Japan: On The Way To Extinction
EXPERTS SEEK MORE DATA ON FAULT UNDER REACTOR
Experts have urged the operator of a nuclear plant in central Japan to produce more data on a fault under one of its reactors.
Four experts and a member of the Nuclear Regulation Authority are planning a 2-day inspection of the Shika nuclear plant in Ishikawa Prefecture this month.
At a meeting of the authority on Friday, plant operator Hokuriku Electric repeated its assessment that the so-called S-1 fault will not move.
Company officials acknowledged that an active fault about one kilometer east of the plant could move. But they said the plant is strong enough to withstand such movement, and that the S-1 fault would not be affected.
Experts called for a cautious assessment of past fault movements. They also requested data that can be compared to those from the plant's construction phase.
Under new government standards, nuclear plants with active faults beneath their reactors and other critical facilities cannot be restarted.
The authority had judged that a fault under a reactor at another nuclear plant, the Tsuruga power station in neighboring Fukui Prefecture, could be active. The operator may have to decommission the reactor.

UTILITY GROUP CHIEF URGES GOVT. TO KEEP MONJU
The chief of the association of Japanese power utilities has called on the government to continue research and development for the experimental fast breeder reactor Monju.
Federation of Electric Power Companies Chairman Makoto Yagi said on Friday that a fast breeder reactor will help Japan make good use of its limited energy resources.
Yagi also said this type of reactor is a promising option to ensure long-term energy supply, and that Monju is important for that purpose.
The appeal came one day after Prime Minister Shinzo Abe said Monju's development is not making much progress.
Abe hinted that the government will consult the ruling coalition before drawing up a new basic energy plan.
A fast breeder reactor can produce more fuel than it consumes. The government used to consider it the center of nuclear fuel recycling.
But Monju has been mostly offline since a sodium leak accident in 1995.
Yagi also touched on the forthcoming third anniversary of the March 2011 earthquake and tsunami that triggered the Fukushima nuclear accident.
He said power companies will do all they can to improve the safety of nuclear power plants to win public trust and resume their operations as soon as possible.

ABE: DEVELOPMENT OF MONJU REACTOR NOT SMOOTH
Japan's Prime Minister Shinzo Abe says the development of the prototype fast-breeder reactor, Monju, is not making smooth progress.
Abe told the Lower House budget committee on Thursday that the government must reconsider its policy. He indicated that it will consult with the ruling parties in drafting a new basic energy plan.
On the nuclear recycling policy, Abe said the principle of possessing no unnecessary plutonium must be firmly maintained.
He said Japan will continue to make plutonium use more transparent. He said the country will contribute to nuclear non-proliferation efforts and promote peaceful use of atomic energy.

REGULATOR TO SURVEY FAULTS UNDER KASHIWAZAKI PLANT
Japan's nuclear regulator will conduct a survey at the Kashiwazaki-Kariwa nuclear plant to find out whether dozens of fault lines beneath the facilities are active.
The operator, Tokyo Electric Power Company, has applied to restart 2 of the 7 reactors at the plant in Niigata Prefecture on the Sea of Japan.
The utility submitted documents requesting a safety screening to the Nuclear Regulation Authority in September last year.
The regulator has asked the firm to check if 23 fault lines running under some of the reactor buildings could cause earthquakes.
The NRA commissioner, Kunihiko Shimazaki, and other experts will conduct an initial survey over a 2-day period beginning as early as February 17th.
They will visit the site where an observation shaft is being drilled to a depth of 30 meters.
The utility's business plan assumes the reactors can be restarted in stages from July, but the survey of the faults is expected to continue for several months.

Tsubame tableware dates back to the Edo Period when the manufacturing of carpentry nails was developed to support the needs of local farmers. Later, the production of metal files, tobacco pipes, and copperware was introduced during the Taisho Period. This metalworking technology leads to the modern style of cutlery and kitchen tools. Currently, Tsubame's cutlery keeps more than 90% of the market share in Japan, leading in both the domestic and export market.
The history of Sanjo blacksmiths began in 1625, when the local governor of Izumosaki, Seibei Ohtani, needed a solution to help the local farmers who were suffering from the river's frequent flooding. He invited blacksmiths from Tokyo to teach and encourage the farmers on how to make nails to supplement their income. The convenient tools and knives made by modern Sanjo blacksmiths continue this tradition, and these specialty products of Sanjo have become famous all over Japan.

