Menzies Centre for Australian Studies Live Symposium Programme – Part 3
This one-day symposium brought together academics from Britain, Europe, America and Australia to debate the future of Australian Studies. It welcomed a cohort of staff and students from the Centre for Australian Studies at the University of Copenhagen and the University College Dublin Australian Studies Research Centre. Other participants included Philip Mead (UWA), Frank Bongiorno (ANU), Mark McKenna (Sydney), Nathanael O'Reilly (President, American Association of Australasian Literary Studies), Anne Collett (Wollongong/Copenhagen Distinguished Visiting Chair of Australian Studies), Gail Jones (UWS), Anna Gray (Australian National Gallery), Peter Kilroy (MCAS’s new British Academy Postdoctoral Fellow), and our strategic partners from the British Museum and the Australia and New Zealand Festival of Literature and Arts.

Menzies Centre for Health Policy: Annual Oration - Professor Anne Rogers
In response to the exponential rise in rates of chronic illness, a central tenet of health care policy internationally is the promotion and implementation of self-management programmes through programmes such as the Expert Patient in the UK and Chronic Disease Self Management in Australia.
The notion of self-management in chronic illness frequently focuses on the patient's capacity and responsibility to undertake personal self-care strategies. However, this current individualistic approach under-acknowledges the importance of everyday living, as well as people's social contexts, material resources and networks.
This presentation describes how social networks and the types of 'work' done by patients are centrally involved in the mobilisation and deployment of resources for chronic illness management. These ideas contribute to a novel approach in understanding, designing, and implementing new forms of self-management support. These concepts will be illuminated with reference to the role of pets and 'weak ties', and the development of new network-based tools for providing and mediating personal support in managing and living well with long-term conditions.
Anne Rogers is Professor of the Sociology of Health Care based at the National Primary Care Research and Development Centre at the University of Manchester. Her recent research includes a focus on the 'work' that patients undertake in the area of long term condition management and addressing how social position, networks, relationships and illness work undertaken in domestic settings connect to accessing resources in local communities, primary care and other health services to support living with long term conditions.

Judith Healy is an Adjunct Associate Professor with the School of Regulation and Global Governance in the College of Asia and Pacific at the Australian National University. She conducts research on health sector governance and health systems around the world, including for the World Health Organization, the Commonwealth Fund New York and Rand Europe.
In this public seminar, Judith will examine different ways of comparing and analysing health systems, institutions, health policies and programs, drawing in part on the work of the Asia Pacific Observatory on Health Systems and Policies. Health policy makers often ask how does my country compare to others on measures of health systems and population health outcomes? We care about the reputation of our country but more importantly a comparative perspective offers an opportunity to learn from other countries. This is because while health systems face broadly similar problems (eg. constrained funds, shortages of nurses, sub-standard services) their responses may be very different - and so different solutions in one country may suggest better ways to do things for another country. Comparative health systems research now is a rapidly expanding field that encompasses multiple approaches and methods.

In this public seminar, John Atwood and Jonathan Liberman will discuss on the Philip Morris Asia Ltd’s challenge to Australia’s tobacco plain packaging laws under the investor-State dispute settlement (ISDS) provisions of the Australia-Hong Kong BIT marked Australia’s first involvement as a Respondent in ISDS. Mr Atwood and Mr Liberman will discuss the arbitration, Australia’s defence of Philip Morris Asia Ltd’s challenge, and the consequences of the Tribunal’s December 2015 award in favour of Australia.
John Atwood is a lawyer in the Office of International Law, Attorney-General’s Department. He led the Tobacco Litigation Taskforce which was responsible for Australia’s defence in the arbitration brought by Philip Morris Asia Ltd under the Australia-Hong Kong BIT.
Jonathan Liberman is Director of the McCabe Centre for Law and Cancer, a joint initiative of Cancer Council Victoria (CCV) and the Union for International Cancer Control, based at CCV in Melbourne. The McCabe Centre’s mission is to contribute to the effective use of law for cancer prevention, treatment, supportive care and research globally.

Menzies Centre for Health Policy Public Seminar: 18/5/2016
This presentation will consider the relations between Australia's federal health system, Commonwealth financing for health, and national election campaign strategy. Breaking with a history of annual real increases (beyond CPI and population growth) in Commonwealth health funding to the States for hospital services going back to the introduction of Medicare in 1984, the Abbott Government 2014 and 2015 budgets did not provide any real growth in forward estimates of health related payments to the states beyond 2016. Abbot made public statements that such growth was a matter for the states, not the Commonwealth. This set the context for the Turnbull Government's first budget, which is a pre-election budget. At stake is a firm, ongoing Commonwealth commitment to adequate national universal health coverage with adequate financial support from Commonwealth revenue. Since 1972, every party that has won national government in Australia (including Abbott in 2013) has promised this commitment during their election campaign.
Paul Dugdale is the Director of the ANU Centre for Health Stewardship and Chair of the Australian Healthcare and Hospitals Association. He has pursued a dual career in academia and health service provision, with policy roles in health financing and tertiary service planning, and operational roles in public health and hospital management.
Publications include the books 'Doing Health Policy in Australia' and 'Patient Safety First: Responsive Regulation In Health Care' (with Judith Healy).
