Tsunami Debris Update, March 2013
Tsunami evacuation stairway built in Iwate
The infrastructure ministry has completed an emergency stairway in Iwate Prefecture to allow residents to quickly evacuate to higher ground in the event of a tsunami.
After the 2011 earthquake and tsunami, the ministry decided to build emergency stairways in 9 places along Iwate's Pacific Coast. Steep hills there hampered evacuation efforts during the disaster.
On Monday, residents tried out the new stairway in Rikuzentakata to confirm their evacuation routes.
The 2-meter-wide concrete stairway links a coastal area with an elevated highway almost 9 meters above the ground. A handrail makes it easier for the elderly to use.
Solar-powered lights will provide illumination during nighttime blackouts.
Local community leader Seiichi Kanno says people in the area had to climb up or go around steep hills to reach higher ground. Kanno says the new stairs make him feel safer, and that he will try to inform all residents about the new evacuation routes.

US to use Japanese donations for tsunami debris
US authorities have decided to use donations from Japan for disposal of debris associated with the tsunami that hit northeastern Japan in March 2011.
Some of that debris has already reached the Pacific coast of North America.
The National Oceanic and Atmospheric Administration says it will use part of the 5 million dollars in donations from the Japanese government to dismantle a floating dock that drifted from Aomori Prefecture, northern Japan.
The huge dock was found in the state of Washington in December of last year.
The dismantling work is estimated to cost some 630,000 dollars, of which 478,000 dollars will be covered by the Japanese fund.
The NOAA says the rest of the Japanese donation will be distributed to 5 states facing the Pacific to help them clean up possible tsunami debris in the future.
One estimate has roughly 1.5 million tons of tsunami debris from the disaster 2 years ago drifting across the Pacific Ocean.

Many displaced Fukushima residents won't return
An NHK survey suggests that many Fukushima residents displaced by the earthquake, tsunami and nuclear accident in March 2011 are not planning to return to their former communities.
NHK conducted a survey from last December to this February. Of the 352 people who responded, 17 percent said they want to return and will do so. 10 percent said they have already returned home and will continue to live in the community.
52 percent of respondents said they want to return but can't and 19 percent said they don't want to return.
Former residents who indicated that they are unwilling to return were asked to explain the main reason why.
75 percent cited concerns about radiation amid little progress in decontamination and 22 percent said they would be unable to live with their families.
Some former residents expressed their love for Fukushima. One respondent wrote that the region gives residents a sense of peace and security. Another said Fukushima is irreplaceable as a birth place full of good memories.
However, others were angry at being unable to return due to the lingering impact of the nuclear accident. One person wrote that residents' dreams and hopes were dashed after their entire village was evacuated.
University of Hyogo Associate Professor Reo Kimura is an expert on disaster psychology. He says recovery efforts should be expedited, especially housing reconstruction and decontamination work.
Kimura adds that it is necessary to maintain community connections by providing current information to former residents.

STORYLINE:
Panic buying, commuter chaos and fears of nuclear contamination are rattling Tokyo residents in the wake of the nation's earthquake disaster.
Long queues formed at railway stations, shops and petrol stations on Monday, as a second explosion at a nuclear power plant further unnerved residents.
At Tokyo's Chofu station, commuters queued patiently to catch express trains. Long lines snaked from other stations after some lines were shut amid power cuts.
Services were reduced or suspended on many regional train lines, as authorities tried to reduce the load on the electricity network.
With ports and road links disrupted, fears of food shortages also led to a rush on shops and supermarkets on Monday.
People formed long queues to buy fresh vegetables amid fears they could soon run out.
Residents also queued outside a nearby supermarket, which remained closed until a new delivery of groceries arrived in the early afternoon.
Other residents said supermarket shelves were empty by Sunday night, with people stocking up on water and tinned or dried food.
While most petrol stations in Tokyo still have supplies of fuel, long lines of cars are forming outside as drivers rush to fill their tanks.
It is still only a protective measure, but another sign of the earthquake's impact well outside the disaster zone.
Millions (m) of people spent a third night without water, food or heating in near-freezing temperatures along the devastated northeastern coast.
Meanwhile, a third reactor at a nuclear power plant lost its cooling capacity, raising fears of a meltdown, while the stock market plunged over the likelihood of huge losses by Japanese industries including big names such as Toyota and Honda.
A Japanese police official said 1,000 washed up bodies were found scattered on Monday across the coastline of Miyagi prefecture.
The official declined to be named, citing department policy.
According to officials, more than 2,800 people have been confirmed dead, including the 1,000 bodies found Monday, and more than 1,400 were missing and another 1,900 were injured. But the Miyagi police chief has said that more than 10,000 people are estimated to have died in his province alone, which has a population of 2.3 (m) million.

Northern Japan 7 (last) - Ginga SL and Kamaishi
This is the seventh and last video of a trip thru northern Japan. From Ozawa onsen we went by bus to Hanamaki to catch the Ginga SL (steam locomotive train). The afternoon we spent in Kamaishi, a town at the coast which was hit hard by the tsunami in 2011 but is already rebuilt to a large degree. My deepest respect to the people who gave their town a new future. Japan is a great country.

Harry Potter fans, all aboard the SL Ginga to Kamaishi!!
Dave Nguyen continues his Tohoku railway rampage, this time jumping aboard the Steam Locomotive Ginga (Milky Way) - a restored C58 239 locomotive inspired by Kenji Miyazawa's 'Night on the Galactic Railroad'.
This train runs between Miyazawa's hometown of Hanamaki and the beautiful coastal town of Kamaishi (Visit Kamaishi, Visit Japan) in Iwate Prefecture. It also makes a stop at Tono, home of the mysterious water-dwelling and cucumber-eating Kappa (Japanese folklore creature).
Each of the carriages will take you back in time with early twentieth century decor, stained glass windows and soft lighting. It is also the first train in Japan with its very own planetarium!!
