Abstract:
After the Fukushima accident in Japan, the regulatory structure of nuclear power plant was reformed and the NRA (Nuclear Regulatory Authority) was established as an independent regulatory commission. One remaining issue is how to officially position the role of local governments. Up to now, local governments have been involved through safety agreements they concluded with nuclear operators to require them to have prior consultation/ approval from the host local governments whenever operators make changes to their facilities and to notify in case any trouble happens. Under the safety agreement, operators must seek permission from the local governments concerned for restarting a plant. Some argue that local governments are important for communication with host-community residents. However, some criticize that the involvement of local governments is based on no clear legal grounds. One possible example of the formal role of local government is offered by French commissions locales d’ information (CLI). They were established by the local governments as forums for information-sharing between the central government regulator, local residents, plant operators and others. Having those discussions in mind, the structure and characteristics of CLI will be analyzed, comparing with the arrangement of safety agreement in Japan.

Prof. Shiroyama’s research focuses on international administration, science, technology and public policy, and public policy process. His publications include Transformation of Political Space and Policy Innovation 1 Political Theory of Policy Innovation, The Structure of International Aid Administration, Governance of Science and Technology, The Harmonization of Automobile Environmental Standards between Japan, the United States and Europe in Pacific Review vol. 20-3, Administrative Reorganization and Public Sector Reform in Japan in The Public Sector in Transition: East Asia and the European Union Compared, Technology Innovation and Diffusion for Environmental Protection, in Energy Market Restructuring and the Environment, Nuclear Safety Regulation in Japan and Impacts of the Fukushima Daiichi Accident in Reflections on the Fukushima Daiichi Nuclear Accident: Toward Social-Scientific Literacy and Engineering Resilience, Case Study of Eco-Town Project in Kitakyushu - Tension among Incumbents and the Transition from Industrial city to Green City in Governance of Urban Sustainability Transitions: European and Asian Experiences. He was the Dean of the Graduate School of Public Policy from 2014 to 2016 and the Director of Policy Alternatives Research Institute from 2010 to 2014 at the University of Tokyo. He also served as the Chairman of the Planning Committee of New Initiatives for Humanities and Social Sciences Program at the Japan Society for the Promotion of Science from 2003-2008, as President of the PI forum, an NPO for consensus building in Japan from 2006-2008 and as a member of various government advisory councils on higher education, nuclear safety, food safety, fire protection, scenarios for climate mitigation, and industrial policy.

THE JACKET: The silver jacket uses the ultimate color that maximizes insulation capacity while minimizing reflection into the Ozone. The jacket has a series of circular rings at the neck, which funnel body heat upwards, to envelop the head in warm air. This keeps the head warm without a hood or hat. The shoulders and arms have a double-layer of material to insulate and recycle the natural body heat that wants to rise upwards. The double-layer also insulates, keeps the body dry, and protects the body, from rain and snow. In sum, the jacket is a kind of moving architecture that accommodates and adjusts to changing climates, and to the body's movement and internal changing climate, and acts as a protective and insulated layer from the conditions of the outside world. It's maximizing insulation while minimizing reflectivity to the atmosphere is an important point, and its ergonomic design, based on the physiology of the human body.

New efforts to clean up Phnom Penh's pollution problem

Cambodia's capital Phnom Penh is facing a massive pollution problem because of the widespread use of plastic packaging and poor waste management services.
In an effort to clean up the mess, the government has introduced a plastic bag tax and environmental groups are working on other innovative new solutions.
STORYLINE:
Across Cambodia's sprawling capital around 10 million plastic bags are used every day - 10 times more than in similar sized cities in the European Union and China, according to the ACRA Foundation.
It says that over-use of plastic packaging and a lack of adequate waste management have combined to give Phnom Penh it's chronic pollution problem.
The consequences can been seen everywhere, piled up on the streets and clogging drainage systems, causing health problems and damaging tourism.
Street markets are among the biggest offenders when it comes to plastic rubbish.
Here, plastic bags are used for holding hot and cold food, with drinks and groceries typically packaged in two or three layers of plastic.
If there's a lot of vegetables, two or three kilos, they will always ask for another big plastic bag to go on the outside, says market vendor Jin Sreypov.
They always want one more on the outside and that's why I use a lot of plastic. If a customer buys five things and they ask me for only one plastic bag I'm very happy because I use less plastic and I don't waste a lot of money, That's all I have to say.
The plastic pollution problem is worst for poor families living along the drainage canals that cross 30 city blocks.
Officially known as the Boueng Trabek sewage canal, locals have dubbed it the loo teuk saouy or smelly water canal.
Plastic pollution floats down and then gets trapped causing regular flooding.
Although no official studies have been done, locals complain of ill health they blame on plastic pollution.
In an effort to address the problem both the government and the private sector are starting to take action.
Cambodia passed a new law in April requiring customers at supermarkets and shopping centers to pay US10 cents (400 riel) for each plastic bag.
While a complete ban on plastic bags would be ideal, the concerns of poor people who rely on them must also be taken into account, says Nick Beresford, country director for the United Nations Development Programme.
There's quite a number of solutions that we've seen globally that have been very effective, he says.
I mean a particularly famous example is from Rwanda where there's just a simple ban on plastic bags. If you have a government - law enforcement - who are genuinely committed to doing this, that can be done. But I would also emphasise that you want to make it so that people have a realistic alternative. You don't want to make it something that also penalises poorer people or working-class people who need those plastic bags for their businesses or for their daily lives.
While the plastic bag tax is aimed at reducing the number of bags in circulation, environmental organisations are using technology to clean up the mess and provide alternative solutions.
'Cleanbodia' has developed a new biodegradable bag that's similar to plastic but partially made out of cassava.
Our plastic bags are biodegradable, which basically means they are made of half cassava starch and half classical plastic material, says Sales Manager Clementine Ciani.
Other organisation are also working to clea-up Cambodia's image.
