In this video, we drive west on US Highway 80 across the city of Monroe, Louisiana...the parish seat of Ouachita Parish. Here, US-80 is named Desiard Street, for Bayou Desiard, which runs just to the north of the highway. After crossing US Highway 165, US-165 Business route runs concurrent with US-80 for several miles. US-80 becomes Louisville Avenue. At 5th and 6th Streets, US-165 Business turns away to the north, and Louisiana Highway 15, comes in from the north, and overlaps US-80. At the Ouachita River, we leave Monroe, and enter West Monroe, and end this video.

Monroe, Louisiana
Monroe is the eighth-largest city in the U.S. state of Louisiana. it is the parish seat of Ouachita Parish. In the official 2010 census, Monroe had a population of 48,815. The municipal population declined by 8.1 percent over the past decade; it was 53,107 in the 2000 census. After a recheck in 2012, the Census Bureau changed the 2010 population from 48,815 to 49,147. Mayor Jamie Mayo, however, maintains that the Monroe population is more than 50,000 and indicated that he will pursue a continued challenge to the count.
Monroe is the principal city of the Monroe Metropolitan Statistical Area, which includes the parishes of Ouachita and Union. The two-parish area had a total population of 170,053 in 2000 and an estimated population of 172,275 as of July 1, 2007. The larger Monroe-Bastrop Combined Statistical Area is composed of both the Monroe Metropolitan Statistical Area and the Bastrop Micropolitan Statistical Area. The CSA had a population of 201,074 in 2000.

Disaster in Texas as fast-moving floodwaters leave at least four dead
Fast-moving floodwaters have completely destroyed a Texas bridge, left at least four dead and forced the evacuation of hundreds of residents as officials warn more flooding is likely in the coming days due to record rainfall. Officials said a body was found in a rain-swollen lake on Tuesday amid the widespread flooding in Central Texas.The body, which hasn't yet been identified, was found in Lake Lyndon B. Johnson, situated where the Llano and Colorado rivers meet.It comes as authorities continue to carry out numerous water rescues across Central Texas after more than a foot of rain fell in recent days. Texas Governor Greg Abbott declared a state of disaster in 18 flood-stricken counties in Central and South Texas late Tuesday as severe weather and prolonged flooding continued to wreak havoc on the state. The counties covered by the declaration are Bastrop, Burnet, Colorado, Fayette, Hood, Jim Wells, Kerr, Kimble, La Salle, Live Oak, Llano, Mason, McMullen, Nueces, Real, San Patricio, Travis and Williamson. More rain is forecast for Wednesday and Thursday and flood warnings remain in place for large parts of Texas.Water levels on the Llano River were quickly dropping early Wednesday after it soared above flood stage this week and destroyed a bridge. The river was just below 15 feet on Wednesday morning after cresting 24 hours earlier at almost 40 feet.Initially, forecasters expected the river to rise to near-record levels on Thursday, but modified their forecast to show the river dropping below flood stage instead. Emergency managers in Llano County, about 65 miles northwest of Austin, welcomed the forecast but said it's not yet safe for residents to return home. Residents were evacuated from homes Tuesday in Kingsland and in nearby Marble Falls, which was being overwhelmed by the Colorado River. Several school districts also closed for the day and emergency personnel blocked access to more than 150 low-water crossings. Gov.Abbott released a statement urging 'all Texans to take their safety into their own hands by closely monitoring changing weather conditions and heeding warnings from local officials. ' The governor's warning came little more than a week after four people were washed away when the South Llano River, which becomes the Llano River downstream, overran an RV park in Junction. Three bodies have been recovered but the search for the fourth was suspended due to the heavy rain.The body found Tuesday doesn't appear to be the person still missing from the RV park, authorities said. Heavy rains are also impacting other parts of the state with flood warnings issued for areas north of Houston.Patricia Sanchez, a meteorologist for the National Weather Service in Fort Worth, said the transition from fall to winter usually brings elevated levels of rainfall - but nothing compared to the amount of precipitation over the last month. Sale of Historic Mobile Schools Approved
MOBILE, Ala. (WPMI) Big plans are in the works for some vacant school properties in Mobile County. The school board has voted and approved the sale of three former schools, two of which are roughly 100 years old and have been sitting vacant for years.
But the sales aren't final yet. The developers still have a few hurdles to cross. The next step will be going before the city council, which will have to approve the developments and zoning change requests.
It's been two years since classes were held at the Old Shell Road School in midtown Mobile. Now, the century old building is boarded up and covered in graffiti.
There have been vagrants living in there. We've seen police on multiple occasions and its significantly decreasing our property value, said Ashley Ashbee, who lives a couple streets down from the dilapidated building.
They should sell it and do something with it. It is an eyesore, said Sean Foster, who also lives in the neighborhood.
And the Mobile County School Board agrees. On Monday night it approved the $800,000 combined sale of the Old Shell Road school and the old Russell School on Broad Street to a Georgia-based developer named Pace Burt Jr. The plan is to convert the historic sites into upscale apartments.
I think that would be fabulous. I'm all for doing something with this building. I think it would be wonderful for everyone's property value, said Ashbee.
The board also agreed to sell the former Augusta Evans School on Florida Street to MAB Acquisitions out of Delaware for roughly $1.55 million. School officials say it could transform into a retail development of some kind.
These sites will no longer be used as schools and we don't have a use for them so it will be better for the neighborhood, the community and the city to go ahead and sell them, said Superintendent Martha Peek.
Peek said once the sale goes through, the money will be put to good use.
That's a capital income that will be put back into the facilities we have. Existing facilities as well as any renovations we might do or new construction, said Peek.
School officials said the sale probably won't be finalized until the Spring.
