ADANA, TURKEY — A large number of Turkish troops and civilians on Sunday sealed off Incirlik Air Base, a military base used by the U.S. and functions as a NATO storage site. The lock down came a day before a key U.S. official’s scheduled visit.
Incirlik Air Base is located in the city of Adana in southern Turkey. The air base is mainly operated by U.S. and Turkish militaries. It is also one of the six NATO storage sites, and can store up to 90 warheads.
Local media reported that air base was sealed off by heavy vehicles such as trucks, and both civilians and police were involved. The action also alledgely fueled rumours of a second coup attempt, News.com.au reported.
Bloomberg reported that Turkish authorities restored access to the air base before U.S. Joint Chiefs of Staff Chairman Gen. Joseph Dunford arrived on Monday. The lockdown reportedly lasted for 4 hours.
Gen. Joseph Dunford is expected to hold talks with Turkish military officials in Ankara.

Military officials in Turkey claim to have overthrown the country's government, despite the prime minister's assurances the coup attempt was unsuccessful.
Military jets and gunfire have been heard in the capital city of Ankara. Security forces locked down two major bridges in Istanbul, and tanks have been seen on the streets.
Prime Minister Binali Yildirim told state TV the lockdown was prompted by an illegal action from a military faction and promised the perpetrators would pay the highest price.
Turkey's President Recep Tayyip Erdogan is currently away from the country on vacation.

U.S. Tries To Soothe Ruffled Turkish Feathers After Failed Coup
On Monday, America's highest-ranking military officer tried to soothe strained ties with NATO ally Turkey. Turkey was angered by the West's response to a failed military coup and by an apparent U.S. reluctance to hand over Fethullah Gulen--the Pennsylvania-based cleric it says was responsible. The fallout from the abortive coup on July 15th has deepened a rift between Ankara and its Western allies. During the failed attempt, more than 230 people were killed as mutinous soldiers commandeered fighter jets, helicopters and tanks in a bid to seize power. According to Reuters, more than 60,000 people in the military, judiciary, civil service and education have been detained, suspended or placed under investigation since then. Fears have arisen that Turkish President Recep Tayip Erdogan is pursuing an indiscriminate crackdown on all forms of dissent. Chairman of the U.S. Joint Chiefs of Staff General Joseph Dunford is the principal military adviser to President Barack Obama. After meeting with Turkish Prime Minister Binali Yildirim, a statement from Yildirim's office said Dunford condemned the failed coup in Turkey, and said his visit was to show solidarity. He added that the U.S. was fully supportive of Turkish democracy.

STORYLINE:
Hundreds of Lebanese of Armenian descent protested in Beirut on Thursday against the two-day visit of Turkish Prime Minister Recep Tayyip Erdogan to the country.
The protesters gathered in the capital's Martyrs' Square to demonstrate against Turkey's refusal to recognise the World-War I-era killings of Armenians by Ottoman Turks as genocide.
We also have a big grief with Turkey in that they are not recognising the Armenian genocide, something which is unacceptable after almost one hundred years of its occurrence, said Alain Tabourian, Former Lebanese telecommunications minister.
Some protesters clashed with the riot police as they chanted slogans against Turkey, while others tore down a large poster of Erdogan.

Erdogan himself was inaugurating a hospital in the southern port city of Sidon on Thursday.
In 1915, Ottoman authorities evicted Armenians from their homes in actions that spiralled into the mass slaughter of the Armenian population.
Turkey and Armenia are locked in a bitter dispute over the deaths of Armenians in Turkey.
Historians estimate that up to 1.5 (m) million Armenians were killed by Ottoman Turks around the time of World War I.
Many scholars view the event as the first genocide of the 20th century.
Turkey denies that the deaths constituted genocide, saying the toll has been inflated and those killed were victims of civil war and unrest.

Turkey-Europe locked in war of words as EU summit opens
Tensions with Turkey will be high on the agenda of the European Union summit this weekend, amid calls within the bloc to freeze relations.
Turkish and European officials have been in a war of words, with Ankara accusing members of the EU of supporting terrorism and EU politicians alleging a deterioration of democratic and human rights in Turkey.
German Chancellor Angela Merkel has said that EU leaders would not make a decision on whether to freeze Ankara's EU membership bid during the upcoming summit in Brussels, which begins on October 18.

Merkel's ultimate aim is to convince other member states to approve suspending membership talks with Turkey, said Can Baydarol, the deputy chairman of the Ankara-based European Union and Global Research Association.

The United States has suspended Turkey’s participation in the F-35 Joint Strike Fighter jet program until Ankara cancels its planned purchase of a sophisticated Russian air defence system, the Pentagon said. It comes as the United States and NATO member Turkey also are locked in a dispute over Syria, and the day after Turkish President Recep Tayyip Erdogan’s party lost control of major cities in hard-fought local elections.

