Restorative justice is a system that encourages minor criminal offenders to make amends for their violations, by paying fines. The payments not only act as compensation, but also spare the offenders time in prison; at the same time, help support charity programs to reduce future crime. Continuing our series on restorative justice, we take you to Taoyuan County's Daxi Township, in Taiwan, to see how the Shepherd Youth Caring Home does it.
Students without a loving home
The school bell's ring signifies the end of the day's classes. As most of the students head home after school, some turn towards the school's basketball court, instead. Their parents are not home, so they are free to do as they please after school.
Recently, these kids have changed their routines, and started going somewhere else after dark.
Youth home takes them in
The Shepherd Youth Care Home is a charity founded by teachers, to care for students like these, after school. Not only do they get fed here, but they also get help with their academics.
The Shepherd Youth Care Home president, Sun Shuai:For example, his father is a construction worker, so he has to travel along with his job and often stays at each work site. His mother is in the service industry, and doesn't come home till 10 or 11, so no one looks after him. Many kids share similar stories.
Helping nurture children in need
At Daxi Middle School, in Taiwan's Taoyuan County, one out of six students is an indigene. Many come from single-parent families, are raised by their grandparents, or live in poverty. To care for these students with love is the Shepherd Youth Care Home's mission.
The Shepherd secretary general, Xiao Zongzhi:We have over 30 kids here. Most of them have problem standing still and focusing. If a class is 40 minutes long, it's already an achievement if they can quiet down for 20 minutes.
Proper values are important
The teachers don't aim to help these students get good grades. Instead, they want to provide proper moral values and help the students learn to focus. Finally, every student is now ready to begin tonight's class, but troublemaker Song Jie runs out again.
Their talents lie elsewhere
20 minutes of silent focus on their studies is indeed difficult for these students. The teachers have to be patient and nurturing.
The Shepherd secretary general, Xiao Zongzhi:Our classes are just to make sure the students don't fall behind in school, but we think their talents lie elsewhere. Through our observation, we think they are gifted in the areas of the arts and crafts and such areas.
Artistic talent may be abused
When their class is over, several students band together and sing in harmony. Only the musically gifted can pull this off. But their gift may lead them down the wrong path.
The Shepherd Youth Care Home president, Sun Shuai:Around Daxi Township, there are a lot of large ceremonial parades. It is a venue for these students to perform, and be recognized. As they travel with troupes performing in the parades, they build up their self-confidence and self-esteem.
Parents are never home
Song Jie's parents work in the mountains of Taoyuan County, leaving him and his elder sister behind on the plains. He has joined a ceremonial troupe since fifth grade. His mother can only leave slogans behind, to remind him to behave.
Living without care nor discipline
As it turns out, Song Jie sleeps on the sofa, so he can watch TV. What about studying?
Inspired by the caring home
That may seem absurd for a student, but it is the fruit of one month of discipline from the Caring Home.
Daxi Middle School student, Song Jie:The other day at the Home, I told Ms. Sun that I will never give up and let others look down on me. I will keep up in school so I can enroll in the military academy; then I can help others. We are being helped now, so we must help more people in the future.
Home supported by criminal fines
The Shepherd Youth Caring Home is funded by fines collected from minor public offenders. In this way, these troubled students will be kept from the wrong path. By taking the restorative approach of justice, both current offenders learn their lesson and future crimes are prevented.

General Tso's Chicken Recipe:
Ingredients:
1 pound of Boneless Skinless Chicken Thigh, cut into pieces
Soy Sauce
1 tablespoon of Minced Ginger
1 tablespoon of Minced Garlic
Chinese Cooking Wine
Corn Starch
Baking Soda
1 egg white
scallions
rice vinegar
sugar
dried chili (fresh works if you only have freshy fresh)
Directions:
1. Add one egg white into a bowl and beat lightly with a fork.
2. Add 3 tablespoons of soy and Cooking Wine. Add 1/4 teaspoon baking soda. 3-4 tablespoons of Corn Starch and mix together.
3. Add chicken and let marinate while you work on the sauce.
4. In another bowl add a cup of corn starch, 1 teaspoon of salt and 1/2 teaspoon of baking soda and mix up. Set aside
5. In a third bowl add 3 tablespoons soy sauce, 2 tablespoons of rice wine, 2 tablespoons of rice vinegar, 3 tablespoons of sugar, a splash of sesame oil and 1 tablespoon of corn starch.
6. Dip the chicken and coat it well in the dry corn starch mixture.
7. Fry up that chicken in oil at 350-375 until it is glorious and golden. Drain on paper towel.
8. In a wok or large pan add some neutral oil (like vegetable), get it hot and toss in scallions, minced ginger and garlic and 1-3 dried chili (depending on your tough guy heat factor), mix it up and let it fry on high heat for 30 seconds or until it starts to color.
9. Toss in your master sauce and mix it around until it starts to boil and thicken up.
10. Toss your chicken in the sauce and mix around to coat it. Boom you are done!
Egg Rolls
INGREDIENTS:
Egg/Spring roll wrappers
½ cup of thinly julienned carrots
½ cup thinly julienned red peppers
1 cup chopped cabbage
1 tbsp soy sauce
1 tsp sesame oil
½ tsp oyster sauce
2 tsp sugar
¼ lb. ground pork
3 tbsp scallions
1 tsp ginger
1 tbsp garlic
In a wok, heat a tbsp. of canola oil and toss in scallions, ginger and garlic. Allow to cook down.
Add in your peppers, carrots and cabbage. Stir and allow it to wilt.
Push all the ingredients to one side of the wok.
Grease the open space on the wok and toss in the ground pork. Allow it to develop some color. Mix with the rest of the veggies in the wok.
Add soy sauce, oyster sauce, sesame oil and sugar. Stir everything together and remove.
Lay down your egg roll wrap on a flat surface and add about 2 heaping tablespoons of your pork filling.
Lightly moisten the edges of the wrap.
Fold over 2 ends of the wrap and then fold it over and roll making sure to seal the end with some more water to prevent it from opening or letting anything ooze out.
Heat oil in a frying pan over medium heat and carefully add your eggrolls. Allow it to cook until crispy and golden brown on all sides. Enjoy!
Beef & Broccoli
½ lb. beef of your choice- thinly sliced
2 tbsp soy sauce
1 tbsp cornstarch
1 tsp oyster sauce
1 tbsp Chinese cooking wine
Sesame oil
Florets of 1 head of broccoli
Scallions
Ginger
Sesame seeds
In a bowl, mix soy sauce, corn starch, oyster sauce and cooking wine. Whisk until cornstarch dissolves. Set aside.
Marinate your beef w/ a couple of tbsp. of soy sauce & 1 tsp sesame oil. Allow it to marinate for 10-15 minutes.
in a wok, heat ¼ cup of water and toss in your broccoli florets and sprinkle with a pinch of salt. Allow to cook until water has almost completely cooked out. Remove.
Add another splash of canola oil into your wok and toss in ¼ cup scallion, 1 tbsp garlic and 1 tsp ginger. Stir and allow it to cook down.
Mix in broccoli and beef.
Add in your cornstarch mixture that we made in the beginning. Stir everything together until well coated. Sprinkle with sesame seeds. Stir and serve.