REGULATOR TO SURVEY FAULTS AT KASHIWAZAKI PLANT
Japan's nuclear regulator is starting a survey of faults at the Kashiwazaki-Kariwa nuclear plant.
The Nuclear Regulation Authority will inspect the plant in Niigata Prefecture on the Sea of Japan coast from Monday.
Tokyo Electric Power Company requested the safety screening ahead of plans to restart the Number 6 and Number 7 reactors at the plant.
But the authority asked TEPCO to conduct an additional survey because there are 23 faults underneath reactor buildings and other locations.
Authority Commissioner Kunihiko Shimazaki and other experts will spend 2 days determining the adequacy of the operator's plan for an additional survey of the faults.
The experts say they will inspect the site of a large-scale pit. They will also examine the terrain and geological formations around the compound.
TEPCO says it currently believes there is no possibility of future fault movement at the compound. It expects the new survey will likely take several months to complete.
But the survey could prolong the authority's safety screening. The utility is estimating its finances on the assumption that the plant will be restarted in July.
New regulations ban the installment of nuclear reactors and other key equipment above faults that could move in the future.

WATER LEAKS FROM BARRIER FOUND AT FUKUSHIMA PLANT
The operator of the damaged Fukushima Daiichi nuclear plant says officials have found water leaks at 7 locations in a barrier that surrounds tanks holding contaminated water.
Tokyo Electric Power Company officials said they confirmed on Sunday that water had leaked from the barrier near the Number 4 reactor. It's one of 30 barriers in the compound.
The officials said the amount of the leak was about 19.2 tons, which they believe seeped into the ground.
They detected 23 becquerels per liter of radioactive strontium 90 in water still inside the barrier.
The level is below the national standard for the discharge of contaminated water into the sea, but is 2.3 times the standard for discharging from the barriers.
Heavy rains last October caused the barriers to overflow. That prompted the utility to raise the height of the barriers.
The officials said the leaks occurred at connections between steel plates used to raise the height of the barrier and from where piping was installed in plates.
They said they are investigating why the leaks are concentrated at the barrier.

MOTEGI TO SUBMIT DRAFT ENERGY PLAN NEXT WEEK
The policy chief of the ruling Liberal Democratic Party says the government hopes to decide on a new basic energy plan by the end of March.
Sanae Takaichi made the remark during an NHK television program on Sunday.
She said the LDP pledged during its election campaigns to prioritize the safety of nuclear power plants. She said her party also promised to do everything it can to create a suitable environment for restarting reactors when the Nuclear Regulation Authority confirms their safety.
She pointed out that the Japanese economy is recovering, thanks to Prime Minister Shinzo Abe's initiative known as Abenomics.
Takaichi said that if stable supplies of electricity cannot be secured for a reasonable cost, companies will avoid Japan and people's daily lives will become more difficult.
She said Minister of Economy, Trade and Industry Toshimitsu Motegi is expected to submit the draft of a new energy plan in about one week.
She said the ruling parties will discuss the proposal and make a final decision by the end of next month.
Some lawmakers from the ruling parties said greater use should be made of renewable energy. Others said a plan should be drawn up to completely phase out nuclear power.

Population report: rural areas losing young women
A private study panel estimates that by 2040, nearly 50 percent of all Japanese municipalities may have fewer than half as many young women as they did in 2010.
The Japan Policy Council projected the populations of cities, towns and villages for 2040 based on data compiled by the National Institute of Population and Social Security Research. The study was based on a scenario positing the continued outflow of people from rural municipalities to large cities.
The report says 896 municipalities, or about 49.8 percent of the total, will see their populations of actively reproducing women in their 20s and 30s more than halved by 2040.

US nuclear waste site to be closed for 3 years
A company managing an underground nuclear waste repository in the US state of New Mexico says it has still not determined the cause of a radioactive leak at the facility in February. It estimates that it will take another 3 years before the facility can reopen.
The leak occurred 660 meters below ground. Twenty-one employees working on the surface were exposed to radiation.
The company held a meeting with local residents in a nearby town on Thursday. It said a chemical reaction inside a nuclear waste container may have caused the leak.
The company said it will likely take 3 years before workers can secure safety and resume operations.
Areas near reactors checked for iodine supply
Japan's government has begun checking whether 24 of the country's prefectures have supplies of iodine tablets required for people living within 30 kilometers of nuclear power plants.
The prefectures' governments must store such tablets to be distributed to residents in case of nuclear emergencies. The central government finances such supplies.
Iodine is said to be useful in preventing the thyroid gland from absorbing radioactive substances.
The government began the investigation after Niigata Prefecture was found to have failed to store more than 1.3 million tablets necessary for residents within 30 kilometers of the Kashiwazaki-Kariwa plant.
A prefectural official admitted to forging documents and pretending to buy the tablets. His boss did not confirm delivery.
Government officials in charge of nuclear disaster prevention are to visit Niigata Prefecture next week to look into the case.