1974 SPECIAL REPORT: LIFE IN A TURKISH PRISON
ANKARA, Turkey -- Five Americans serving long sentences in Turkish jails may be coming home soon to serve out their terms in the United States.
The release of the Americans, convicted on drug charges, was expected after Turkey finally made official a prisoner-exchange treaty with the United States by publishing it in the national gazette Thursday.
The treaty was ratified by the U.S. Senate last year but, because of Turkey's political turmoil, did not get Ankara's final approval until this week.
Technically, the Americans could be released from Turkey's notorious Sagmacilar prison -- the jail described in the movie 'Midnight Express' -- and other jails within 30 days, when the treaty goes into effect.
But legal observers said red tape probably would delay their release until early next year.
Two Americans are now in Sagmacilar prison. Michael Ray has been there since April 1973 and, if not for the prisoner exchange treaty, would not be eligible for release until March, 1983.
Barbara Livingston, 29, of Northrup, Michigan, is also being held in Sagmacilar. She was arrested this summer on charges of dealing in narcotics and was not eligible for release for another 9 years.
The other three jailed Americans -- Robert Hubbard, 29, of Fort Riley, Kansas, Katherine Zenz, 34, of Lancaster, Michigan, and Jo Anne McDaniel, 35, of Salem, Oregon -- were arrested together on charges of smuggling 233 pounds of hashish into Turkey from Syria in 1972.
They were sentenced to death but their punishment was commuted to life imprisonment. Because of various amnesties and time off for good behavior, they are eligible for release in July, 1982.
The three were transferred four months ago to the modern Borcu prison in Izmir from an overcrowded prison in Adana, where riots were constantly erupting.
A sixth American, a serviceman caught with a small amount of hashish in a resort town on the Aegean coast, is awaiting trial. He was charged with possession, a much less serious crime.
The exchange treaty also provides for Turks now in American prisons to request a transfer home and U.S. prisons are being canvassed to locate Turkish prisoners.
Billy Hayes wrote 'Midnight Express' after escaping from Sagmacilar, where he was jailed for smuggling hashish. Turkish authorities denounced his story as slanderous and banned the book.
Blast scene remains locked down
(14 Mar 2016) Almost 24 hours after an explosion hit the Turkish capital, the site of the attack was still blocked off by police on Monday night.
The blast - the second in the Ankara in less than one month - killed 37 people and wounded 125 others.
71 people remained in hospital on Monday, of who 15 were in a serious condition.
Bulent Ucel, a 28-year-old Ankara resident, first thought he heard thunder on Sunday evening when the bomb went off, but soon realized is was something else.
Scores of local and international media were still reporting from near the scene of the attack on Monday evening.

Lawmakers say Trump is locked into Turkey sanctions
WASHINGTON ― After days of silence about whether Turkey will be punished for accepting a Russian-made air defense system, U.S. President Donald Trump reluctantly seemed to agree Turkey will now be cut off from the F-35.
Though Washington has repeatedly warned that the Russian system, the S-400, is incompatible with NATO systems and is a threat to the F-35, Trump expressed sympathy toward Turkey’s decision. Trump portrayed the Obama administration as refusing to sell Turkey an American alternative, the Patriot missile defense system, until after the S-400 purchase was complete.
“So what happens is we have a situation where Turkey is very good with us, very good, and we are now telling Turkey that because you have really been forced to buy another missile system, we’re not going to sell you the F-35 fighter jets, Trump said. It’s a very tough situation that they’re in, and it’s a very tough situation that we’ve been placed in, the United States.”
“With all of that being said, we’re working through it, but it’s not really fair,” Trump added. “Because they bought a Russian system, we’re not allowed to sell them billions of aircraft. It’s not a fair situation.”
The administration’s delayed response has fueled speculation Trump was looking to avoid a fight with Turkish President Recep Tayyip Erdoğan, whom he has sympathized with in the past. And notably, the president did not say whether he would impose sanctions on Turkey under the Countering America’s Adversaries Through Sanctions Act, or CAATSA.
But members of Congress this week said the law is very clear: Trump has no choice but to sanction its NATO ally.
Days ago, Erdoğan has expressed a belief that Trump has the authority to waive sanctions on Turkey for its purchase of the Russian air defense systems and must “find the middle ground.” But Trump may find Congress closed the door to compromise last year when it set a high bar to waive U.S. sanctions on countries that buy Russian weapons.
Lawmakers from both parties said the waiver language was included to accommodate allies India and Vietnam, it was tailor-made not to let Turkey off the hook for its purchase of the S-400, and a waiver would be impermissible under current circumstances. The White House, under the law, will instead have to choose from the law’s menu of sanctions, several lawmakers said.
“There’s wide latitude about what to do about the sanctions, but the sanctions certainly need to be put in place,” Oklahoma Republican Sen. James Lankford, R-Okla., a Turkey critic and one of the lawmakers involved in drafting the waiver provision, said Tuesday.
For years, the U.S. and other NATO allies have expressed alarm that plugging the Russian system into the alliance could lead to data leaks and security breaches, voicing fears it would allow Russia to gain information about the stealthy F-35 fighter.
The Turkish Defence Ministry on July 12 announced it has received the first pieces of the S-400 at Murted Air Base, near Ankara. That delivery was marked as a trigger for sanctions against Turkey and breaking point for its participation in the F-35 program.

Kiss Demonstration In Turkey
Dozens of couples have locked lips at a subway stop in Turkey's capital, Ankara, to protest subway authorities' admonishment of a couple that kissed in public.
Some 100 people in the station kissed for several minutes in protest on Saturday. Demonstrators carried signs reading Free Kisses'' and chanted slogans.
Turkish media reported that, earlier in the week, Ankara subway officials made an announcement asking passengers to act in accordance with moral rules after security cameras spotted the couple kissing.
The issue prompted an opposition lawmaker to question the ruling party, which many secularists fear wants to expand the role of Islam in Turkey, about whether subway officials were authorised to make such demands.
A conservative group of some 20 people staged a counter-protest. Police set up barricades between the groups.
