Putin attends Navy Day celebrations at Russian Northern Fleet base near Murmansk
President Vladimir Putin called for a strengthening of the Russian Black Sea fleet on Sunday, during a speech at a Navy Day memorial service at Severomorsk Naval Base.
Putin announced that Russia had bought eleven new battleship hulls, with the aim of strengthening of the combat capabilities of the Black Sea Fleet. And Russia will revamp battleships' manpower and build a modern military infrastructure with social facilities.
Tensions have run high in the Ukraine region since March when Russia seized Crimea, home to the Black Sea Fleet, leading the US and EU to become highly critical of Putin's behaviour.
Months after Russia annexed Crimea and stepped up support for separatists in eastern Ukraine, Europe and the US are still searching for a way to persuade Russian President Vladimir Putin to change course.
Putin has been walking a tightrope in recent months, limiting his involvement in the Ukraine crisis just enough to avoid truly biting Western sanctions.
But the downing of a Malaysia Airlines passenger jet on 17 July, blamed by the US and Ukraine on pro-Russian rebels - possibly with Russian help - might have changed the equation, galvanising support among reluctant Europeans for additional penalties.

Russia - Military Exercises
The Russian Tamansky armoured infantry division which led the
attack on the Russian White House during the 1993 October crisis
conducted military manoeuvres Thursday (22/9) and Friday (23/9).
The exercises, which are held annually, took place at Nizhny
Novgorod, some 700 kilometers east of Moscow. In 1993 they were
held days before the attack on the White House to defeat the
rebellious parliament occupying the building. The Russian army,
beset with financial problems, has recently been scaling back the
amount of field training it conducts, but Commander of the
exercises, Lt General Valery Baranov, denied it was an indication
that Russian forces were weak. Baranov said that the troops were
ready to respond quickly to any crisis which may require military
intervention.

Murmansk
Murmansk (Russian: Му́рманск; Kildin Sami: Мурман ланнҍ; Northern Sami: Murmánska; Skolt Sami: Muurman) is a port city and the administrative center of Murmansk Oblast, Russia, located in the extreme northwest part of Russia, on the Kola Bay, an inlet of the Barents Sea on the northern shore of the Kola Peninsula, close to the Russia's borders with Norway and Finland.
Despite its extreme northern location above the Arctic Circle, Murmansk tends to be nearly the same as any other Russian city of its size, featuring highway and railway access to the rest of Europe, a railway station, and a trolleybus system, in fact, the northernmost on Earth.

Russia: The real deal… Navy SEALS train up ahead of Victory Day
Two Baikal seals named Tito and Lilo were put through their military training paces at the Baikal Seal Aquarium in Irkutsk on Friday.
The seals are being taught to shoot, defuse mines and raise the Russian Navy flag. 16 year old Tito -named after the first space tourist - and nine year old Lilo were honing their skills for the Victory Day celebrations.
Director of Baikal aquarium Evgeniy Baranov the seals were intended to provoke “some patriotic feelings, and readiness to defend their Homeland.”

Beluga whale with Russian harness raises alarm in Norway - 2019
Norwegian fishermen and scientists say a white whale wearing a strange harness that harassed boats in the Arctic recently may have been trained by Russia's military. Russia has acknowledged training sea mammals for special operations in the frigid Arctic, where the country has a major military base not far from the territory of key NATO member Norway.
According to Britain's The Guardian newspaper, Norwegian state broadcaster NRK reported the unusual behavior by the whale last week, and showed video of the beluga whale swimming alongside a fishing vessel and repeatedly nudging it.
We were going to put out nets when we saw a whale swimming between the boats, NRK quoted fisherman Joar Hesten as saying. It came over to us, and as it approached, we saw that it had some sort of harness on it.
No science project?.
The harness was removed from the animal by a team from the Norwegian Director of Fisheries. Jørgen Ree Wiig, from the agency, sent CBS News images and video of the whale and the harness, which has a logo on it reading, Equipment of St. Petersburg. The canvas straps appeared slightly worn and there was visible rust on the metal screws holding the apparatus together.
There was nothing about the harness to identify it has having any links, specifically, to Russia's military, and the clip with the logo on it was written in English. But Norwegian scientists suspect a link to the Russian navy, nonetheless.
If this whale comes from Russia – and there is great reason to believe it – then it is not Russian scientists, but rather the navy that has done this, Martin Biuw of the Institute of Marine Research in Norway told NRK.
We know that in Russia they have had domestic whales in captivity and also that some of these have apparently been released, Audun Rikardsen, a professor of marine biology at the Arctic University of Norway, told NRK according to The Guardian. Then they often seek out boats.
But Rikardsen said he'd spoken to Russian scientists and they denied any knowledge of the harnessed whale: They tell me that most likely is the Russian navy in Murmansk.
Whales as weapons.
Russia's military has a history of trying to weaponize whales and other sea mammals.
The Guardian said the Cold -era Soviet Union had a program to train dolphins to help detect underwater weapons and alert their military trainers. That program ran until the 1990s.
Then in 2017, Russia's TV Zvezda, which is owned by the defense ministry in Moscow, aired a report on a Russian navy program to train beluga whales, seals and dolphins for similar purposes.
The Guardian said those recent efforts were carried out by a private research institute on behalf of the navy to see if beluga whales could, guard entrances to naval bases in the arctic and assist deepwater divers and if necessary kill any strangers who enter their territory, according to the Russian TV report.
The newspaper says public Russian government records show the defense ministry spent about $25,000 purchasing five bottle-nosed dolphins in 2016 from a sealife center in Moscow.