Strict scrutiny delays re-starting of reactors
Further safety inspections have delayed the restarting of reactors at the Kashiwazaki-Kariwa nuclear power plant in Japan's Niigata Prefecture.
A resumption of the Kashiwazaki plant is crucial for operator Tokyo Electric Power Company's (TEPCO's) survival, following the earthquake and tsunami which damaged its Fukushima Daiichi nuclear power plant in 2011.
All of Japan's nuclear reactors were shut down in the wake of the disaster, and a new Nuclear Regulation Authority was set up to verify their safety.
TEPCO had hoped to restart its two newest reactors at Kashiwazaki by the middle of last year, and a business reconstruction plan was based on that assumption.
But all seven of the reactors have yet to be restarted as TEPCO continues to implement stringent post-Fukushima safety inspections and training at all of its plants.
Kashiwazaki-Kariwa plant's chief Tadayuki Yokomura told The Associated Press that improving safety measures at the plant is the top priority.
I am not particularly fixated on the issue of restarting the reactors, he said. Building up efforts toward enhancing nuclear safety is what is important.
The plant has implemented multiple back-up systems to regain the trust of the Japanese public and the international community, and demonstrate that its nuclear plants are safe.
Lessons learned from the Fukushima disaster include installing flood-prevention measures in case of another tsunami, as well as measures to ensure the cooling functions of nuclear reactors in the event of another accident.
At Kashiwazaki, a tsunami wall that rises 15 metres (50 feet) above sea level has been constructed, installed with filtered vents to limit the release of radiation in an emergency.
Twenty thousand tons of fresh water, essential for cooling down the reactors, are also now stored in a reservoir 45 metres (147 feet) above sea level.
Water-tight doors have also been installed to prevent floodwaters reaching operating rooms.
Gaku Sato, who oversees safety management at the site, and who helped safety workers at the Fukushima plant spray water onto the reactor to prevent a melt down, said inculcating a safety culture across the whole company was vital.
5,500 workers currently maintain the Kashiwazaki-Kariwa facility and are being trained in these new safety measures.
Japan's power utilities are edging closer to restarting reactors starting with the Sendai power plant in Kagoshima Prefecture in the spring, which becomes the first to operate under the post-Fukushima safety rules.
But the governor of Niigata Prefecture, Hirohiko Izumida, said questions still need to be answered following the Fukushima disaster before any of Japan's nuclear power plants can be restarted.

Suicidal Japan: Restarting Nuclear Reactors
BREAKWATER COMPLETED FOR NUCLEAR PLANT IN NIIGATA
Tokyo Electric Power Company has unveiled a breakwater erected to prevent tsunami damage to a nuclear plant on the Japan Sea.
Seawalls are one of the requirements stipulated in safety guidelines approved by the country's nuclear regulator on Wednesday.
The safety guidelines will take effect in July. They oblige power companies to implement measures to address the possibility of serious accidents at nuclear plants.
On Thursday, TEPCO gave reporters access to the breakwater built for the Kashiwazaki-Kariwa nuclear plant in Niigata Prefecture. The utility started constructing the barrier 2 years ago.
The breakwater stands about 15 meters above sea level. TEPCO officials say the seawall can protect the reactor buildings even if it was hit by tsunami waves as large as ones that struck the Fukushima Daiichi nuclear station in 2011.
TEPCO also let reporters watch, for the first time, its work to set up filter vents at the plant. The system can release pressure in containment vessels while limiting the emission of radioactive substances.
Power companies are required to install filter vents at boiling-water type reactors similar to those at the crippled Fukushima plant.
TEPCO is now laying concrete foundations for the vents on the ground next to the currently offline No.1 and No.7 reactor buildings.
If completed, the tank-shaped equipment will measure 8 meters high and 4 meters wide. It uses water as a filter to drastically reduce emissions of radioactive elements.
TEPCO says it hopes to win local understanding for the safety measures so it can quickly apply to restart the reactors.

OHI REACTORS LIKELY TO REMAIN ONLINE BEYOND JULY
Japan's Nuclear Regulation Authority will allow the country's only 2 running reactors to stay online after new nuclear safety guidelines take effect in July.
The guidelines for the first time oblige utilities to beef up measures against serious accidents like the one that occurred in Fukushima 2 years ago.
The authority submitted a draft report on its safety assessment of the No. 3 and No. 4 reactors at the Ohi plant in Fukui Prefecture to a panel meeting on Thursday.
The report says the reactors will not be seriously affected even by a maximum-intensity earthquake. But it added the reservation that geological strata underneath the site are not fully known.
It also urges the utility to improve some emergency measures including the on-site emergency response facility.
But the report ultimately concludes that the 2 reactors operated by Kansai Electric Power Company are unlikely to immediately cause a serious safety problem.
The NRA plans to compile a final report after talking to Kansai Electric at a meeting scheduled for next Monday.
With that judgment, the Ohi reactors are expected to remain working until September, when they go offline for mandatory checks.
But the nuclear regulator criticized the utility for being stingy with information on the safety measures. The authority said that such an attitude could hamper it from carrying out its screening effectively.

