eight months of Myanmar lunar calendar.
It is a National holiday and celebrates all over Myanmar.
It marks the end of the Kathina (Kahtein in Myanmar) season, during which monks are offered new robes and alms.
This video is about the Festival of Lights celebration in downtown Yangon with a special night market and funfair on the main street of Yangon for 5 days during the festive period.
People from all over Yangon and nearby came and enjoy the festival, eating lots of delicious street foods.

8 Mile Hotel, Yangon - Myanmar
Follow Us on our very short layover in Yangon upon arrival into Myanmar, where we checked into 8 Mile Hotel for a night’s stay before catching a flight to Bagan the very next day. Although a small property, we felt that 8 Mile Hotel is nicely equipped with the necessary amenities and conveniently located from the airport.
We booked this hotel from Agoda, and were pleasantly surprised by the fact that we could do an early check-in! The staff were very friendly and helpful. There were no instances of communication barriers too! The buffet breakfast spread which was complimentary with our room booking was pretty decent for such a small property as well. More importantly, we had a very good rest before continuing on our onward journey to Bagan! :D
