STORYLINE:
Russian President Dmitry Medvedev laid a wreath at the Soviet War Memorial in Berlin at the end of his first Western trip since succeeding Vladimir Putin.
Medvedev was accompanied by Berlin mayor Klaus Wowereit.
Also on Thursday, in his first major foreign policy speech since taking office a month ago President Medvedev warned that a further NATO expansion eastward would ruin Russia's relations with the West.
Speaking to a group of German policy makers and business leaders in the German capital Medvedev suggested a new European security pact that would protect interests of all nations on the continent.
But if NATO continues eastward expansion instead, he suggested it could lead to long-term problems with Moscow.
NATO, under pressure from Russia, delayed a decision last month on granting Georgia and Ukraine plans that would set them on the path toward membership.
But allied leaders said they could join one day and offered to review the decision in December.
Medvedev suggested that with the end of the Cold War, NATO was struggling to find a mission and so was turning to expansion.
He proposed holding an all-Europe summit to consider signing a new European security pact.
Few clear signs have emerged so far about who will lead Russian foreign policy.
Traditionally Russia's president holds that responsibility, but many expect Putin, who hand-picked Medvedev as successor in the Kremlin, to retain a substantial say in policy as prime minister.
During his eight-hour visit to Berlin, Medvedev also met with Chancellor Angela Merkel, as well as Foreign Minister Frank-Walter Steinmeier for talks that focused on Moscow's ties to Berlin, as well as international issues.