Over the past three years, President Vladimir Putin has reopened three former Soviet military bases along its vast Arctic coastline as Russia and NATO accuse each other of increasingly bellicose actions along their shared border in the far northern reaches of Europe.
As CBS News chief national security correspondent David Martin reported for 60 Minutes on Sunday, Russia has been conducting simulated attacks near Norwegian territory with nuclear-capable warplanes.
That, Norwegian joint force commander Lt. Gen. Rune Jakobsen told Martin, is not something you should do to your neighbor.
In response to Russia's mounting belligerence in the region -- and in the wake of Putin's unilateral annexation the Crimean Peninsula from Ukraine -- NATO held its largest games to date in Norway last fall.
As Martin reported, Norway shares a 120-mile border with Russia, and its long Arctic coastline includes the closest points on European soil to the base of Russia's northern fleet, with its naval bases, airfields and nuclear weapons storage sites. The fleet, based on the remote Kola Peninsula, represent Russia's single greatest concentration of military power, especially submarines.
Martin was given rare access to the Norwegian military planes and ships tasked with monitoring Russia's actions in the Arctic, including their navy's newest surveillance vessel which has been equipped with the latest U.S. technology to detect submarines.
If what the Norwegian fishermen found is evidence of a current program by Russia's military, the Norwegians and their NATO partners might need to start looking for much smaller weapons of , too -- weapons with flippers.

'Russian spy' Beluga Whale Seen in Norwegian Waters
A Beluga Whale thought to be a 'Russian Spy' was found in Norwegian waters with a harness attached to its body.
The Beluga whale was found by marine biologist Jorgen Wiig and his colleagues Freddy Norvoll and Yngve Larsen in waters near Finnmark after a group of fishermen contacted the authorities.
Wiig and his colleagues were diverted from there initial route, which was to to do fisheries control far north of Norway, as the whale had some kind of strange thing attached to itself''.
The fisherman who reported the incident managed to keep the mammal under surveillance for two hours until Wiig and his crew arrived.
Wiig explained the encounter in detail: When we arrived we got our disentangling gear ready and went out in our small boat.
We managed to lure the whale towards us with the help of some cod fillet fished by our captain Freddy Norvoll.
The whale was totally habituated to humans and we could touch it and talk to it.
We thought the whale could be Russian, but we don't know so many Russian words so we tried to just talk Norwegian to it.
I tried to lure the whale towards the boat and Yngve tried to unclip the harness (it was attached with clips) but we didn't quite have the reach.
The fishermen were still around since the whale was quite interested in their boat for some reason.
The crew eventually managed to retrieve the harness that was attached to the whale after a brief struggle.
Wiig later added: I believe the whale comes from Murmansk where the Russian Navy has been known to train belugas to conduct military operations before - like guarding naval bases, helping divers, find lost equipment.
We have been in contact with whale researchers which I know and they have been in contact with Russian researchers who say it likely is a whale that has been trained by the Russian Navy in Murmansk.
During the Cold War Russia also trained marine mammals to deliver explosives and kill people.
Thankfully, this was not the case for this whale.

This is the bizarre moment a beluga whale speculated to be a defecting Russian operative returned an iPhone that had been dropped in the ocean.
Isa Opdahl had been out in a boat with friends at Hammerfest harbour in Norway on Monday when the handset plunged into the water.
The whale was filmed slowly emerging out of the ocean with the phone in its mouth after diving down to retrieve it.

The footage has prompted speculation the whale is the same creature trained by the Russian military as a 'spy'.
Last week Norwegian fisherman discovered a beluga off the coast wearing a camera attached to a harness.
Marine experts said the creature had been trained as a Russian operative that had escaped from a training facility.

Inspector Joergen Ree Wiig of the Norwegian Directorate of Fisheries, who was at the scene last week, said the harness was branded with 'equipment of St. Petersburg' and featured a mount for an action camera.
Audun Rikardsen, an arctic and marine biology professor at the Arctic University of Norway, said it was 'most likely that the Russian Navy in Murmansk' was involved.
