Nuclear envoys of S. Korea, Russia met in Vladivostok on Tuesday
한-러, 러시아 블라디보스톡서 북핵 수석대표 협의… 오늘 동방경제포럼 개막
The nuclear envoys of South Korea and Russia met on Tuesday on the sidelines of the Eastern Economic Forum in Vladivostok.
And there, Russia urged all related parties to abstain military activities.
Meanwhile, delegations of South and North Korea are also in Vladivostok for the forum, but it's unclear whether they'll meet.
Oh Jung-hee reports.
South Korea's Special Representative for Korean Peninsula Peace and Security Affairs, Lee Do-hoon, met Tuesday with his Russian counterpart, Igor Morgulov, on the sidelines of Eastern Economic Forum... to talk about Korean Peninsula issues.
According to Seoul's foreign ministry, the two discussed the results of Morgulov's visit to North Korea last month.
Morgulov went to Pyeongyang in mid-August and met with the North's senior diplomats, including the vice foreign minister Choe Son-hui.
It's also likely that the two envoys touched upon the South Korea-U.S. joint military exercises and the North's missile tests in August.
Speaking to reporters in Vladivostok, Morgulov said the North's missile tests are correlated to the Seoul-Washington drills and Russia urges all related parties to refrain from military activities.
Seoul's foreign ministry says... Lee and Morgulov agreed that Pyeongyang and Washington need to quickly resume working-level negotiations.
The Eastern Economic Forum takes place in Vladivostok for three days starting Wednesday,... and one of the key topics is trilateral economic cooperation among the two Koreas and Russia.
Top officials from South and North Korea will be there -- South Korea's Deputy Prime Minister and Finance Minister, Hong Nam-ki,... and North Korea's Vice Premier Ri Ryong-nam.
Eyes are on whether the forum might see a surprise high-level inter-Korean meeting.
But Seoul says, there's no official meeting scheduled between the two sides.

STORYLINE:
The families of the 118 men killed when the Kursk Russian nuclear submarine sank a year ago have been paying tribute to them at memorial ceremonies.
In the closed naval town of Vidyayevo, where the Kursk crew was based, soldiers laid wreaths at a monument for the sailors who died at sea.
Later on Sunday, a memorial plaque bearing the names of all 118 crew members was unveiled at the pier where the Kursk had once docked.
After a minute's silence, the relatives, many dabbing their eyes with handkerchiefs, laid flowers at the edge of the dock as the sailors' names were read over a loudspeaker.
Some flung roses into the sea.
They then gathered for a service at the town's small wooden church.
The morning sun gave way to rain, and those relatives who couldn't fit inside the church huddled under umbrellas just outside the door.
Church services around the country honoured the sailors who died in the accident on August 12 last year.
Russian media said sailors from the Pacific port of Vladivostok to Sevastopol on the Black Sea observed a minute's silence for the Kursk crew.
The anniversary comes as an international operation is underway to raise the Kursk in mid-September.
Officials say salvaging the vessel could shed light on the cause of the disaster.
The government has said the explosion that sank the Kursk was caused by a practice torpedo.
But it remains unclear whether the torpedo exploded due to a fault - the theory favoured by most outside experts - or by a collision, possibly with a foreign vessel.
Russian officials have tried to turn the salvage operation into a show of openness.
During the crisis last year, the government came under strong criticism for releasing contradictory information.
Most journalists were kept away from Vidyayevo and other closed military towns, and only a state television crew was allowed to report from the site of the disaster.
The Russian Navy is keen now to embrace a spirit of openness and raising the crippled submarine is part of that new approach.
But some fear the salvage operation will reveal little, since the submarine's mangled front compartment, where the explosion occurred, is being left on the floor of the Barents Sea.
Officials say lifting the front compartment could be dangerous since it may contain unexploded torpedoes.
But they have suggested that it could be raised separately at a later date.

Russia: Compromise on territorial dispute with Japan can be found - Putin
Russian President Vladimir Putin stated, during an interview to Bloomberg in Vladivostok, Thursday, that a territorial dispute with Japan can be solved where there is a high level of trust between the two countries.
SOT, Vladimir Putin, Russian President (Russian): We don’t trade in territories. However, the problem of signing a peaceful agreement with Japan is the key issue. We would very much like to find a solution to this problem with our Japanese friends. In 1956 a treaty [Soviet–Japanese Joint Declaration of 1956] was signed and it was ratified by both Supreme Soviet of the USSR and Japanese Parliament. Later the Japanese side refused to adhere to it and then the Soviet Union basically nullified all the agreements stipulated in this treaty.
SOT, Vladimir Putin, Russian President (Russian): But, in any case, we have resumed a dialogue on this subject and agreed that our foreign ministers alongside deputy foreign ministers will activate this work.
SOT, Vladimir Putin, Russian President (Russian): These territories were in dispute. And we have been negotiating with the People's Republic of China on these territories for 40 years. I want to stress it - 40 years. And finally we managed to find a compromise. Half of the territory was finally assigned to Russia, another part - to China. I want to stress that this could have been possible only because of high level of trust reached between Russia and China. If we can reach a similarly high level of trust with Japan, then we can find some sort of compromise.
SOT, Vladimir Putin, Russian President (Russian): If someone wants to revise the outcomes of the WWII, let's discuss this issue. But in this case we have to discuss not Kaliningrad rather than eastern German territories, Lviv which used to be part of Poland, and so on and so forth. There is also Hungary, Romania. If someone wants to open Pandora's box, you are welcome, good luck with that.

'Drunk' Russian ship captain steers giant cargo vessel straight into busy South Korean bridge
'Drunk' Russian ship captain steers giant cargo vessel straight into busy South Korean bridge
A Russian cargo ship captain may have been slightly drunk when he veered off course and crashed into a busy South Korean bridge this afternoon.
The 6,000 ton Seagrand collided with the side of the Gwangan Bridge in Busan, in the southeast of the country, at around 4.20pm local time.
The ship then attempted to turn and vacate the area before it was detained by the Korea Coast Guard (KCG).
KCG officials said the captain's blood alcohol level was 0.086 per cent - almost three times the legal limit of 0.03 per cent.
According to local news agency Yonhap the Seagrand also hit a moored cruise ship just 40 minutes before the accident.
Authorities said they spoke to the cargo ship's crew and were still determining whether the captain, whose identity has not been released, was at the helm at the time of the crash.
Drinking alcohol on-board is perfectly legal so as long as the person is not steering, the KCG said.
Officials are also looking into why the vessel was in the waters near the £500 billion Gwangan Bridge - South Korea's second longest - when it should have been heading in the opposite direction.
According to the KCG, the Seagrand arrived in Busan around 9am on Wednesday morning to unload 1,495 tons of iron pipes.
It departed for Vladivostok, Russia on Thursday with 1,415 tons of steel coils.
No injuries were reported, but a section of the bridge was closed off for a safety inspection.
Photographs show some superficial damage to the lower level of the two-tiered structure.

A Kiev court has ruled to arrest the Aliot ship for violation of entering Crimea, the press service of Ukraine’s prosecutor office said on Thursday.

Варяг
Музыка: А.С.
Da trifft es uns zur Stelle;
Es ward der «Warjag», das treue Schiff,
Zu einer brennenden Holle!
Rings zuckende Leiber und grauser Tod ,
Ein Aechezn, Rocheln und Stohnen --
Die Flammen flattern um unser Schiff
Wie feuriger Rosse Mabnen!
Lebt wohl, Kameraden, lebt wohl, hurra!