JAPAN'S REGULATORS TO ALLOW 2 REACTORS TO CONTINUE
Japan's nuclear regulators are expected to allow the only 2 reactors currently online in the country to continue operation.
The Nuclear Regulation Authority plans to submit a draft report on the 2 reactors at the Ohi power plant in Fukui Prefecture to a panel meeting on Thursday. The Authority has conducted inspections of the reactors since April based on a new set of stricter safety standards.
The new standards will take effect on July 8th. They require power companies to take concrete steps to deal with serious accidents.
The report says Authority inspectors have found no serious safety problems at the Ohi reactors.
With that positive assessment, the Authority is expected to give the go-ahead for the reactors to stay in operation until September, when they are scheduled to shut down for regular inspections.
All of Japan's nuclear power plants suspended operations after the nuclear accident in Fukushima 2 years ago.

Ship carrying plutonium leaves Japan for US
A ship transporting plutonium from Japan to the United States is set to start the journey.
The vessel is scheduled to leave a port in Ibaraki Prefecture, eastern Japan, on Tuesday.
It will deliver 331 kilograms of highly pure plutonium to the US, where it will be processed. The amount is said to be enough to make 40 atomic bombs.
The transfer is part of counterterrorism measures planned by Japanese and US leaders at a 2014 nuclear security summit in the Netherlands.
Japan originally purchased the plutonium from some Western countries in the 1970s. It was used at a nuclear research facility in Ibaraki Prefecture.
The Japanese government has not disclosed the means of transport or routes, citing security concerns.
But sources said an armed ship flying British flags arrived at a port in the prefecture on Monday, and has been waiting to be loaded with cargo.
Experts say the purity of the plutonium is so high, it could easily be used in nuclear weapons. The material will be processed at a facility in the US to prevent its use in weapons.
Besides the shipment to the US, Japan has 47 tons of plutonium, both in and outside the country. It was created by reprocessing spent fuel from nuclear power plants.
Japan had plans to use the stockpile in a fast-breed reactor that burns plutonium.
But the reactor is still under development and is not likely to go into use in the near future.
Japan's plutonium stockpile has attracted international attention, especially as plans for a new reprocessing plant could further increase it.
TEPCO apologizes for meltdown announcement delay
Tokyo Electric Power Company has apologized to a Niigata Prefectural Government panel for not realizing sooner that 3 reactors at its Fukushima Daiichi plant had melted down in March 2011.
The panel is studying the safety of the Kashiwazaki-Kariwa nuclear plant in the prefecture. Niigata has made verification of the details of the Fukushima accident a prerequisite for the plant's restart.
TEPCO waited 2 months after the Fukushima accident to announce the meltdowns. The panel had questioned the delay. But TEPCO insisted it had no basis for making the determination.
Last month, nearly 5 years after the disaster, the utility revealed it could have declared the reactors had melted down 3 days after the accident if it had adhered to an in-house manual.
On Wednesday, Managing Executive Officer Takafumi Anegawa apologized to the panel. He said the utility should have realized and reported the existence of the manual sooner.
Panel members asked the utility why the manual went unnoticed for 5 years. They said the utility's longstanding and false claim that it had no standards for determining a meltdown makes it an untrustworthy nuclear plant operator.
Screening of Kashiwazaki-kariwa plant to be halted
Japan's nuclear regulator says it will suspend screening for restarts of 2 reactors at a nuclear power plant in central Japan.
The reactors are the Number 6 and 7 units of the plant at Kashiwazaki-kariwa in Niigata Prefecture.
The Nuclear Regulation Authority said on Wednesday that Tokyo Electric Power Company must supply more data for a new method of assessing quake resistance of facilities and buildings.
The screening has focused on measures to prevent serious accidents, as the regulator judged that the 2 reactors have a new design and pose fewer safety risks.
Niigata Governor Hirohiko Izumida says he wants the regulator to conduct thorough safety checks. He also suggests that finding the truth of the 2011 Fukushima nuclear accident is essential for ensuring the safety of nuclear plants.
Govt., residents argue in court over Monju reactor
A Tokyo court has begun hearing arguments in a lawsuit filed by residents seeking to revoke a government permit for a prototype fast breeder reactor in Fukui Prefecture. The facility has been mostly idle since an accident in 1995.
Some 100 residents of Fukui and neighboring prefectures filed the suit to demand that Japan's Nuclear Regulation Authority cancel its permit for Monju.
They accused the reactor's operator, the Japan Atomic Energy Agency, of incompetence, and cited risks of serious accidents triggered by earthquakes or tsunami.
