Harper Quarantine with dogs visible in cages.MOV

This is the quarantine facility that you MUST use in Guam. The owner Dr. Harper was instructed by the government to have it repaired by 2003. This video was taken Nov/7/2010.
The plumbing and caging do not meet quarantine codes and as you can see housing an animal here amounts to alleged animal cruelty.

Dr. Joseph has had a competing quarantine facility that the government refuses to even come and inspect. Could it be because the government veterinarian is employed by Dr. Harper? Or is it blatant government corruption?
